NCA Mission
Solicitation is 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set aside.
SDVOSB Offerors must be registered in SAM and registered & verified in VIP prior to submission and at the time of award, to be considered SDVOSB.
VETS 4212 - Title 38, USC Section 4212(d) and Public Law 105-339, requires that federal contractors report, at least annually, the number and category of veterans who are within their workforce. For procurement awards in excess of $25,000, this report must be completed and accepted prior to any Federal contract award.

Solicitation Summary
Contract Line Items
CLIN 001: Base Bid – Jefferson Barracks National Cemetery, Phase 5C. All construction work in accordance with the Scope of Work, including (but not limited to) site development work, general conditions, general construction, alterations, roads, walks, grading, drainage, electrical work, utility systems, irrigation, landscaping and construction and certain of other items. Preparation and completion of pre-placed concrete crypt sections, in-ground cremains sections, niche cover installation and all other work necessary to construct the project consisting of in ground cremains and pre-placed crypts. 548 calendar days. Contains an ETO of 275 calendar days.
CLIN 002: Base Bid - Pre-placed Crypts - Furnish and deliver to the site all pre-placed crypts.
CLIN 003: Add/Alternate 1 - Add/Alternate 1: Improve paving grades at two locations on the Jefferson Barracks Division Campus where existing grading anomalies present challenges to pedestrian transit. The locations are at the intersection of the cemetery road and the facility between buildings 1 and 25 as well as near the stair at building 55. At the crosswalk from B1 to B25, rework grading and paving to provide an accessible crosswalk. At the building 55 connector, rework and regrade the existing sidewalk at the approach to the building 55 connector and repair stones at stair as indicated. Bid Bond/Bid Guarantee (SF 24) - 20% of the offer price but shall not exceed $3,000,000. Volume II, TAB 2, of your emailed proposal must contain a legible, scanned copy of your Executed Bid Guarantee (SF-24). Please shade any raised seals with pencil lead to make them legible before you scan the bond. An original, hard copy, executed Bid Guarantee (on form SF-24) must be mailed to David Bullerwell within 5 business days of the proposal due date/time as stated in the solicitation.
Performance & Payment Bonds (SF 25) – Required Penal sum = 100% of award amount. Required of awardee within 10 calendar days of award, scanned copy and original hard copy as stated above.
Liquidated Damages - If the Contractor fails to complete each separate part or stage of the work within the time specified in the contract for that part or stage, or any extension, the Contractor shall pay to the Government as liquidated damages $2,775.20 for each calendar day of delay. All other phases - Actual Damages Incurred.
Insurance - See Solicitation page 59. Certificate of Insurance is required prior to commencing work.

(RFI) Request for Information
Submitted proposals that do not adhere to the following instructions may be deemed unacceptable and ineligible for an award;
a. Proposals will be submitted in THREE (3) separate volumes (files).
i. Volume I shall be the Technical Proposal and shall include the offeror’s responses to Evaluation Factors 1, 2, and 3 as well as the subfactors

ii. Volume II shall be the Past Performance Information and shall include response to Past Performance Factor.

iii. Volume III shall be the Price Proposal and shall include the Offeror’s response to Price Factor. Price Proposal Volume III shall contain VAAR 852.219-77 VA Notice of Limitations on Subcontracting—Certificate of Compliance, bid guarantee, signed copy of SF1449, copy of Reps and Certs, and any signed amendments.

Submission Instructions
Proposal must be submitted via email only.
1. Emailed proposal shall be sent to the Contracting Officer at Isabell.coad@va.gov and must be received by the due date and time established in the solicitation.
2. Emailed files must be no larger than 40MB each
3. If the file size is greater than 40MB, separate document into multiple files and label files logically and sequentially, for example Volume I-part 1, Volume I-part 2, etc.
4. NOTE: While 40MB is the maximum message size, things like encryption can add overhead to a message and increase its size, so there are times when a message may need to be under 40MB to be sent successfully to account for this overhead. Also, ensure no special characters (#@$!&^*+) or slashes (/, \) in the document title.
5. Offerors shall email the following documents to the Contracting Officer by the due date and time shown in Box 13a of solicitation form SF 1442 (or as subsequently amended):
i. one (1) copy of the Technical Proposal (Volume I)
ii. one (1) copy of the Past Performance Information (Volume II)
iii. one (1) copy of the Price Proposal (Volume III).
iv. Late or incomplete Proposals may be considered to be nonresponsive.
