Project Challenges
Project challenges
• The work for all (3) building packages and submittal approval shall be completed in a maximum of 450 days. This will require multiple crews to achieve the overall construction period duration for the entire project.
• The entire project must be Completed, Tested, Commissioned and Turned over in Phases by Building level.
• Based on the approved schedule by the VA COR (and based on approved Project Schedule and Phasing plan submittals), multiple areas shall be renovated simultaneously to meet Construction Schedule requirements.
• However, any required shutdowns shall be limited to one at a time to minimize the impact on Facility
Operations.
• Project will require a Comprehensive schedule of work to be submitted and approved.
• Weekly meetings will be conducted and require review of 3-week look ahead Schedule, Third party inspections, and Commissioning process
• Coordination drawings for each Building must be approved prior to commencing work. These drawings shall include field verified dimensions and locations of all new and existing conditions.
• The buildings and site shall remain occupied and functional throughout the project.
• All construction is to be performed in during normal working hours as much as feasible. Off-hours premium time is included for noise abatement and utility shutdowns only.
• Shutdowns shall be limited to 8 hours maximum and scheduled for minimal interference with hospital operations.
• Existing piping deadleg validation and removal is critical to project success. SDVA is in an active campus and existing conditions have changed since design. It will be critical for the contractor to field validate all deadleg locations and provide an area-by-area phasing plan to remove deadlegs and install valves required by the contract.
• AE will work closely with the VA, GC, and water monitoring subcontractor to validate all controls and monitoring data are correctly configured with the existing FMS. No portion of the project will not be accepted until the VA is comfortable with the new monitoring systems.
• Communication with SDVA staff for each department is critical to project success. Project requires work in all areas of the hospital and the GC must prepare phasing plans well in advance of work, including:
o Isolation valve locations with the area impacted by each valve o Duration of shutdown and room-by-room plan for valve installation and deadleg removal o Provide temporary services, including handwashing stations for each area of work and buckets to capture spills.
Quantity and location of temporary services shall be finalized prior to shutdown.
o VA Plumbing Staff will be required to support all shutdowns o Validate valve operation prior to shutdown and replace existing valves as required
• Contractors will typically only have (1) to (2) rooms available at a time and bids shall include sufficient after-hours time to accomplish the project scope with minimal impact on facility operations.
• Controls enclosures should be prioritized early in the submittal process. These custom enclosures are anticipated to be a long-lead item and will require coordination with the third-party controls engineer.
• Work should commence with the installation and commissioning of all water monitoring equipment, starting with head end equipment in the Central Utility Plant, Building 2.
• Valve replacements will follow and should be phased as follows:
• (1) provide new isolation valves to support subsequent shutdowns
• (2) Remove deadlegs on and area-by-area basis, coordinated with phasing plan
• (3) Install low impact, below sink TMVs as quickly as feasible since many areas can be addressed in a short duration.
• (4) Install in-wall TMV with access panels. These will require coordination with the facility to match existing finishes and additional ICRA provisions.
• VA staff should plan minimum (3) weeks in advance of the contractor’s phasing plan to coordinate patient relocations and water shutdowns.
• VA COR must closely coordinate with each Department’s Nurse Manger to adjust patients and provide open rooms.
• Work in sensitive areas, such as Operating Rooms and Isolation rooms, should be scheduled for night and weekend work. Work in these areas is not feasible during normal working hours.
• Contractor shall use pre-sanitized piping and fit up entire assemblies prior to shutdown to limit the service outage duration.
• Existing plumbing piping and fixtures indicated on the drawings are based on field surveys and VA provided as-built drawings. Building 1, Building 2 and Building 11 are part of an active campus subject to continuing changes and renovation. Contractor shall include a 20% allowance on the total material, labor and overhead costs to ensure differing site conditions are covered in the Base Bid. This 20% allowance will provide a level bidding environment while still accounting for unforeseen existing conditions and changes to the quantity of piping and fixtures to be replaced and/or removed under this contract.
