SECTION 260923
PART 1 – GENERAL
1.1 DESCRIPTION
A. This section specifies the furnishing, installation and connection of the lighting controls.
B. Scope of work shall include replacement of the existing Leviton control system with a new, modern, fully functional digital control system to replace the existing system entirely, and to match the existing functions of all zones, controls, and devices in kind.
C. Provide unit prices for additional devices of each type as part of the bid. Unit prices shall cover material, installation, and related programming.
1.2 RELATED WORK
A. Section 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS: General requirements that are common to more than one section of Division 26.
B. Section 26 05 19, LOW-VOLTAGE ELECTRICAL POWER CONDUCTORS AND CABLES (600 VOLTS AND BELOW): Cables and wiring.
C. Section 26 05 26, GROUNDING AND BONDING FOR ELECTRICAL SYSTEMS: Requirements for personnel safety and to provide a low impedance path to ground for possible ground fault currents.
D. Section 26 27 26, WIRING DEVICES: Wiring devices used for control of the lighting systems.
E. Section 26 51 00, INTERIOR LIGHTING: Luminaire ballast and drivers used in control of lighting systems.
1.3 QUALITY ASSURANCE
A. Quality Assurance shall be in accordance with Paragraph, QUALIFICATIONS (PRODUCTS AND SERVICES) in Section 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS.

A.B. Lighting control equipment shall be designed for a minimum 10-year operational life while operating continually in an ambient temperature range of 32 degrees F (0 degrees C) to 104 degrees F (40 degrees C), and 90 percent non-condensing relative humidity.
1.4 SUBMITTALS
A. Submit in accordance with Paragraph, SUBMITTALS in Section 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, and the following requirements:
1. Product Data:
a. Submit lighting control panels, occupancy sensors, photocells, photosensors, timer switches, lighting relay panels, etc. Provided in one complete submittal package for a complete lighting control system.
2. Shop Drawings:
a. Provide complete lighting control shop drawings suitable for review. Provide drawings for review before ordering any components.
b. Submit the following information for each type of lighting controls.
(1) Material and construction details.
(2) Physical dimensions and description.
(3) Wiring schematic and connection diagram.
(4) Installation details.
3. Manuals:
a. Submit, simultaneously with the shop drawings, complete maintenance and operating manuals, including technical data sheets, wiring diagrams, and information for ordering replacement parts.
b. If changes have been made to the maintenance and operating manuals originally submitted, submit updated maintenance and operating manuals two weeks prior to the final inspection.
4. Certifications: Two weeks prior to final inspection, submit the following.

a. Certification by the Contractor that the lighting control systems have been properly installed and tested.

PART 2 – PRODUCTS
2.1 ACCEPTABLE MANUFACTURERS
A. Design Basis Manufacturer: Lutron Digital Ecosystem (DALI compliant system).
B. Alternate manufacturers: Controls similar to Lutron QS by WattStopper, Acuity, or equal.
2.2 LIGHTING CONTROL SYSTEM – DIGITAL ADDRESSABLE LIGHTING INTERFACE (DALI)
A. System Description:
1. The lighting control system shall consist of digital lighting control network connecting DALI compliant digital addressable drivers, control modules and lighting control devices directly with a system server / central control station. Individually addressable electronic drivers, control modules, and control devices are operated from signals received through DALI-compliant bus from variety of DALI compliant digital controllers and interfaces and programmed through the system server / central control station.
System includes all associated network bus and wiring, DALI controllers and interfaces, panels, photocells, switches, dimmers, time clock, and occupancy sensors.
System shall utilize DALI compliant ballast and dimming modules provided with light fixtures.
2. System shall include server / central station with DALI operating software, data network, and BACnet IP communication with other systems as described.
3. System server / central station shall provide programmable operation of lights connected via system bus and controlled with system devices. System software shall provide control of DALI driver, control modules and control devices, time and sequence scheduling, timed out and blink light operation and monitoring and reporting of system events and components. Initial programming shall be as shown on plans and schedules.

4. Server / Central Control Station: Lighting control system manufacturer shall be responsible to assure coordination between relay modules, network hubs and control system server/ central station such that system performs as described and matches existing functions. Server / central control station shall have a minimum 500 GB hard drive, 8 GB RAM, 3 GHz speed minimum, three Ethernet ports, 1024 x 768 resolution graphic card, and 3 USB 2.0 ports. Server shall be provided with monitor, keyboard and mouse, and plugged into a receptacle connected to an equipment emergency circuit as a minimum or installed program to a laptop that can either remotely via wifi or connect locally to the main lighting control panel at the site. Coordinate final requirements with VA Resident Engineer. Provide uninterruptible power supplies as necessary to keep the entire lighting control system operational during the transition from utility power to emergency power during a power failure.
B. Control Devices: All occupancy sensors (Ultrasonic, IR and Dual Technology type), photocells, switches and timers shall be provided with the system, and shall be DALI compliant. Devices shall be designed to operate on system network. Supplemental DALI compliant signal repeaters and controllers shall be provided as required. This equipment shall be identified in shop drawing submission. Provide large lighted buttons with labels for switches and dimmers.
B.C. Power Failure Recovery: When power is interrupted and subsequently restored, within 3 seconds lights to automatically return to same levels (dimmed setting, full on, or full off) as prior to power interruption.
D. LIGHTING MANAGEMENT HUBS
1. Provide in a pre-assembled NEMA listed enclosure with terminal blocks listed for field wiring.
2. Shall enable light management software to control and monitor compatible power panels.
3. Shall utilize Ethernet connectivity to lighting management server utilizing one of the following methods:
a. Dedicated network.
b. Dedicated VLAN.

c. c. Shared network with Building Management System
(BMS).
d. Network where managed switches are configured to allow multicasting and use of IGMP.
1.4. Integrate control station devices, power panels, and
external inputs into a single customizable lighting control system with:
a. Multiple Failsafe Mechanisms:
(1) Power failure detection via emergency lighting interface.
(2) Protection: Lights go to full on if ballast wires are shorted.
b. Manual overrides.
c. Automatic control.
d. Central computer control and monitoring.
e. Integration with BMS via BACnet.
5. Furnished with astronomical time clock.
6. Maintain a backup of the programming in a non-volatile memory capable of lasting more than ten years without power.
E. BACnet Integration License:
1. Provide communications by means of native BACnet IP communications (i.e. does not require gateways) between the existing BMS and the lighting control system via a contractor-supplied 100BASE-T Ethernet network.
2. Lighting control system to be BACnet Test Laboratory (BTL) listed.
3. Basic BACnet integration license:
a. The BMS shall be able to command:
(1) Area light output.
(2) Area enable or disable after hours mode.

(3) Area load shed level.
(4) Area load shed enable/disable.
b. The BMS shall be able to monitor:
(1) Area on/off status.
(2) Area occupancy status.
(3) Area fault.
(a) Lamp failures.
(b) Control devices not responding.
(4) Area load shed status.
(5) Area instantaneous energy usage and maximum potential power usage.
(6) Energy savings broken out by strategy (occupancy, timeclock, daylighting, personal control, tuning, load shed) down to the individual area.
F. Lighting Control System Server
1. Provide and install all required server software and hardware.
2. Server shall be configured to automatically restart when power is lost so it does not remain off when power is restored.
3. Server shall be a rack mounted server with a UPS.
Server shall meet all lighting control system manufacturer’s hardware and software configuration requirements.
G. ACCESSORIES
1. Emergency Lighting Interface:
a. Shall provide total system listing to UL 924 when used with lighting control system.

PART 3 – EXECUTION
3.1 INSTALLATION
A. Installation shall be in accordance with the NEC, manufacturer's instructions, and as specified.
B. Provide new control wiring for the new lighting control system.
C. Provide new conduit and raceways (where existing is not reused) for the new lighting control system.
D. Connect all equipment requiring power to existing circuits feeding the existing lighting control system. Where an existing circuit is not available, provide connection to a new, dedicated circuit in the nearest appropriate panelboard.
E. As-Built Prior To Demolition:
1. Locate and identify all existing lighting control device locations (head end equipment, relays, switches, dimmers, occupancy sensors, photocells, etc.). Update Record Drawings furnished by the VA to as-built conditions, and maintain a record of the as-built conditions prior to proceeding with the work under this contract. Furnish the as-built to the Resident Engineer upon request.
2. Sequences of operation for the new lighting control system shall mimic the existing controls programming.
Document all existing programming parameters (schedules, on/off delay timers, footcandle settings etc.) to allow functions of the existing controls to be matched in kind. Where existing parameters cannot be determined, request definition of these parameters from the Resident Engineer.
3. After documenting of as-built conditions is complete, demolish existing lighting control devices connected to the existing central Leviton system in all the rooms/areas including cables and raceways, and dispose of all components in a proper manner.
F. Aim photoelectric sensors according to manufacturer's recommendations. Set adjustable window slide for 1 footcandle turn-on. Set desired footcandle levels in each zone to match existing settings.

G. Aiming for wall-mounted and ceiling-mounted motion sensor switches shall be per manufacturer’s recommendations.
H. Set occupancy sensor "on" duration to 5 or 10 or 15 minutes to match existing or as directed by the Resident Engineer.
I. Locate photoelectric sensors in existing sensor locations unless the existing locations are not in accordance with the new manufacturer's recommendations. Where existing locations are being altered, have precise and definite locations accepted by the VA Resident Engineer before proceeding with the installation. Adjust sensor for the available light level at the typical work plane for that area.
J. Locate other sensors in existing sensor locations unless the existing locations are not in accordance with the new manufacturer's recommendations. Where existing locations are being altered, have precise and definite locations accepted by the VA Resident Engineer before proceeding with the installation.
K. Label each time switch and contactor with a unique designation.
L. Program new lighting control panels to match existing functions or as directed by the Resident Engineer.
M. Provide auxiliary connections to match existing conditions.
Tie the new lighting control system to other existing systems as required (e.g. BMS, DR, WiFi, IDF server, Fire alarm system, etc.).
N. Locate central server / central station in the same location as the existing Leviton central LCD display and computer. Obtain location from Resident Engineer.
O. Use existing circuitry to panels requiring 120 volt power.
Extend such circuitry to panels and relays when these equipment are located other than the electrical rooms.
P. Connection to Remote Server and Integration with Existing
BMS:
1. Before doing any work involving the VA’s IT infrastructure, schedule and attend a System and Network Integration Meeting between the Lighting Control System manufacturer and VA facility and IT representatives to discuss and coordinate equipment and network integration procedures and configurations.

2. Provide a minimum of 10 working days notice for this meeting.
1.3. Provide all information needed by the Lighting Control
System manufacturer to them prior to scheduling this meeting.
3.2 ACCEPTANCE CHECKS AND TESTS
A. Perform in accordance with the manufacturer's recommendations.
B. Upon completion of installation, conduct an operating test to show that equipment operates in accordance with requirements of this section.
C. Test for full range of dimming ballast and dimming controls capability. Observe for visually detectable flicker over full dimming range.
D. Test occupancy sensors for proper operation. Observe for light control over entire area being covered.
E. Upon completion of the installation, the system shall be fully commissioned by the manufacturer’s factory-authorized technician who will verify all adjustments and sensor placements. Cooperate with the VA’s Commissioning Agent:
for additional requirements, see 01 91 00, “GENERAL COMMISSIONING REQUIREMENTS”, and 26 08 00, “COMMISSIONING
OF ELECTRICAL SYSTEMS”.
F. Provide the following services:
1. Onsite Performance Verification Walk-through: the manufacturer’s factory-authorized technician shall perform an onsite walk-through with the resident Engineer and the VA’s Commissioning Agent to demonstrate that the system functionality meets the design intent. This shall include:
a. Assistance with Functional Testing as described below and in Sections 019100 and 260800.
b. Submission of a final inventory of all lighting control equipment.

c. Completion of documentation, prior to functional testing that is witnessed by the VA’s Commissioning Agent, which shall provide detailed performance verification certifying that all lighting control equipment and system functions have been thoroughly tested. Documentation templates shall be submitted prior to completion, and shall cover all the requirements of the California Energy Code Acceptance Tests for Lighting Controls as well as the requirements of the VA’s Commissioning Agent.
3.3 FOLLOW-UP VERIFICATION
A. Upon completion of acceptance checks and tests, the Contractor shall show by demonstration in service that the lighting control devices are in good operating condition and properly performing the intended function in the presence of VA’s Commissioning Agent, and the Resident Engineer or COR. The contractor shall ensure that the manufacturer’s factory-authorized technician is available and on site when it is convenient for the VA’s commissioning agent in order to complete this demonstration in service of the proper operation of the complete lighting control system.
B. Control’s vendor to provide pre and post operation checking and adjustments to the lighting control system.
3.4 INSTRUCTION
A. Furnish the services of a factory-trained technician for one 8-hour training period for instructing personnel in the maintenance and operation of the lighting control system on the dates requested by the Resident Engineer or COR.
B. Contractor shall submit written instructions and videos covering the training and maintenance curriculum reviewed in the training session.
