DESIGN BUILD DOCUMENTS

DESIGN CRITERIA

SECTION 260000

PART 1 – GENERAL

1.1 DESCRIPTION

A. This project consists of complete replacement of the existing Leviton centralized lighting control system and associated light fixtures.

B. The lighting controls replacement portion of this project consists of a complete replacement of the existing Leviton central lighting control system with a new networked lighting control system that meets the requirements of these Division 26 specifications and the related drawings.

The new Dali compliant lighting control system shall match the function and user interfaces of the existing system, and shall be fully furnished, installed, and tested to demonstrate proper functionality of all system components.

Central control panels or processors shall fit in the same location as the existing control panels or in other areas designated by the Resident Engineer as acceptable to receive panels. Maintain required access and clearances.

Signal rooms can be utilized if there are no available wall space in the electrical room. Both Electrical and Signal rooms to use are identified in the plans. A new, remote Lighting Control System server (complete with all required hardware and software) shall be provided and located in adjacent building B100, and shall be integrated via BACnet to the existing campus BMS. Provide under this contract for the work required to connect the remote server to B500 and the work required integration work within the BMS to provide a completely integrated system, with all the functions specified in Division 26.

C. All existing lighting controls that are standalone (i.e.

not connected to the existing central Leviton control

260000 - 2 system) shall be left in place, and shall remain operational after completion of this project.

D. The light fixture replacement portion of this project consists of replacing all existing interior light fixtures connected to the existing Leviton central lighting control system with similar fixtures that use LED lamps. New fixtures shall meet all the requirements of these Division 26 specifications, and shall match existing luminaires, to the maximum extent possible, in style, size, lumen output, color temperature, etc. as described further in theses Division 26 specifications (except where specifically noted otherwise). Light fixtures connected to the existing Leviton system that are not being replaced are limited to interior courtyard fixtures and fixtures exterior to the building. Some light fixtures are being replaced with higher lumen output fixtures: these fixtures are specifically noted on the drawings.

E. Since there are numerous fixtures that are only locally controlled (i.e. not connected to the central Leviton system and thus not replaced), the contractor shall provide with their bids the quantities of fixtures that are being replaced, organized by fixture type (using the same Fixture Type Tags as used in the Record Drawing’s Light Fixture Schedule/Submittals/O&M Manuals).

F. Where existing lighting control relay panels are removed, reconnect all power circuiting feeding the existing light fixtures. Maintain the existing circuiting: ensure that existing relays fed from each circuit are reconnected to the same existing circuit. Provide the Commissioning Agent with a list of all rooms/areas/fixtures associated with each circuit.

G. The VA Resident Engineer shall provide bidders with full access to the facility prior to receiving bids, and shall provide bidders with all relevant As-built and/or Record Documents in order to allow bidders to assemble complete pricing proposals.

1.2 WORK INCLUDED

A. Provide labor and materials required to install, test and place into operation the lighting, lighting controls, and related electrical systems as called for in the Contract Documents, and in accordance with applicable codes and regulations.

B. Provide labor, materials, and accessories required to provide complete, operating lighting, lighting controls, and electrical systems. Labor, materials or accessories not specifically called for in the Contract Documents, but required to provide complete, operating electrical systems shall be provided without additional cost to the Government.

1.3 QUALITY ASSURANCE

A. Comply with the current applicable codes, ordinances, and regulations of the authority or authorities having jurisdiction.

B. Specifications, Codes and Standards establish the minimum requirements. Where requirements differ, the most stringent shall apply.

C. Should any change in specifications be required to comply with governing regulations, notify the VA Resident Engineer prior to submitting bid.

D. All electrical equipment, materials, devices and installations shall meet or exceed minimum requirements of

ADA, ANSI, ASTM, IEEE, IES, NEC, NEMA, NETA, NFPA, OSHA,

UL, and the Local Fire Marshal.

E. Execute work in strict accordance with the best practices of the trades in a thorough, substantial, and workmanlike manner by competent workers. Provide a competent, experienced, full-time Superintendent who is authorized to make decisions on behalf of the Contractor.

F. Equipment shall be certified for use in Federal projects.

1.4 EXAMINATION OF SITE

A. Prior to the submitting of bids:

1. Visit the project site and become familiar with all conditions affecting the proposed installation and make provisions as to the cost thereof.

2. Evaluate existing conditions which may affect methods or cost of performing the work, based on examination of the site and other information available prior to bid. These Contract Documents and other documents provided by the VA Resident Engineer do not make representations regarding the character or extent of the actual existing architectural, structural, mechanical and electrical installations which may be encountered during the work.

3. Review the installation in sufficient detail to determine if the as-built conditions are accurately reflected in the material provided by the VA. Bring any discrepancies to the attention of the VA Resident Engineer a minimum of five (5) working days prior to submission of the bid. Take measurements and such other information as to locations, depths, capacities, details, anchorage, integration with adjacent construction and sizes of existing systems to which connections may be made or which may be abandoned or which require rerouting. If any of the above requires work, the Contractor should include this work in their bid or request clarification from the VA Resident Engineer a minimum of five (5) working days prior to submission of the bid. If additional work is required after the contract for the work is signed, and if such work could have been anticipated by examination of the site before bidding, as solely determined by the VA Resident Engineer, then the corrective additional work shall be performed at no additional cost to the Government.

4. Failure to examine the site, the record documentation, and other information provided prior to bid does not

260000 - 5 relieve the Contractor of responsibility for the satisfactory completion of the work.

B. Definitions:

1. FURNISH means to supply all materials, labor, equipment, testing apparatus, controls, tests, accessories and all other items customarily required for the proper and complete installation.

2. INSTALL means to join, unite, fasten, link, attach (in a method aesthetically consistent with the existing construction as determined by the VA Resident Engineer), set up or otherwise connect together before testing and turning over to the Government, complete and ready for regular operation.

3. PROVIDE means to FURNISH and INSTALL.

4. AS DIRECTED means as directed by the VA Resident Engineer.

5. CONCEALED means installed behind wall furring or within drywall partitions, or installed within hung ceilings.

6. SUBMIT means submit to the VA Resident Engineer for review.

7. APPROVAL means that VA Resident Engineer has reviewed materials submitted and takes no exception to the submitted materials allowing the contractor to proceed with the work as required by the contract documents.

PART 2 – PRODUCTS

2.1 EQUIPMENT AND MATERIALS

A. Products and materials shall not contain asbestos, lead, PCB, or any other material that is considered hazardous by the Environmental Protection Agency or any other authority having jurisdiction.

B. Replace materials of less than specified quality and relocate work incorrectly installed as directed by the VA Resident Engineer.

C. Provide name/data plates on major components of equipment with manufacturer’s name, model number, serial number, capacity data and electrical characteristics attached in a conspicuous place.

D. Install materials and equipment using qualified trades people.

E. Maintain uniformity of manufacturer for equipment used in similar applications and sizes.

F. Follow manufacturer’s instructions for installing, connecting, and adjusting equipment. Provide a copy of such instructions at the equipment during installation.

G. Enclosures for electrical equipment installed in electrical equipment rooms shall be NEMA type 1. Enclosures for electrical equipment installed in mechanical equipment rooms and outdoors shall be NEMA type 3R.

H. Energy consuming equipment shall be certified for use in Federal projects and shall meet the International Energy Conservation Code (IECC) requirements.

PART 3 – EXECUTION

3.1 FEES AND PERMITS

A. Pay all required fees and obtain all required permits related to the electrical installation.

B. Pay royalties or fees in connection with the use of patented devices and systems.

C. Provide controlled inspections where required by authorities having jurisdiction or by these specifications.

3.2 GENERAL INSTALLATION REQUIREMENTS

A. All new raceways and conductors shall be installed concealed where possible unless located in electrical equipment rooms.

B. All low voltage control wiring shall be new.

C. Provide new 120VAC power connections to any new relays or lighting control equipment as required.

D. Connect all equipment requiring power to existing circuits feeding the existing lighting control system. Where an existing circuit is not available, provide connection to a new, dedicated circuit in the nearest appropriate panelboard.

3.3 COORDINATION OF WORK

A. Coordinate with the VA Resident Engineer for access to the building and for acceptable hours of work.

B. Coordinate work with related trades and furnish, in writing, any information necessary to permit the work of related trades to be installed satisfactorily and with the least possible conflict or delay.

C. The locations of lighting fixtures, outlets, panels and other equipment indicated on the Record Drawings provided by the VA and drawings furnished in this Bid Package shall be understood to be approximately correct. Any major discrepancies between the Drawings and physical conditions shall be brought to the VA Resident Engineer’s attention for resolution.

D. Exercise particular caution with reference to the location of panels, outlets, switches, etc. Where existing locations are being altered, have precise and definite

260000 - 9 locations accepted by the VA Resident Engineer before proceeding with the installation.

E. Circuit tags in the form of numbers are used on the Drawings to indicate the circuit designation numbers in electrical panelboards. Show the actual circuit numbers on the as-built Record Drawings and on the associated typed panelboard directory. Provide new panelboard directories wherever panelboard branch circuiting is altered.

F. Provide the correct wire size and quantity as required by the indicated circuiting, circuit numbers indicated, the control intent, referenced wiring diagrams (if any), the required voltage drop or maximum distance limitations, and the applicable requirements of the NEC.

G. Carefully check space requirements with other trades to ensure that equipment can be installed and serviced in the spaces allotted.

H. Wherever electrical work interconnects with work of other trades, all trades shall be coordinated to ensure that they have the information necessary so that they may properly install the necessary materials, connections and equipment.

Identify items (remote driver, pull boxes, etc.) requiring access, and install additional access doors and panels as required.

I. Furnish and set sleeves for passage of electrical risers through structural masonry and concrete walls and floors and elsewhere as required for the proper protection of each electrical riser passing through building surfaces.

J. Provide firestopping around all pipes, conduits, ducts, sleeves, etc. which pass through rated walls, partitions and floors.

K. Provide required supports and hangers for conduit and equipment, designed so as not to exceed allowable loadings of structures.

L. Wherever the work is of sufficient complexity, prepare detailed drawings to scale to coordinate the work with the work of other trades and all existing conditions. Detailed

260000 - 10 work shall be clearly identified on the Drawings as to the area to which it applies. Submit these drawings to the VA Resident Engineer for review. At completion of the project, include a set of these drawings with each set of Record Drawings.

M. Furnish services of an experienced Superintendent, who shall be in constant charge of all work, and who shall coordinate work with the work of other trades and with the VA Resident Engineer. No work shall be installed before coordinating with other trades.

N. Before commencing work, examine adjoining work on which this work is in any way affected and report conditions, which prevent performance of the work. Become thoroughly familiar with actual existing conditions to which connections must be made or which must be changed or altered.

O. Adjust location of planned or existing conduits, panels, equipment, etc., to accommodate the work to prevent interferences, both anticipated and encountered during execution of the work under this Contract. Determine the exact route and location of each conduit prior to fabrication.

1. Provide offsets, transitions and changes in direction of conduit as required to maintain proper headroom avoid conflicts with existing systems.

P. In cases of doubt as to the work intended, or in the event of need for explanation, request supplementary instructions from the VA Resident Engineer.

3.4 CUTTING AND PATCHING

A. Where cutting, channeling, chasing or drilling of floors, walls, partitions, ceilings or other surfaces is necessary for the proper installation, support or anchorage of conduit or other equipment, layout the work carefully in advance. Repair any damage to the building, fireproofing or other safety measures, piping, equipment or defaced finished plaster, woodwork, metalwork, etc., using skilled

260000 - 11 tradespeople of the trades required at no additional cost to the Government.

B. Do not cut, channel, chase or drill existing finishes unless permission from the VA Resident Engineer is obtained. If permission is granted, perform this work in a manner acceptable to the VA Resident Engineer.

C. Where conduit or equipment are mounted on a painted finished surface, or a surface to be painted, paint to match the surface. Cold galvanize bare metal whenever support channels are cut.

D. Provide slots, chases, openings and recesses through floors, walls, ceilings, and roofs as required. Where these openings are not provided, provide cutting and patching to accommodate penetrations, in a manner acceptable to the VA Resident Engineer and at no additional cost to the Government.

3.5 MOUNTING HEIGHTS

A. Where existing device locations are being modified:

1. Mounting heights shall conform to ADA requirements.

2. Verify exact locations and mounting heights with the VA Resident Engineer before installation.

3. Electrical switches shall be mounted not lower than 36 inches above finished floor to center of switch and not higher than 48 inches above finished floor to center of switch.

4. Wall Mounted Exit Signs: 2 inches above top of door to bottom of sign.

5. Low Level Exit Signs: 6 inches from finished floor to bottom of sign.

6. Stairwell and utility corridor wall mounted lighting fixtures shall be mounted 8 feet 6 inches above finished floor or 1 foot below ceiling or structure above, whichever is lower.

3.6 CONTINUANCE OF EXISTING SERVICES

A. Existing electrical services not specifically indicated to be removed or altered shall remain as they presently exist.

B. Where existing services interfere with new construction, alter or reroute such existing equipment to facilitate new construction after obtaining written permission from the VA Resident Engineer. Notification in writing giving two weeks advance notice of planned alteration is required.

Interruption of electrical service to any equipment within the building shall be addressed to the VA Resident Engineer at least two weeks prior to the planned interruption, and written approval shall be obtained from the VA Resident Engineer prior to the interruption.

C. Preserve continuity of service of existing facilities (related to damage or alteration due to new construction).

Unauthorized alteration or damage to existing equipment, materials, finishes, etc. shall be corrected without additional cost to the Government.

3.7 CLEANING UP

A. Avoid accumulation of debris, boxes, loose materials, packing materials, crates, etc., resulting from the installation of this work. Remove from the premises each day all debris, boxes, etc., and keep the premises clean and free of dust and debris.

B. Clean all fixtures, equipment and adjacent and affected surrounding surfaces at the completion of the project.

Wipe clean exposed lighting fixture reflectors and trim pieces with a non-abrasive cloth just prior to occupancy.

C. All electrical equipment shall be thoroughly vacuumed and wiped clean prior to energization and at the completion of the project. Equipment shall be opened for observation by the VA Resident Engineer as required.

3.8 WATERPROOFING

A. Avoid, if possible, the penetration of any waterproofing membranes such as roofs, machine room floors, basement walls, and the like. If such penetration is necessary, make penetration waterproof and furnish all sleeves required. Advise the VA Resident Engineer and obtain written permission before penetrating any waterproofing membrane. Provide alterations in a method that maintains warranties.

B. Restore waterproofing integrity of walls or surfaces after they have been penetrated without additional cost to the Government.

3.9 SUPPORTS

A. Support work in accordance with the best industry practice and Code requirements. Provide supports, hangers, auxiliary structural members and supplemental hardware required for support of the work.

B. Provide supporting frames or racks extending from floor slab to ceiling slab for work indicated as being supported from walls where the walls are incapable of supporting the weight. In particular, provide such frames or racks in electric closets and mechanical equipment rooms.

C. Provide supporting frames or racks for equipment, which is installed in a freestanding position.

D. Supporting frames or racks shall be of standard angle, standard channel or specialty support system steel members, rigidly bolted or welded together and adequately braced to form a substantial structure (with stamped structural calculations provided if requested by the VA Resident Engineer). Racks shall be of ample size to assure a workmanlike arrangement of all equipment mounted on them.

E. Adequate support of equipment (including outlet, pull and junction boxes and fittings) shall not depend on electric conduits, raceways, or cables for support.

F. Electrical equipment shall not rest on or depend for support on suspended ceiling media (tiles, lath, plaster, as well as splines, runners, bars and the like in the plane of the ceiling). Provide independent support of electrical equipment. Do not attach to supports provided for ductwork, piping or work of other trades.

G. Provide required supports and hangers for conduit, equipment, etc., so that loading will not exceed allowable loadings of structure. Electrical equipment and supports shall not come in contact with work of other trades.

3.10 FASTENINGS

A. Fasten equipment to building structure in accordance with the best industry practice and Code requirements.

B. Where weight applied to the attachment points is 100 pounds or less, conform to the following as a minimum:

1. Wood: Wood screws.

2. Concrete and solid masonry: Bolts and expansion shields.

3. Hollow construction: Toggle bolts.

4. Solid metal: Machine screws in tapped holes or with welded studs.

5. Steel decking or sub-floor: Fastenings as specified below for applied weights in excess of 100 pounds.

C. Where weight applied to building attachment points exceeds 100 pounds, but is 300 pounds or less, conform to the following as a minimum:

1. At concrete slabs provide 24 inch x 24 inch x ½ inch housekeeping pad on top with through bolts. Flush plate assemblies shall be chased in and grouted flush with the top of slab screed line, where no fill is to be applied.

2. At steel decking or sub-floor for all fastenings, provide through-bolts, inserts and anchors, or threaded

260000 - 15 rods. The tops of bolts or rods shall be set at least one inch below the top fill screed line and grouted in.

Suitable washers shall be used under bolt heads or nuts.

In cases where the decking or sub-floor manufacturer produces specialty hangers to work with their decking or sub-floor such hangers shall be provided.

D. Where weight applied to building attachment points exceeds 300 pounds, coordinate with and obtain the approval of VA Resident Engineer and conform to the following as a minimum:

1. Provide suitable auxiliary channel or angle iron bridging between building structural steel elements to establish fastening points. Bridging members shall be suitably welded or clamped to building steel. Provide threaded rods or bolts to attach to bridging members.

Bridging members shall be engineered and sized by a licensed structural engineer for the specific application. Structural calculations shall be submitted to the VA Resident Engineer prior to fabrication.

E. For items that are ceiling mounted at locations where fastening to the building construction element above is not possible, provide suitable auxiliary channel or angle iron bridging tying to the building structural elements.

F. Wall mounted equipment may be directly secured to wall by means of steel bolts. Groups or arrays of equipment may be mounted on adequately sized steel angles, channels, or bars. Prefabricated steel channels as manufactured by Kindorf or Unistrut are acceptable.

3.11 ANCHOR BOLTS

A. Where equipment is mounted on gypsum board partitions, the mounting screws shall pass through the gypsum board and securely attach to the partition studs. As an alternative, the mounting screws may pass through the gypsum board and be securely attached to 6 inches square, 18 gauge galvanized metal backplates, which are attached to the gypsum board with an approved non-flammable adhesive.

Toggle bolts installed in gypsum board partitions are not allowed.

3.12 DELIVERY, DRAYAGE AND HAULING

A. Provide drayage, hauling, hoisting, shoring and placement in the building of equipment specified and be responsible for the timely delivery and installation of equipment as required by the construction schedule. If any item of equipment is received prior to the time that it is required, the Contractor shall be responsible for its proper storage and protection until the time it is required. Pay for all costs of drayage or storage.

B. The Contractor shall be responsible for disassembly, re-assembly, manufacturer’s supervision, general construction modification (including alterations and restoration of existing construction), etc. at no additional cost to the Government in order to get materials into the building and to their final installation location.

3.13 EQUIPMENT AND MATERIAL PROTECTION

A. Take responsibility for work, materials, and equipment until finally inspected, tested and accepted. Protect work against theft, injury, or damage, and carefully store material and equipment received on site, which is not immediately installed. Consistently close open ends of work with temporary covers or plugs during construction to prevent entry of obstructing material. Cover and protect equipment and materials from damage due to water, spray-on fireproofing, construction debris, etc. Store equipment, in order to prevent moisture damage, in dry, heated spaces.

B. Provided adequate means for fully protecting finished parts of materials and equipment against damage from whatever cause, during the progress of the work until final acceptance. Protect materials and equipment in storage and during construction in such a manner that no finished surfaces will be damaged or marred, and moving parts are kept clean and dry. Do not install damaged items; take immediate steps to obtain replacement or repair of damaged items.

C. Protect all existing systems, materials and equipment from any damage caused by executing the work under this contract. Repair, replace or otherwise restore to new condition any damaged systems, materials and equipment as directed by the Resident Engineer.

D. Lighting fixture troffers with parabolic reflectors shall be installed with factory mounted plastic protective bags around parabolic reflector assembly. Remove protective bag just prior to occupancy and operation.

3.14 TESTING OF ELECTRICAL SYSTEMS

A. Comply with the project construction schedule for the date of final performance and acceptance testing, and complete work sufficiently in advance of the Contract completion date to permit the execution of testing prior to occupancy and Contract closeout. Complete any adjustments and/or alterations, which the final acceptance tests indicate as necessary for the proper functioning of all equipment prior to the completion date. See individual sections for extent of testing required.

B. Provide a detailed schedule of completion indicating when each system is to be completed and outlining when field testing will be performed. Update this schedule periodically as the project progresses.

3.15 FINAL PUNCHLIST

A. Prior to the Final Punch list, certify that systems and equipment are complete, operational, and are in compliance with the Contract Documents.

B. During the Final Punch list, provide personnel with access keys, hand held radios, and necessary expertise to operate each system and piece of equipment to demonstrate complete operational compliance with the Contract Documents.

C. Any deficiencies noted on the Final Punch list shall be expeditiously corrected, retested, and certified in writing that they meet contract requirements.
