RFI No. Reference Question Government Response

I am requesting that the definition of “RECENCY”, as defined in the proposal definition section, be modified. It currently states that project between 2015 and 2020 will be deemed “recent” for the purpose of assigning significance to relevant project factors. However, Kevcon, Inc. (“KEVCON”) has been doing major National Cemetery projects for the Department of Veterans Affairs since 2010. Since 2010 KEVCON has performed 8 projects related to National Cemeteries, three of which were significant ground up National Cemeteries, with one of them being larger and just a few miles South of the proposal Cape Canaveral National Cemetery (completed in 2010). All of KEVCON National Cemetery work is relevant and should meet the recency definition of “RECENT” for the purpose of the proposal evaluation. Crypt procurement, major dewatering, structural grading, crypt placement, monument worthy landscaping and columbarium’s haven’t changed and this experience is relevant and RECENT. KEVCON is requesting a modification to the proposal to redefine RECENT at being projects between 2010 and 2020. KEVCON open page of it’s website showcases the South Florida National Cemetery in which it was completed on schedule, in budget and looks absolutely beautiful. I’m very proud of that project. That specific project, to include other KEVCON National Cemeteries, should be counted positively as “RECENT”.

The request is denied. The definition of "RECENCY" remains unchanged.

Specifications 330 of the pdf and 11 38 00-4

Seems to be a problem with a bad page in Specification page 330, Division 11, Section 11 38 00-04

New 11 83 00 spec pdf provided.

When is the anticipated NTP date There is no exact NTP date at this time; it is granted after acceptance of bonds and is typically 14 to 21 calendar days after award.

Does the 11 hour per day - 6 days per week allow for additional time for daily safety meetings, servicing and fueling of equipment, job secured, shutdown and start up daily procedures, emergency repairs and fueling of dewatering pumps, repairs to erosion control systems, periodic walk throughs and survey and as-built field work, and other non-direct system production activities

Yes

Is there information on the PH of the existing top soil and is the top one foot of the existing on site top soil suitable for use as top soil included in the final grade of the site.

This information is not part of the contract documents. It shall be assumed that soil amendments will be required to reach the desired pH levels outlined in the specs.

Can the data via CAD file generated by the GPS system used in lieu of field survey for as-builts and are CAD files be made available to be downloaded to the GPS grade system for grade control.

a) Cad finish grade contours will be provided to awarded contractor as reference only, not for construction. Contractor responsible to construct per plan. b) Cad GIS as well as a print survey are required at the end of construction. We will provide cad files to awarded contractor if to be used for construction.

Is there a history or clearance for the use of the existing spoil pile as to what deleterious materials may be contained within.

This information is not available.

Is there an engineer generated "cut and fill" analysis available for the site. Yes, shown on sheet EX-2 at the end of the construction drawing package.

CAPE CANAVERAL NATIONAL CEMETERY PHASE 2 GRAVESITE DEVELOPMENT

Can any mulching of cleared materials on site be recycled and mixed in on non-critical areas such as pond slopes etc. or hauled to a designated onsite composting pile? In the mulched state must this material be hauled offsite and disposed?

No chipped clearings shall be used in final installation. Pond slopes are sodded and mulch spec must be met. Cleared material must be hauled off site.

Can underdrain gravels originating from native Florida oolite formations be used? And in lieu of FDOT #67 can a more common #57 be usesd and can recycled concete be used upon submittal of an independently performed sieve analysis representative of the stockpile at the recycling facility to be used.

Please provide info about Florida oolite formations for consideration. #57 and washed recycled concrete meeting gradation requirements specified in plans/specs can be used.

Is there any specific screening requirements for eligible employees to be cleared to work on site?

Must be able to legally work in the US

Is non-potable water available onsite or within 1000 ft for use for dust control, flushing of storm lines fire control and compaction moisture control in sufficient quantity to quickly load water trucks? Is potable water readily available for other uses as required at no cost to us?

Bidder to contact Brevard county regarding charges from water supply.

23 May a "socked" underdrain pipe be used in lieu of field wrapping of the filter material Socked will not be allowed per plan.

Since the proximity of the water table to the areas the bottom of the crypt bed, will a static roll of the undisturbed natural undisturbed soil be sufficient as a proof roll, to turn over the crypt installer at grade and what is the tolerance for grade at the bed level. Will there be a compaction density requirement of the insitu soil.

Regarding in-situ soil, contractor must meet geotechnical study compaction requirements. A static roll may be used, but the degree of compaction should meet project specification requirements. Top of crypts must be 20"-22" finish grade.

Need underdrain design(how the manifold pipes are laid out) and cross section Underdrain design addressed on sheets CU-104-CU-114.

Please provide dirt certification on the pile and can we use it for site fill? This information is not available.

Can we as needed or in accordance with BMP's use sock-trench method for dewatering and leave the piping in the ground and snip and cap the ends say 4 feet below grade?

As long as it does not conflict with current or future utilities and burials with 48" minimum depth. Please provide sock trench locations for evaluation.

Do the bid alternates act as stand alone phases and/or can they be implemented consecutively or over years or months? For example, if spread over years there will need to be escalators for pricing.

All bid alternates should be bid upon; it is intended that all bid alternates awarded will be built during Phase 2.

Can recycled concrete of 1-in minus crusher run recycled concrete meeting 100 LBR be used in lieu of limerock for the base course under paving.

Recycled concrete aggregate (RCA) meeting FDOT Specification No. 911 may be substituted for limerock base.

What is the symbol F on the main line on LI102? Symbol F is an existing insert type flow sensor that is to be relocated as directed by note.

The Control Valves as designed on LI101 do not match what’s designed on LI301 (Communication) for the same area. Can you please clarify?

Valve designators on LI101 are for construction and take precedence over LI301. LI301 is for information only to show the control wire paths.

On LI-102 there are two symbols on the 8” main line for a control valve. There is a tag for 4- 163 and lateral line attached on the north side. On the south side there is no tag or lateral line attached. Please provide details.

4-163 is a new RCV attached on the north side. The RCV on the south that does have a designator is an existing RCV to be relocated as directed by note.

Please provide specific information for the Flower Water Station 4” Square Steel Post Tubing and Finish.

The Flower Water Station (FWS) assembly shall be provided per details and 6”x6” post tubing and finish shall be powder-coated Bronze to match Phase 1 FWS exactly.

If there is a geotechnical report please provide. See attachment Geotechical Engineering Report Cape Canaveral National Cemetery Phase 2 Soils Report

When is the new projected start date? After award, the Notice to Proceed (NTP) will be issued after the contractor's submitted bonds are verified.

Have most of the permits already been pulled or courtesy review from building departments? Permits have been pulled for Groundwater permit with SJRWMD, and access permit with Brevard County. No bulding permits have been pulled.

What is the proposed method of dewatering? Is the St John water district ok with the project No preferred method identified. SJRWMD reviewed and approved plans & issued permit.

38 What is the schedule for funding? Is it in place or when will it be available? Funding will be in place at contract award.

Has the job been designed around import or export of fill or did they design all material to be used on site?

All materials on site. Stockpile north of Phase 2 was included for earthwork borrow material.

Will the present schedule allow the site work to be done in the dry season? We anticipate significant site work including earthwork activitiy during dry season (October - April)

Will anyone other than attend this pre- bid be able to deliver a bid? Any interested vendor may submit a proposal - attendance at the site visit is not mandatory to submit a proposal.

Has the grading system for selection of the contactor had any changes since the documents hit the streets?

The question is unclear. This is a Best Value Tradeoff FAR 15 solicitation.

No changes have been made since the solicitation was issued.

Since this is phase two … did phase one finish on time without many hold up? How long has it been in service?

Phase 1 did not finish on time and has been in service since 2017.

What determined the schedule finish date? Are you under a deadline to finish? (try to find out if it is funding, if we do not finish on time is another project waiting to start when this one is done? Trying to find out the risk for LD’s and what is the cost for not finishing on time)

DOR provided estimated construction schedule not considering specific deadlines.

Are there an incentive for finish early? Does the owner have anything to gain for early completion?

There is no financial incentive to finish early. This project is to honor our Nation's military veterans and their families and if this Phase can be put into service earlier than scheduled, then our Nation's veterans will gain from it.

Can access be provided to review the previously approved submittal packages for materials on PWas there any attic stock procured for and/or stored for the Architectural CMU units for use on Memorial Wall expansion? Newly produced material may have color variations to previous production runs.H1 construction?

Is the existing stockpile available for use is short fall of fill on project? Yes, on-site stock pile is available. Contractor to confirm it is suitable for use.

If available, has stockpile been tested and would it be acceptable to use as “General Fill”? Stockpile outside Phase 2 boundary and not included in Phase 2 geotechnical study. Stock pile is acceptable for general fill if clean void of organic material. Contractor to verify.

CS108

Is there a certain specification on gravel and thickness for the resident engineer site plan? 12" FDOT stabilized subgrade, 6" compacted limerock LBR100 compacted 98% modified proctor for both RE site and construction access road.

Can we dewater the proposed lake into the adjacent, existing lake, keeping the turbidity level below a maximum NTU value?

It is acceptable to discharge to the adjacent lake and if the adjacent lake discharges any water, the discharged water must meet all State water quality criteria not just turbidity. However, contractor may need a produced groundwater discharge NPDES permit from FDEP.

Would the proposed lake fill material be acceptable for use as “General Fill”? Lake fill material is acceptable for general fill if clean void of organic material. Contractor to verify it meets specifications.

CP301/CP302

Could we receive a copy of the Geotechnical Engineering Report as mentioned on sheet

CP301 & CP302?

See attachment Geotechical Engineering Report Cape Canaveral National Cemetery Phase 2 Soils Report

The erosion controls call for temporary seeding and mulching over the crypt areas and the landscaping drawings call for sodding these areas as well. Can we assume that the erosion control temporary seeding is not required if the work proceeds in sequence without a delay between the final grading and the installation of irrigation and sodding?

Yes.

May proposals be hand delivered?

No. Offerors should follow the instructions in the soliciation for proposal delivery.

File details come from the government source that posted it. Updated .
