About this file

This notice provides information for an upcoming construction project solicitation for the Cape Canaveral National Cemetery Phase 2 Expansion. The Department of Veterans Affairs intends to issue a request for proposals in March 2020 for a design-build-construction project with an estimated value between $20-50 million to develop approximately 30 acres for additional gravesites at the Cape Canaveral National Cemetery. The project scope includes developing over 7,400 full casket gravesites, 300 oversized casket sites, and over 12,300 cremated remains sites. Additional elements are access roads, parking, grading, drainage, landscaping, signage, irrigation for new sections, protected habitat preservation, and GIS integration. The approximate project duration is 1,100 calendar days. The solicitation will be 100% set aside for Service-Disabled Veteran Owned Small Businesses. Offerors must be registered in the System for Award Management and Vendor Information Pages. Proposals may include a Project Labor Agreement but no preference will be given. The Department of Veterans Affairs Office of Construction and Facilities Management will issue the solicitation and any amendments through the beta.SAM.gov website.

EAST 1 AL = 1776 LB/AC, EAST 2 AL = 1576 LB/AC, WEST 1 AL = 622 LB/AC & WEST 2 AL = 642 LB/AC. (The Aluminum levels are high for these samples and we need to keep the soil pH basic to prevent toxicity to grass roots. This program will target calcium at levels higher than normal to maintain a good Ca:Al ratio) . The soil for the WEST 1 & 2 samples requires 2,500 lb/ac Gypsum and in addition to this, WEST 2 needs 432 lb Dolomite to correct pH. Our target pH is elevated to 7.0 to keep aluminum from becoming an issue. Iron, Copper and Boron levels are higher than needed for the grass and these nutrients will not be included in the overall fertilizer program. If subsequent tissue analysis indicates an issue, we will address them later. A recommended Dry Blend formulation worksheet is included to provide the grass with sufficient nutrients to grow-in the grass. Since less than 100 lb TSP is needed, we will include phosphorus in the recommended dry blend. A recommended dry blend should be made with these nutrient ratio's: N-P205-K20 -- 14-6-16 with Mg - 2.0%, Mn 1.5%, Zn 0.2%, B 0.015% and SRN of 50% to prevent leaching and nutrient loss. For fertilizer via irrigation later, we will use a 7-0-8 with Mg - 0.5%, Mn 0.4%, Zn 0.1% and B 0.01%. Molybdenum will be added to both the dry and liquid blends. The liquid formulation will be provided when the sod is layed. SPM should be applied over the top of the soil at 250 lb/ac and in 6 months another 250 lb/ac appication should be made for rooting. ACS should be used with all fungicide and insectide sprays at a rate to put 1.0 - 2.0 gal/ac every two weeks.

This will provide a good adjuvant for the chemicals and also be used in the soil by microbes. See the attached dry blend work-sheet. Tiger-90 will be used as filler for the blend to provide oxidation potential and to help prevent soil pH from climbing beyond 7.4.

The Dolomitic Limestone or Hi-Cal required are based on the Adams Evans Buffer pH equations of Dr. Plank. This worksheet is included in this book. As noted in another location on this spreadsheet, the (RED) indicate surplus numbers. When excess is indicated, we need to tailor the program to reduce the excess because of the potential affect on the soil chemistry.
