About this file
This document contains responses to questions from potential offerors on a solicitation for a boiler burner replacement project at a Department of Veterans Affairs medical center. Key details include that the project involves replacing existing burners that deliver 21,000 pounds per hour of steam with new burners sized to deliver 25,875 pounds per hour. The period of performance is extended from 240 to 365 days in recognition of long equipment lead times. Temporary boilers are required to meet industry certification standards rather than the VA Safety Device Testing Manual. The price and technical proposals may be combined in a single binder. The submission deadline remains as April 30, 2019 at 2:00 pm Pacific Time.

REQUEST FOR INFORMATION
40: Does burner have to be UL listed?
Government Response:
811.107-70 Contract clauses.
The contracting officer shall insert the clause at 852.211-70, Equeipment Operation and Maintenance Manuals, in solicitations and contracts for technical medical equipment, and other technical and mechanical equipment and devices where the requiring activity determines manuals are a necessary requirement for operation and maintenance of the equipment.
852.211-72 Technical Industry Standards.
As prescribed in 811.204-70, insert the following provision:
TECHNICAL INDUSTRY STANDARDS (NOV 2018)
(a) The Contractor shall conform to the standards established by: _______ [Contracting Officer: Insert name of organization establishing the requirement, reference title, cite and date, as to [Contracting Officer: Insert item and CLIN].
(b) The Contractor shall submit proof of conformance to the standard. This proof may be a label or seal affixed to the equipment or supplies, warranting that the item(s) have been tested in accordance with the standards and meet the contract requirement. Proof may also be furnished by the organization listed above certifying that the item(s) furnished have been tested in accordance with and conform to the specified standards.
(c) Offerors may obtain the standards cited in this provision by submitting a request, including the solicitation number, title and number of the publication to: [Organization] _____________ [Mail or email address] ________________.
(d) The offeror shall contact the Contracting Officer if response is not received within two weeks of the request.
53. The existing burner engineering data sheets state that the existing burner is designed to deliver 21,000 pph of steam at high fire. The solicitation also states the high load of the plant is 21000 pph of steam. Should the new burners be sized to deliver the same steam load of 21000 pph.
Government Response: the new burners shall be sized to deliver 25,875 pounds per hour
54. Due to the combustion characteristics of the existing boiler (higher than normal furnace pressure), the burner manufacturers can only guarantee an 8:1 turndown of burner on natural gas and 6:1 on oil. The burner may be able to achieve 10:1 but it is not guaranteed. The load in the plant never goes below 8:1 capacity. Will this be acceptable to the VA?
Government Response: The Government hereby approved the changes in requirement from 10:1 to 8:1 turndown ratio. The government here by rescinds its response to RFI response question 45. Based on the notices of concerns issued by multiple offerors, this requirement is considered unduly restrictive and is herein change to the above stated language.
55. None of the rental boiler companies have boilers that meet the VA Safety Device Testing Manual 5th Edition. However, they do meet the industry standard certifications ASME Sect. I and NFPA-85 for safety. Is this acceptable for the rental boiler?
Government Response: Based on the notices of concerns issued by multiple offerors, this requirement is considered unduly restrictive and is herein change to the below stated language. The government here by rescinds its response to RFI response question 25 & 26. Temporary Boiler shall meet all industry standard certifications for ASME and NFPA-85, UL for the temporary boilers in accordance with Federal, State and City laws/ regulations.
56. Based on the issuance of Solicitation amendment A00006 documents, specifically the wiring diagrams; please confirm the drawings are accurate and complete?
Government Response: Due to the fact the panel as-built and labeling accuracy cannot be confirmed it will be the contractor’s responsibility to update the as-builts and labeling as part of the integration of the new controls and equipment required in the contract. The contractor shall trace all wiring in the panels, their interconnection and as required for field instrument that are required for them to integrate the new controls and equipment into the existing systems. The contractor shall as built the wiring and ensure proper labeling and add any new wiring and equipment to the wiring diagrams to ensure complete and accurate documentation during and at the completion of the project.
57. Due to equipment lead time, the contract duration of (240) days will be difficult to meet. Please consider extending the contract duration to allow for a realistic submittal and procurement phase duration.
Government Response: The Government hereby changes the period of performance from 240 days to 365 days.
58. Solicitation Page 39 of 98 – Non-Technical Factor 4, Price – Submission Requirements states “The offeror is required to prepare and submit the following price documents in a SEPARATE SEALED ENVELOPE MARKED: “PRICE PROPOSAL – DO NOT OPEN IN MAILROOM.”” However, the answer to RFI #21 states “Offeror shall submit both the Technical and Price proposal together in one binder for proposal evaluations.”
a. Please confirm if the Technical Proposal and Price Proposal are to be separate from each other (in two (2) separate binders) or combined together (in one (1) single binder). It has been our experience that they are submitted in separate binders.
Government Response: One binder
59. Do you happen to have an electronic version of the Past Performance Questionnaire you could send me? The Solicitation/PPQ (Page 43 of 98) states we may request one from you.
Government Response: Please see the attachment labelled “Past Performance Questionnaire.”
60. What is the available oil supply pressure to the burners?
Government Response: Normally 80 psi, regulated. Pump capacity – 150 psi / 24 gpm (based on the manual)
61. What is the available atomizing air supply pressure to the burners?
Government Response: 55 psi
62. What is the available atomizing air flow capacity at the pressure above?
Government Response: At normal operating speed, unrestricted flow for the LE55 is: 22.9 L/sec
63. What are the emission requirements when firing oil?
Government Response: #2 Diesel Fuel - 75 ppm is the best the John Zink burner can do by design. Our permit does not specify emission limits for #2 diesel by ppm. It does specify Tons Per Year (TPY) for any emission unit burning fuel other than NG. TPY emission for the boilers on diesel : PM10 - 0.50 , PM2.5 – 0.50 , NOx – 1.21 , CO – 2.45 , SO2 – 0.04 , VOC – 0.36 . Based on the number of hours operated yearly (12 per boiler), calculated using tables supplied by DAQM, we have never exceeded our permit allowance.
64. RFI #1 : Per Amendment #6 item #4 response for Corporate project experience, Minimum of 3 projects completed within past 5 years that were awarded UNDER NACIS CODE 238220 of similar size (2,000,000 – 5,000,000)
1. Are we only allowed to submit past performance for NACIS 238220 or will a General Contractor be able to submit past performance that was awarded under NACIS code 236220 that has similar scope of work but is less than the 2-5 million requested?
Government Response: The Government will make a determination at the time of proposal evaluation with regards to allowing a General Contractor to submit past performance that was awarded under NACIS code 236220. All Offeror’s should submitted their relevant corporate project experiences with similar scope of work based on the range of construction noted.
65. RFI #2 Page 29 of 98 states the references are to submit completed Questionnaires to the contracting officer by the due date and time for the receipt of proposals. But the questionnaires request the client return the completed document to Dominik Gammon.
1. If the client follows the directions on the Past Performance Questionnaire the responses will go directly to Dominik Gammon and the GC would not have the completed forms, if this happens does the GC submit the uncompleted questionnaire with email confirmation it was sent?
1. Or is the GC to only submit project references for Subfactor 3A?
Government Response: The Government is in receipt of Past Performance Questionnaire for Sentinel Builders LLC and other prospective offerors.
66. RFI #3 “Pay Close attention to the page limitations set within the technical factors
1. Please confirm there is only a page limitation to Factor 2 Schedule: 60 double sided pages or 120 single sided pages. And no other sections have a page limitation as none are listed.
Government Response: Correct, but prospective offerors should take into consideration submitting quality vs quantity material for Government review.
67. RFI #4 Page 28 vi. short schedules of solicitation and response in Amendment #6 item 19 for “Short Schedule” Please confirm the VA expects to see a written narrative for the “Short Schedule” section and not an actual shortened schedule.
Government Response: The Government does not accept “Short or Shortened Schedule.” If the contractor completes the schedule before the period of performance there will no incentive based reward or recognition.
68. RFI #5 Based on Amendment #6 items still having open RFI to respond to an Amendment #7 extended the bid due date to respond to open items leaving only 1 week to receive responses and complete pricing and technical proposal , will the VA extend the bid due date further to allow time to review responses and address all items in Amendment #6 changes?
Government Response: Based on the current due 4/30/2019 at 2:00 pm PST, there is more than enough time for a responsive offeror to submit a proposal by the due/time for the referenced project.
