Site Visit:

A Second Site Visit is scheduled for September 4, 2025 at 9:00am CST. All contractors will meet at the front of the building’s double glass door to enter the regional office at 1600 E. Woodrow Wilson Avenue, Jackson, MS 39216.

The contractors can park in the parking garage (the arm will be up). We will meet at the entrance door to the Regional Office exiting the parking garage. When you park in the parking garage proceed to the ground floor. The parking garage is connected to the building. Wait at the double glass door to enter the regional office.

Request for Information (RFI):

1. The scope of work for fire alarm and detection/monitoring services Paragraph a.vi states the monitoring service needs to be at a minimum NICET certified. This does not exist, NICET certifies individual technicians in fire protection related disciplines. Companies and facilities are not provided with NICET certifications for anything. Can you please remove or revise this requirement to ensure offerors will not be deemed unacceptable because of this? Remove the language for the NICET requirement. The contractor will provide the minimum NFPA 72 requirement. SOW has been updated.

2. Relating to the RFI above, please confirm the intention for the NICET requirement is for technicians performing the inspection, testing, and maintenance to be NICET certified. Typically, NICET Level II technicians perform the inspection, testing, and maintenance work, and are overseen by NICET III or IV technicians. We would recommend qualification requirements such as this consistent amongst most fire protection and life safety solicitations we see through the VA. The Technician can be NICET certified but require per NFPA 72 requirements.

3. Can you please provide the most recent annual inspection reports for all systems to be inspected, tested, and maintained? Yes, waiting to receive a copy of the vendor.

4. When were each of the required 5-year inspection services last performed? We need to know this for allocating resources for each contract year. The last five-year inspection was completed September 4, 2024.

5. On the two malfunctioning backflow preventers, can you please provide the type, size, make, and data from the data placard or the last inspection report/deficiency notation? Another site visit is needed

6. Can you please provide the make, model, and size of the other backflow preventers requiring inspection and testing? Another site visit is needed

7. The scope of work states monthly inspections is required for the fire sprinkler systems. Typically, we see solicitations for fire protection system inspection, testing and maintenance to require quarterly, semi-annual, and annual inspections, monthlies, weeklies, and daily inspections are typically performed in house. We just want to confirm the inspection requirements to ensure we quote the desired services. Confirmed; Per NFPA 25 standard. Please see Fire Suppression Section a, viii

8. The Joint Commission appears to be applicable; to remove any potential for doubt, can you please clearly indicate which elements of performance from EC.02.03.05 are required? And if you can, also include any additional periodic testing frequencies required for each system. Unfortunately, the scope as written isn’t clear if annual, semi-annual, and quarterly inspections are required for the fire sprinkler systems. The scope of work only states monthly, but typically the Joint Commission will require documentation for annual, semi-annual, and quarterly inspections. Identifying each element of performance being requested will help clarify the scope of work. I understand the Joint Commission elements performance requirement. The contract requirement per NFPA 25: standard for the inspection, Testing, and Maintenance of Water- based fire protection Systems.

9. With the expectation the response to the above RFI will result in at least annual fire sprinkler inspections required, can you please confirm which month annual inspection and testing is required for the fire sprinkler systems? The contract awardee will set the annual inspection per NFPA 25 requirement with the CO/COR.

10. The Price/Cost Schedule states annual backflow preventer inspections, however the scope of work in Section 2 states monthly. Please clarify the required frequency of inspection. NFPA 25 requires an annual forward flow test of fire protection backflow preventors to ensure adequate water supply and an annual [performance test (also known as a backflow test) to verify proper backflow prevention, both to be performed by a certified technician. A monthly VISUAL inspection will be required by the technician. The contract awardee will adhere to NFPA 25 inspection requirements.

11. Can you provide additional information for the fire pump? What is the make and model, size (rated flow and pressure), and diesel or electric? Another site visit is needed

12. For CLIN’s x001, x002, and x003, would you combine these CLIN’s into a single line item? Fire alarm system inspection and testing is not typically broken down from a pricing perspective in the proposed manner as all this testing is completed during the same annual inspection. They will not be combined line items.

13. The following questions are regarding the Price/Cost Schedule.

1. Item 0001: Is this two 100% inspections each year or two 50% inspections each year? Please read the information by Please refer to NFPA 25 standards.

2. Item 0002: Exactly what is to be included in monthly inspections? Just notification devices (A/Vs)? 100% or 1/12? Please refer to NFPA 25 standards

3. Item 0003: Exactly what is to be included in monthly inspections? 100% or 1/12? Please refer to NFPA 25 standards.

4. Item 0006: Is this 100% each month or 1/12 each month? Please refer to NFPA 25 standards.

5. Item 0007: The specifications mention backflow to be inspected monthly, but this item specifies once per year. Can you please clarify? Please read the information from SOW and the CLIN again. Fire suppression (a)(x) shows a monthly inspection. CLNN 0007states that the backflow preventor will be TESTED annually.

6. I don’t see a line item to provide pricing for monitoring services or for 5-year Internal Obstruction inspections listed in the specifications. There is no line item for that. That is part of the contract when the contract is awarded.

7. Item 0010: Which backflows need to be replaced? The site visit guide was under the assumption that this may have already been completed. Please clarify. There will be two backflow preventor that need to be repaired Not replaced. That is a error on my part. Both in the basement one near the east stairwell to the basement and the other on the south end of the basement. Pictures are attached to the Backflow preventor. SOW has been updated.

8. Item 0011: Site visit guide was under the assumption that this item may have already been completed. Please clarify. See number 7 above.

14. The equipment list shows fire extinguishers. What are the types and sizes of fire extinguishers requiring inspection? Another site visit required

15. Do the devices already have unique identifiers or is this a new feature added to the scope this year? If they already have them, are they barcodes? And will the listing be provided to the winning bidder? Yes

16. What type of monitoring communicator is used, POTs (plain old telephone service) or cellular? Another site visit required

17. Will the VA provide HVAC and elevator maintenance personnel during testing of HVAC shutdown and elevator recall supporting our inspectors in the event there is an issue with recovering these systems following activation of fire alarm system? The vendor that service them will be available if needed for their specific assigned contract.

18. How many elevators are there in total, and how many floors does each elevator serve? Another site visit required.

19. How many standpipes are there? Another site visit required.

20. Which month should the annual fire alarm system inspection and testing be completed? The awardee will have to tell us based on the information provided from the walk through and reports that will be provided.

21. Can you please define “24/7 emergency coverage”. Is this included in the maintenance price or will this be a billable service on an as-needed basis? Please refer to the standards. It is included in the maintenance price.

22. In regard to response time, what is considered an “emergency”? Please refer to the standards

23. In the section referencing the suppression (Ansul) system, it specifies that the contractor shall “provide inspection & maintenance…. including installation, maintenance, and testing of the system. Please define what is to be included with the terms “installation” and “maintenance”. Please refer to NFPA 72.

24. In the section referencing monthly preventative maintenance of the fire sprinkler system, what is considered “preventative maintenance”? Preventative maintenance is a proactive approach to ensuring that equipment and facilities run smoothly, avoiding the high costs and disruptions of unplanned breakdowns. This will be related to the sprinkler system.

25. Will any aerial lift equipment be needed to access any area? That should have been determined from the walkthrough during the site visit.

26. Can you please provide the make/model and location of the flame detector? Another site visit is required for that.

27. Based on these RFI’s, would the government be willing to accept an additional round of RFI’s in the event there are follow up questions to the responses provided to these questions? Once the scope is more clearly defined and understood based on the above questions, it’s possible we’ll have additional questions to ensure a complete understanding of expectations. Yes, we will be willing to accept another round of RFI questions if needed.

28. On page 21 of the solicitation, it asks.

There are different size backflow preventors and there are also some pretty big differences in their prices.

Fire Alarm & Fire Protection Safety Maintenance Scope of Work

1. General:

The Contractor shall provide all supplies, travel, equipment, materials, parts, supervision, personnel/labor and technical supervision required to provide fire suppression system inspection and testing per the National Fire Protection Association (NFPA) codes, Joint Commission, The Department of Veterans Affairs, federal, state and local codes, and the manufacturer’s recommended procedures for the Veterans Benefit Administration (VBA) Building at 1600 East Woodrow Wilson Ave, Jackson, MS 39216.

2. Scope:

Fire Alarm System Detection/Monitoring Services

a. The Contractor shall provide services which include:

i. Contractor will inspect, test, maintain, and certify the fire alarm systems detailed on the “List of Equipment” below for the Veterans Benefit Administration (VBA) Building at 1600 East Woodrow Wilson Ave, Jackson, MS 39216. The Contractor will satisfy the requirements of the latest edition of NFPA 72, Chapter 10, and conform to the equipment manufacturer's recommendations, verifying the operation of the fire alarm systems.

ii. The contractor will provide regular maintenance and timely repair to the currently installed fire control panel. Regular performance inspection, testing, and repair of the fire alarm panel and notification systems, equipment, and related components. The facility currently utilizes a Simplex FACP-4100U fire alarm system. The fire alarm panel’s sensitivity self-diagnostic report will be reviewed during the inspection. Any detectors reported to be outside of the allowable range will be repaired or replaced.

iii. The Contractor shall be responsible for performing all services necessary to perform Annual fire alarm system testing, inspection, smoke detector cleaning, 24-hour 7-day emergency coverage, and submit a complete written notification of any deficiencies & recommendations for repairs present in the VARO building within five business days. These recommendations cover all fire suppression, detection, the parking garage, and the basement storage rooms present in the VBA Regional Office building (Jackson).

iv. Alarm devices will be inspected to verify that they are free of physical damage. Devices include manual alarm devices, smoke and heat detectors, remote and graphic annunciators, the main fire alarm panel, and components such as programming, voice alarm systems, speakers, horns, and other audible and visual alarm devices. Additional elements include wiring circuits and junctions, as well as other alarm detection, control, ancillary, and emergency power operation devices. (SEE DEVICE ATTACHMENT)

v. All devices of the fire alarm system have a Unique Identifier (UID) number. Vendor will provide a UID for every device in the fire alarm system. All inventories and inspection reports shall be organized by the UID. UID numbers shall never change over the lifetime of the device (cradle to grave data maintenance)

vi. The Contractor shall provide monitoring and notification to first responders of the respective campus locations' Fire Alarm System(s) 24 hours/day, 7 days per week for all the VARO(Jackson). The Contractor will provide the minimum NFPA 72 requirements. Minimum Certifications demonstrating knowledge of standards like NFPA 72, with different levels of expertise often required per different roles. Emergency service response is available between scheduled testing, 24 hours a day / 7 days a week, to minimize system downtime. The VARO and the Contractor will determine emergencies during testing. On-Site Response will be provided via a telephone response within 30 minutes, and Service Technicians will be on-site within four (4) hours. Non-emergency calls, as determined by VARO and the Contractor, will be handled the next business day.

Fire Suppression

a. The Contractor shall provide services which include:

vii. The contractor will provide inspection & maintenance for the Ansul fire suppression system, including installation, maintenance, and testing of the system to ensure it effectively detects and suppresses fires in the commercial kitchen. This service encompasses the entire system, including fire detection components, wet chemical agents, piping, nozzles, and manual pull stations. The scope also involves ensuring proper functionality, compliance with relevant codes and standards, and providing necessary documentation and training to the end-user. All servicing applicable shall follow NFPA Part 96 fire code regulations and applicable health codes.

viii. The Contractor will provide monthly preventative maintenance to include inspection of the building fire sprinkler system to include an inspection of the building fire sprinkler system to include operating the floor control valves for each floor of the building, conducting opening and closing of each standpipe valve, operating and annual testing of the fire pump, per NFPA 25: Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems.

ix. The Contractor will be responsible for conducting a Five-Year Internal and Obstruction inspection due on 18 wet sprinklers and gauges per NFPA 25, Chapter 13. Per Section 13.2.7 (Gauges). Gauges shall be inspected to verify that they are operable and not physically damaged. Section 13.4.2.1 (Check Valves) Inspections shall be performed internally every 5 years to confirm that all components of the valve operate correctly. Section 13.4.3.1.5 (Strainers, Filters, Restricted Orifices, and Diaphragm Chambers) shall be inspected internally every 5 years unless tests indicate a greater frequency is necessary. During this inspection, any sprinkler gauges deemed out of date or requiring replacement must be replaced per NFPA 25, Section 13.

x. The contractor will provide monthly inspection of all eight backflow preventers and provide recommendations and repairs within five business days.

xi. The Contractor will repair two (2) malfunctioning backflow preventers.

xii. The contractor shall also remove and replace 14 fire pull stations in the parking structure with a weatherproof/sealed pull station per the National Fire Protection Association (NFPA) codes, Joint Commission, the Department of Veterans Affairs, federal, state, and local codes, and the manufacturer’s recommended procedures.

3. General Requirements

a. Fire Alarm System Operability - The Contractor shall ensure that the fire alarm system is always operable except when being tested or repaired. When services require the system to be turned off, the Contractor shall provide backup fire monitoring protection by providing sufficient personnel to perform the service and monitor the fire alarm system control panel until the system is brought back online.

b. The Contractor is responsible for obtaining all necessary permits and licenses required for performing fire alarm tests and inspections, at the Contractor's expense.

c. Hazardous Condition - If the Contractor encounters equipment that is in a condition that may endanger life or property, the Contractor shall immediately notify the COR. The Contractor shall also provide a written report that outlines the hazardous condition and recommended corrective action to the COR within 24 hours.

d. The Government reserves the right to monitor services per the contract as deemed necessary to ensure the system is operating as required.

e. Each contract employee must sign in with the COR when arriving on VA Property and will be escorted while in the building. The Contractor shall not be permitted on VA property without displaying proper ID. The Contractor shall deliver the service report and test reports to the Contracting Officer Representation (COR) located in the Support Services Division (SSD), Room 154, 1600 E. Woodrow Wilson Ave, Jackson, MS 39216.

f. Hours of Inspection- Inspections shall be performed by schedule only during normal operating hours.

g. The Contractor shall report the results of inspections and tests per NFPA-recommended format, or as directed by the COR. Inspection reports will list each appliance and peripheral device, including audio, visual, strobe, speaker, and door holder devices connected to the fire alarm control panel, by device location and mapnet address, if such an address is available in the Fire Alarm Control Panel (FACP).

4. Contractor Requirements

a. The Contractor agrees per NFPA 72, Section 14.2.3.6 (Service Personnel Qualifications and Experience). Service personnel shall be qualified and experienced per the requirements of 10.5.3 of the NFPA 72.

b. The Contractor may be asked to remove people who pose a threat to health, safety, security, or property.

c. The Contractor shall have enough qualified employees available to adequately and safely perform all work required under the terms of this contract.

d. Per NFPA 72, Section 10.5.3 (Inspection, Testing, and Service Personnel) Service personnel shall have the knowledge and experience of the testing requirements contained in this Code, of the equipment being serviced or maintained, and of the service or maintenance methods.

e. The Contractor must demonstrate that its technicians are factory trained and certified for the specific type and brand of system being serviced or are approved by a nationally recognized certification organization acceptable to the authority having jurisdiction.

f. All Contractor and Subcontractor personnel performing work in this contract must possess any required state, county, locality, or other licenses or permits.

Fire Alarm System Testing and Inspection Requirements

1. The Contractor shall perform a two-times per contract year, annual system inspection, smoke detector cleaning, and a complete written notification of any deficiencies and recommendations for repair covering all fire suppression, detection, and audio-visual devices present in the VBA Building, Parking Garage, and basement Storage Room. Service and inspect the ANSUL fire suppression system per the testing methods and frequencies listed in the most recent edition of NFPA 72, National Fire Alarm Code.

2. The Contractor shall perform control equipment testing utilizing two-times per contract year NFPA 72, Section 7.6 Inspection, Testing, and Maintenance Documentation (SIG-TMS):

a. Section 7.6.6 (Record of Inspection and Testing). The record of all inspections, testing, and maintenance as required by section 14.6.2.4 shall be documented using either the record of inspection and testing forms, Figure 7.8.2(g) through Figure 7.8.2(l), or an alternative record that includes all the applicable information shown in Figure 7.8.2 (g) through Figure 7.8.2 (l). Verify correct receipt of alarm, supervisory, and trouble signals (inputs).

b. Operation of evacuation signals and auxiliary functions (outputs).

c. Circuit supervision, including detection of open circuits, ground faults, and power supply supervision for detection of loss of AC power and disconnection of secondary batteries.

3. Auxiliary functions to be tested include, but are not limited to:

a. Voice and strobe signals

b. Door release service

c. Door unlocked service

d. Elevator recall

e. Heat detector/shut trip for elevator mechanical rooms

f. Fan shuts down on activation of associated duct detectors

4. The Contractor shall confirm that all auxiliary functions were tested and are functioning correctly.

5. The Contractor shall prepare and submit a report of the inspection and test results to the COR within 14 days after inspection and testing has been completed, which shall include a list of all appliances and peripheral devices; including audio/visuals, strobes, speakers, and door holders that are connected to the fire alarm control panel, by device location and mapnet address.

7. The report must also contain the following:

a. The Contractor’s Inspection and Testing Form that includes all the information required by NFPA 72, most recent edition.

b. The date of manufacture of the fire alarm system and whether replacement parts are readily available.

c. Any deficiencies noted, including inoperable or unsupervised devices or equipment, and devices that cannot be calibrated, tested or serviced per the manufacturer’s recommendations.

d. A cost proposal to correct any deficiencies, by device, separated into parts and labor costs shall be submitted to the contracting officer.

8. Inspection and testing shall be conducted in the following locations:

a. Veterans Benefits Administration Building

b. Parking Garage

c. Basement Storage Room

9. Per NFPA 72, section 14.2.4.1, Before proceeding with any testing, all persons and facilities receiving alarm, supervisory, or trouble signals and all building occupants shall be notified of the testing to prevent unnecessary response. The Contractor shall notify the VBA Safety Office, VBA Police, Alarm Monitoring Provider, and the local fire department. The COR shall ensure that all building occupants are notified.

10. Per NFPA 72, section 14.2.4.2, after testing, those previously notified (and others, as necessary) shall be informed that testing has been concluded.

11. Any damage to the fire alarm or associated equipment (fans, elevators, generators, pumps) caused by regular testing shall be repaired by the Contractor at no additional cost to the Government. At its discretion, the Government may have representatives present to witness any or all such tests. The Contractor shall bear all costs associated with this damage.

Repairs and Repair Charges

1. Repairs are defined as unscheduled work to repair or modify the fire alarm system, or to correct recurring system and/or equipment malfunction(s) or deficiencies identified during testing. The Contracting Officer must authorize all repairs before any work begins.

1. If a replacement part is no longer available, the Contractor shall provide a replacement part model number and cost.

2. When repairs are made that require replacement parts, the Regional Office shall issue a separate purchase order by the contracting officer to cover the cost of these parts when funding is approved.

3. When the Contractor identifies a repair need, they shall notify the COR before any repair work is started. If authorized by the Contracting Officer by way of a contract modification, the Contractor shall complete the repair and submit a written report that contains the following:

i. Details of the deficiency and suspected causes

ii. Nature of the repair work provided

iii. List of any replacement parts used

iv. The number of hours needed to complete the work

4. Once corrected, all deficiencies shall be tested according to the requirements in NFPA 72, the most recent edition.

5. The Contractor shall provide a written record of all alarm system repairs upon request.

Safety Requirements

1. The Contractor shall adhere to all OSHA, EPA, NFPA Life Safety Codes, and all other regulatory requirements.

2. In performance of this contract, the Contractor shall follow VBA safety policies and standards for safe work practices and take such safety precautions as the Safety Officer or designee may determine to be reasonably necessary to protect the lives and health of occupants of the building.

3. Employee, visitor, and Contractor personnel safety best practices shall be adhered to consistently. The Contractor is responsible for the safety and health of his/her employees.

4. The Contractor shall submit to the Contracting Officer, before the start of the contract, the Safety Data Sheets (SDS) for all potentially hazardous materials (lubricants, cleaners, working fluids, etc.) to be used in the facility during performance of the contract, and will not use in the facility, any materials which have not been cleared in advance with COR. SDS for new chemicals shall be furnished concurrently with the arrival of the chemical on site. The Contractor shall maintain a copy of all SDS at the chemical storage site in a location accessible to Regional Office personnel to assure compliance with all laws and requirements regarding the “Right to Know” law.

5. The Contractor is responsible for identifying, providing, and maintaining all personal protective equipment (PPE) required to perform the duties outlined in the contract. Additionally, the Contractor is responsible for identifying and adhering to all applicable safety program guidelines (lockout/tag out, confined space entry, universal precautions, etc.) required to perform the work. The contractor is responsible for providing and documenting all the necessary safety training and ensuring the proper use of PPE for their employees. Training documentation shall be provided to the COR upon request.

6. The Contractor shall be notified of any non-compliance with the provisions of the contract. The Contractor shall, after receipt of such notice, immediately correct the condition and inform the COR/contracting officer in writing that the condition has been corrected. If, in the opinion of the Regional Office Safety Officer or designee, the compliance condition is life-threatening, he/she shall instruct the Contractor to stop work until the condition has been corrected. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order halting all or any part of the work, and the Contractor may be held in default. The Contractor shall bear all costs associated with a stoppage of work or time spent correcting any safety hazards.

7. The Contractor shall provide the following information within ten (10) working days after award of the contract:

a. A detailed listing of safety programs and procedures that the Contractor will follow during the performance of the contract, and the work activities indicating when such procedures would be required.

b. A detailed listing of the personal protective equipment (PPE) which Contractor personnel will utilize during the performance of the contract, and the work activities indicating when such equipment would be required.

c. Safety Data Sheet (SDS) for any chemical(s) utilized by the Contractor in the performance of this contract.

d. The Contractor is responsible for the supervision of all its employees while on government property. It is the Contractor’s responsibility to ensure compliance with the scope of work and the requirements of this contract. Provisions provided in the scope of work are not intended to relieve the Contractor of this responsibility.

8. In the event of an accident or injury, the Contractor shall submit a written report to the COR within five working days (5) of the incident detailing the malfunction, accident, or injury involved on site. The report shall state the cause of the injury or accident, and a list of completed or scheduled corrective actions to avoid further incidents.

Contractor Employee Conduct

1. Contractors shall ensure that their employees comply with the following at all times while on VBA property:

a. Contractors may not use government office equipment or computers, and should never search through desks, cabinets, or files.

b. Government telephones may be used for contract-related work only.

c. The Contractor shall follow all applicable VA regulations and directives and will comply with any direction or instructions from government officials, including the contracting officer (CO), COR, federal police officers, inspectors, etc.

d. The Contractor shall leave areas where it performs work neat, clean, and orderly.

Invoices

All invoices must include the assigned purchase order number and be submitted within 10 days following the month in which the service was provided.

Failure to comply with all the terms and conditions of this contract shall result in invoices/claims submitted for reimbursement during that period to be considered incomplete. Interest penalties imposed under the Prompt Payment Act shall not apply to incomplete invoices or invoices received after the established invoice due date. The contractor shall identify and assign personnel to be the liaison for billing purposes.

Contractor Remittance Address: All payments by the Government to the Contractor shall be made by Electronic Funds Transfer (EFT).

Special Contract Requirements

1. Safety Requirements: To protect the lives and health of occupants of the buildings, the Contractor in the performance of this Contract shall take such safety precautions as the CO, or his designate, may determine to be reasonably necessary. The CO, or his designate, shall notify the Contractor of any non-compliance with the foregoing provisions and the action to be taken. The Contractor shall, after receipt of such notice, immediately correct the conditions to which attention has been directed. Such notice, when served on the Contractor or his representative, shall be deemed sufficient for the purpose aforesaid. If the Contractor fails or refuses to comply promptly, the CO may issue an order, stopping all or any part of the work, and hold the Contractor in default. Noncompliance may result in Contract termination.

Security Requirements

1. All Contractors and Contractor personnel shall be subject to the same Federal security and privacy laws, regulations, standards, and VA policies as VA, including the Privacy Act, 5 U.S.C. §552a, and VA personnel, regarding information and information system security.
