Questions and Answers Event Management System Software as a Service 36C10B24Q0251

1. Question: To broaden the pool of prospective small and disadvantaged business vendors, would the government consider an out-of-the-box solution with core event management capabilities, that could be further configured to meet the full range of VA OSDBU goals and requirements?

Answer: As mentioned in the synopsis, VA is seeking a customizable commercial off the shelf end-to-end, intuitive, and user-friendly web-based Event Management System Software as a Service solution with integrated native mobile application.

1. Question: How many months, after POP commences, will be allocated for the contractor to configure, tailor, integrate and operationalize its system for VA in a staging environment for client acceptance, and subsequently into production environment?

Answer: In accordance with PWS 5.2 The Contractor shall provide a fully functional customized EMSS solution that is FedRAMP Authorized with all features and capabilities as outlined in Attachments A through E to support all VA OSDBU events, including local, regional, and National events, for up to 5,000 simultaneous users within 90 days of contract award.

1. Question: Can the government confirm whether the requirements for this opportunity are the same as those included in the current contract?

Answer: While this is a follow-on procurement (as noted in the SAM.gov title), VA did review and update the PWS that is incorporated into this solicitation.

1. Question: E.7, Proposal Submission Instructions, (2) Section 2 – Structured Demonstration,:

Would the government consider demonstration of the core features of an off-the-shelf event management product—one that with configuration will satisfy the demo and RFP requirements, but at time of demo, will exhibit core features only.

Answer: Offerors are required to comply with E.7 Proposal Submission Instructions including the demonstration requirements set forth in E.7 (5) (2) b. Further, per E.6 Basis for Award: After the Government completes evaluation of Section 1 – Written Quote, Offerors will receive an advisory notification via e-mail from the CO. This notification will advise the Offeror of the Government’s advisory recommendation to proceed or not to proceed with Phase II submission. Offerors who are rated most highly for Section 1 – Written Quote will be advised to proceed to Phase II of the quote submission process. Offerors who were not among the most highly rated will be advised that they are unlikely to be viable competitors, along with the general basis for the Government’s advisory recommendation. The intent of this advice is to minimize development costs for those Offerors with little to no chance of receiving an award.

1. Question: Addendum B, B.2 Access to VA Information and VA Information Systems: Can the government clarify the requirement for security clearances for contract personnel? Will only some personnel require security clearances, and at what point must these clearances be in place?

Answer: See section 6.2.1 Position/Task Risk Designation Levels.

1. Question: Would the government please consider an extension to the response due date to allow industry sufficient time to respond to Q&A, and present a meaningful and informed response?

Answer: Due to VA program needs, no extension will be granted at this time.
