13. Under 7.2.2 Design and Planning Services, it says we are to develop our initial design using the initial list provided by the Government and are to use this list as our starting point for the initial design submittal. (Pg 25). However, it also says “The IOT&A contractor will provide their own basis of design room typicals, salient characteristics, data sheets, room by rooms lists, and provide to the VA thirty days after signing the lease by the VA. This is to give the general contractor’s A/E time to incorporate the provided basis of design into the first submittal back to the VA. This information may be limited to specified furniture and equipment manufacturers pre-selected as a basis of design only.”(Pg 26). What is the direction you would like us to go, should we use the Government’s list or our own?
a. Government list shall be used as a starting point.
14. If construction is starting Aug 2(as per the Government provided documents in the solicitation), that would mean construction drawings are complete to 100%. However, in the PWS for Task Order one it specifically directs us to provide information at certain times prior to 100% CD’s. This cannot be accomplished if CD’s are complete. Could the Government please update the requirement in the PWS to align with the current project information?

The contractor shall verify the design meets with applicable state, local, and federal requirements (e.g. ADA, Building Codes, NFPA 101,etc.). The Contractor shall notify the COR of any discrepancies. A gap analysis will be performed where discrepancies are identified between Concept of Operations (CONOPS), requirements, and infrastructure provided in accordance with the construction documents, with facilitation towards workable solutions. The Contractor shall develop finish selections to complement the interior design package provided by the Government. These selections shall be presented in a finalized color board.” For this requirement, are we to design based upon the completed construction drawings or based upon requests by the end user?
a. Completed construction drawings.
16. The Task Order deliverables and deliverable timeline requirements do not make sense if CD’s are completed. All of the design TO submittals reference information provided in time to include in the A/E Construction Drawings (which are assumed to have already been completed). Thus, it would be impossible to meet any of these requirements. Could the Government please update the TO requirements to align with the project information?
17. Could the Government please provide us with the latest construction drawings and drawings of the current facility in AutoCAD or Revit format?
a. This has been requested and it is anticipated the AutoCAD version will be available around 12 August 2019. It will be posted as an amendment once it comes in.
18. Does the Government expect IOT&A contractors to incorporate the correct MTR for all of the furniture as part of the acquisition packages? If so, could the Government please provide us with the latest version of the furniture MTRs?
a. Yes, The IOTA contractor needs to select the correct Minimum Technical Requirement (MTR). The current list (as of 13 June) of MTRs has been provided as Attachment R to this solicitation. Furthermore, Attachment A, IDIQ PWS dated 22 Jul 2019 has been updated in this Amendment 006 with Attachment A, IDIQ PWS dated 08052019 to add the MTR requirement langauge to the JSN matrix deliverable language (Deliverable 034).
