About this file
This document contains questions and answers related to a Request for Proposals (RFP) issued by the Oregon Department of Transportation (ODOT) for the US26 at Cornelius Pass Rd: Bike/Ped Crossing project. The RFP outlines the requirements for providing planning services to evaluate the feasibility of a future bicycle and pedestrian overcrossing across US26 near the Cornelius Pass Rd interchange. Key details include confirmation that the Project Samples and References form is not included in the 6-page proposal limit, revisions to the Proposer's Capabilities scoring criteria, and clarification on the number of reference projects required. The anticipated start date for the work is September 2024, though the overall project timeline is still to be determined based on the selected contractor's schedule and outside factors.
The contract opportunity is focused on planning services for a local agency project that ODOT is managing on behalf of the client. There are no details provided on pricing terms, set-asides, incumbent contractors, funding sources, or award amounts. The emphasis is on the technical requirements and evaluation criteria for the planning services portion of the overall project.

RFP TITLE: US26 AT CORNELIUS PASS RD: BIKE/PED CROSSING
ISSUED: JULY 29, 2024
Following are questions, and Agency’s answers, for the above referenced RFP. This document does not change the RFP requirements or otherwise modify the RFP documents. Changes or modifications to this RFP shall be binding on Agency only if in the form of written addenda published on OregonBuys.
Q #1: For 2.2.2 Proposer’s Relevant experience, please confirm Attachment D Project Samples and References Form is not included in the 6 – page proposal limit?
Answer #1: Correct, Attachment D Project Samples and references is not part of the 6 page proposal limit.
Q #2: For 2.2.4 Proposer’s Capabilities, please confirm the max points listed should be 10 points?
Answer #2: There is an error here that will be updated by an Amendment. Total max is 30 points not 10 points.
Q #3: Please confirm Key Staff Resumes are not included in the 6 page proposal limit?
Answer #3: Correct, Key Staff Resumes are not included in the 6 page proposal limit
Q #4: On Attachment C Cover Sheet, please confirm no CD for electronic submittals is needed.
Answer #4: Correct, no CD submittals are needed
Q #5: If a construction contractor is included in the team for cost and constructability advice, will that contractor eventually be excluded from bidding on the construction contract?
Answer #5: They won’t be excluded, however, depending on their level of involvement they will most likely need to fill out a Conflict of Interest form and follow the steps for that. It really all depends on the level of involvement for this construction contractor.
Q #6: There appears to be a typo or sentence missing in Scoring Criteria 2.2.5 Design Philosophy. Please clarify.
Answer #6: Describe Proposer’s design philosophy and approach to the types of Services/projects described in the RFP. Design philosophy, if applicable, and approach to the Architectural, Engineering, Photogrammetric Mapping, Transportation Planning or Land Surveying Services or Related Services described in the RFP;
Q #7: Attachment D includes a form for references. Should there be a different or additional form for project samples?
Level 3 - Restricted
Answer #7: No additional form needed. On Attachment D, there is space for you to enter both the Project description and references on there.
Q #8: Could you please clarify if the quantity of reference projects requested is two as indicated in RFP section 2.2.2 evaluation and scoring criteria or three as indicated in RFP section 1.5.4e?
Answer #8: Section 2.2.2 evaluation asks for two project samples but section 1.5.4e is asking for 3 references.
Q#9 Could ODOT confirm the anticipated date range for the project?
Answer #9: This is currently in the planning stages; this is a local agency project that ODOT is delivering on behalf of the agency. It all depends on the awarding contractor and how long they anticipate the work to last as well as outside factors that are outside of our control. It’s difficult to confirm a date range where there are different phases of this Project and a lot of factors involved. It is anticipated that the work will start in September of 2024.
Q#10 In the Project Description/General Background Information, the last sentence of the second paragraph states “prior to federal fiscal year of 2025”. Recognizing federal fiscal year of 2025 begins on October 1, 2024, is the RFP accurate? If not, when is the correct completion?
Answer #10: We are going to work with DOJ real quick to create an Amendment to revise the sentence. We will have an updated answer in Amendment 2.
