Last Updated: 5/20/2024 Renew Cheetah Conservation Station (CSS) - Africa Trail - Pre Bid RFI Tracker RFI # Company Name RFI RFI Answer 1 Grunley 1. Section L.3. Past Performance requires three projects of similar size and scope, and indicates that, “projects should demonstrate experience working in: an operating urban campus; constrained sites with limited laydown area, and; adjacency to public areas and animal habitats.” Please confirm that the three projects can be adjacent to public areas and/or animal habitats.
Three projects can be adjacent to public areas and/or animal habitats. Higher consideration will be given to projects adjacent to public areas and animal habitats.
2 Abacus Sports I just left you a message regarding the Cheetah project that is out to bid. Your specs and finish schedule call for our Padenpor DLX, but spec seems to be written around a Stonehard product with using Stonclad epoxies and mortars. It reads like the specification have been mixed together.
Which product do you want for these floors ((FLR – 2). Assuming you do want our floor, what thickness do you want?
Please see attached our flooring spec. Padenpor is available in different thicknesses.
Please note the two specs and BOD for each:
1) RESINOUS FLOOR SYSTEM BASIS OF DESIGN STONEHARD STONE CLAD GR, Spec 09 6723
2) RESILIENT FLOORING BOD ABACUS PADENPOR DLX™ – 9/16" CUSHIONED ZOO FLOORING, Spec 09 6567 See sheet A501DT for details
3 WM Schlosser 1.Spec Sec on 051200 Structural Steel Framing (part 1.06-D) calls for “A qualified steel fabricator that is accredited by the International Accreditation Service (IAS) Fabricator Inspection Program for Structural Steel”. Since most local fabricators do not have this IAS accreditation, can this requirement be waived? If not, can you add “or AISC Certified Fabricator Category BU” to this requirement?
IAS and AISC BU certified fabricators are acceptable
It is acceptable to lower the requirements to include AISC Certified Fabricator Category BU (Building Fabricator). - AE / McM
4 Whiting Turner Executive Order (EO) 14603 indicates that all federal projects valued at $35 million and above will require a project labor agreement (PLA) unless a federal contracting agency expressly grants an exception. As the expected project value is under this limit, please confirm if a project labor agreement will be required on this project.
Until further notice, PLA is not required
5 Whiting Turner Based on the technical nature and specialty aspects the project includes, is a bid extension anticipated?
At this time an extension is not being issued
6 Whiting Turner Please clarify if CAD files, or the project model can be shared for use in the RFP submission. CAD files will be shared with the awarded GC. Please note that BIM was not a requirement for the AE to use during document production so the drawings were created using a multitude of software’s including Revit (BIM) and AutoCAD. All bidders should assume 2D CAD only.
7 Whiting Turner Referencing the solicitation, Section L, 52.244-S0013 Subcontractors, Item (b) (1) (Page 149 of 183) notes subcontractors must be named (10) days after subcontract execution. This seems to contradict Section L, 2. Key Personnel and Subcontractors (Page 177 of 183) where it notes the submission of major subcontractors to include organization plans, resumes, past projects ,etc.
Please confirm if subcontractors may be named following success award and are not required to be named as part of the bid submission process.
Subcontractors are required to be named as part of the bid submission process.
8 Whiting Turner Referencing the solicitation, the FUNDING INCREMENT portion lists “Testing and Commissioning” as a cost line item (Page 14 of 183). Please define this line item as an independent commissioning consultant will be held by Smithsonian as outlined in specification section 01 9113, 1.1 A
Confirmed Smithsonian will provide an independent commissioning consultant, but the does not diminish the contractor's contract requirements for prejunctional testing and operational verifications.
9 Whiting Turner Referencing the solicitation, Section L, L.3. 52.216-1 Type of Contract notes a Firm Fixed Price contact will be utilized but does not clarify contact type. Can a sample contact be provided for review?
This is a Firm Fixed Price Contract. Reference Federal Acquisition Regulations (FAR) Part 16 Types of Contracts, specifically FAR 16.202. A sample will not be provided.
10 Whiting Turner Referencing the solicitation, Section C (Page 15 of 183) notes schedule duration of 730 calendar days from Notice to Proceed (NTP) and reference target schedule dates. Schedule requirements per Specification Section 010000 is reference under L.29.1.A of the solicitation (page 175/183) but does not provide any information on schedule milestones.
a.Please verify the an cipated No ce to Proceed for the project.
b.Please provide a schedule outline including a NTP, phases of work, target dates/milestones and required substantial completion and required completion dates.
c.Please clarify any work constraints through the years of the project.
In response to several questions:
SI Milestones - After the contract is awarded SI will work with the contractor identifying tasks to be tracked to measure progress. This project is not phased with a NTP date, contract duration, completion date with multiyear funding.
a) October 2024
b) This is a contractor requirement that incorporates means and methods.
c) Multi-Year Funding
11 Whiting Turner Please confirm a cost loaded schedule is required per 1.3.B of specification section 013200. Confirmed
12 Whiting Turner In Specification Section 01 1000 1.6.B work hours are listed as 6:00 AM – 6:00 PM. In Specification Section 01 1000 1.7 C, normal work hours are referenced at 6:00 AM-2:30 PM. Please clarify.
As project requirements change work hours can be adjusted with coordination with the COTR. For this project noise concerns with our adjoining residents has often limited the work hours.
13 Whiting Turner Referencing the solicitation, Section L.31. 52.219-S0097 outlines the Small Business Subcontracting Plan (page 179/183). 67 Consigli Concerning the sheet metal flashing details specified for the A500’s, they require 12-gauge stainless steel, essentially plate metal. It's worth noting that a standard sheet metal brake may lack the capacity to bend metal of this thickness. Moreover, this option is notably more expensive, approximately 25 times the cost of standard 24-gauge sheet metal. This seems to be an oversight.
Please clarify.
Drawing / spec reference: A500's
The A 500 set has multiple types and gauges of steel specified within that series.
1- When a gauge of flashing is not specified, defer to the spec 07 7100 2- A 503 DT 3, 4, 5, 6, 7, 8, 13 have a typo and should read “22GA SS FLASHING” 3- A 502 DT 1, 2, 10, 11, have a typo and should read “22 GA PTD. METAL FLASHING COLOR TBD
