RFI # Drawing/Spec Category Question Response by Response

333302-23RF-0010010 Revitalization of the Hirshhorn Museum Sculpture Garden

REQUEST FOR INFORMATION

Please define where the WMATA Zone of Influence for the yellow/green line tunnel below 7th Street overlaps with the project scope. Please provide any drawings showing location and depth of tunnel. Please confirm that the initial construction of the tunnel was bored and not an open cut. A/E

Regarding RFIs 283, 304, 401, 418: Refer to delegated design requirements in specification 315100, 2.1. A to E. The length of the tieback anchor is to remain within the SI boundary line. Given the depth and angle of the tieback, it should clear the zone of influence from WMATA tunnel. However, this needs to be confirmed by the delegated design engineer and submitted to WMATA for approval.

284 Please advise which AHJs will be required to review support of excavation shop drawings. SI Smithsonian Institution will be the AHJ reviewing SOE shop drawings.

Sheet C-106 note 45 calls out a 3” double check detector assembly and vault. The referenced DC Water Standard is DG- 23.03, which is for a detector check meter, not a double check detector assembly. This would seem redundant as there is already a 1.5” meter in place. Please advise. A/E

Intent is for Double Check Detector Assembly.

Please provide photos of control sample for slab and cubic material needed for the project for the Type 2A and 2B stone showing the acceptable range of the material. SI

Refer to response to RFI #282.

What is on the contract drawings isn’t everything that is currently on the existing building fire alarm system (MXL) in the HMSG. Is it SI’s intent to “convert” the existing MXL loops and provide MLC card(s) which would be located in the XLS panel and allow the MXL to be demolished and all the fire alarm control equipment would be on the XLS Desigo platform. None of the field devices would need to be changed out and that can be done as building is renovated or upgraded in the future. A/E

The design's intent is that all new work related to this project be connected to the existing XLS system panel. The XLS panel is located in the corridor outside of Security Office G36C on the basement level of the Hirshhorn Museum building. The MXL system will be retained, with the exception of device/equipment removal as indicated in the drawings.

The Specified pump FP2 for the south pool has 260 gpm discharge; however, the filter is rated for a max of 141 gpm.

There is a possibility that maintenance staff divert too much flow to the filter, which can be dangerous. Could you please confirm if the filter is fully compatible with the pump's design? A/E

The filter is fully compatible with the pump's design. Filter pump FP2 in controlled by a frequency drive. If the flows are reduced to the inlets, the frequency drive can be adjusted to a lower speed to tune the flow rate.

Please clarify the submission due date requirements for each format. Per the cover page of the initial solicitation and the cover page of Amendment #3 the proposals are to be submitted by 3pm EDT using a digital dropbox link and express mailed on or before the due date on separate flash drives. The response to RFI 109 instructs that thumb drive submission must be received prior to 3pm on the due date. If a digital submission is provided to the drop box link prior to 3pm on the due date, can the flash drive be delivered by COB (5pm) that day or do both the digital and physical submissions need to be received by 3pm? The logistics of a physical submission will be onerous if vendors withhold pricing until near bid time. OCON

The Flash drives can be mailed to the office via Express mail by next business day, Monday June 12, 2023 before 3PM. The digital submission will be sent to the Evaluation Team on the Bid due date and used for the evaluation. If any additional information submitted on the flash drive that was not in the electronic format you will be disqualified.

Drawing LJ201 shows root pruning the northern elm tree at the east apron prior to reaching the new 18” storm drain and double check detector vault installation. Note 1.04 also says that all utility installation to be installed via directional boring or root friendly (e.g. SSAT or vacuum excavation). If the roots are already pruned prior to reaching the limit of excavation for the utilities can traditional excavation methods be used? A/E

If the tree roots are already pruned in this specific area then traditional methods could be used, but require that an arborist be on site for that work, if not already. The 1.04 note is primarily referring to the utility trench along the perimeter wall.

J1 Bid Form includes separate columns for Labor, Material & Equipment. Please advise if it is acceptable to submit totals only per division rather than breaking each division down into three components. Additionally, J1 does not include space for the Options. Should Options be submitted on the same bid form or is there an alternate format that’s desired? OCON

See in attachments J1 Revision 1 of Bid Sheet in excel format for your use.

292 Specification 329100-1.7-B-2 refers to specification 329113.

Specification 329113 cannot be located. Please provide. A/E

This is a typo. It is meant to read section 329100. We will correct it in addendum #2.

REQUEST FOR INFORMATION

Please reference New work note #11 on sheet G-004 regarding an allowance for repairs on 20% of the existing concrete walls.

Please provide more details on the types of repairs and quantities required, as well as sections for the repairs in order for us to be able to price the allowance appropriately. A/E

The only existing concrete elements to remain and possibly require repairs are the southern portion of the Jefferson Drive tunnel and the steps/walls/roof from the tunnel up to the museum plaza. These are shown on S103 and S231 and related sections and details.

Concrete repair details A5 & A8 are intended to be typical repair details on sheet S702. Specification section 030130 relates entirely to concrete repairs. New work note #11 will be removed from Sheet G-004. This revision will be in the Conformed Set.

We have tried to contact New Material Research laboratory and has not been responsive, can you provide a good contact for then so we can get a quote on the ST-7?

A/E

Please use the following contact:

Atsushi Ikudome New Material Research Laboratory 3-1-15-5F, Shirokane, Minato-ku, Tokyo, Japan 108-0072 mail: ikudome@shinsoken.jp tel: +81-3-5422-9686

303 Please clarify if there are any insurance or monitoring requirements associated with the 9th Street Tunnel. A/E No additional insurance or monitoring required.

The WMATA metro tunnels run under 7th Street. Please provide a drawing showing the location of the tunnels in order to determine if we will be working within the area of influence of these tunnels. A/E

See response to RFI 283.

Drawing A-222 reflective ceiling drawing depicts the entire south overlook ceiling being covered or having hanging mechanical elements, but all the structural drawings for the elevated deck and beams depict arch concrete. The only exposed concrete that would need to be sandblasted is beam B1. Now it would seem maybe because the decks/stairs/beams all need poured monolithic the arch concrete type is still required, but is sandblasting all of the deck/stairs/beams undersides required? A/E

The RFI is correct that quite a few elements are shown as using architectural concrete due to the need for placing them monolithically while only a portion is exposed. See S421. The architectural finish is only required at the exposed portion.

Drawing A-603 depicts embeds for a sculpture attachment. Is this the correct location and/or spacing for these embeds as it is almost the entire footprint of the north overlook stair landing at 18” on center? Additionally, detail K8/A-703 shows them as embeds above the slab, which will be extremely difficult to install and finish around. Can the embeds be either flush with the concrete surface, or better yet after set? A/E

Yes, the extent and location of the embedments is correctly shown on A603. The embedments are to be provided to facilitate future artwork installations. The concrete slab is sloping to drain. The embedments are elevated to provide a flat, even to the horizon surface which facilitates successful installation of future artwork. It's elevation off the concrete also minimizes water pooling on the plates.

307 Please clarify if the price will be evaluated based on the base bid or base bid plus the alternates. OCON Base Bid and Options 1 & 2

308 Please see the attached reinforcing bar product request and advise if acceptable. Refer to RFI response #271.

309 Please clarify if the exterior signage allowance includes or excludes contractor mark-ups. SI The exterior signage allowance should be a line item indicating the cost that will be paid to that subcontractor.

310 Please confirm that the contractor can tie into and utilize temporary power on-site without being charged usage fees. SI Confirmed.

Please reference RFI response 28. We have been advised that several waterproofing subcontractors will not propose on this project without confirmation that a substitution for CETCO will be approved. Products such as Carlisle Miraweld can provide the welded layer rather than tape. Please identify an alternate product that will be acceptable so that we can obtain waterproofing prices.

A/E

We understand that subcontractors and CETCO have had recent business disputes related to warranty enforcement; however, CETCO Coreflex 60 has a track record of successful performance where installed correctly.

Coreflex 60 is a composite membrane with an APC layer (modified bentonite) and welded KEE layer (a thermoplastic) eligible for a 15 year material and labor warranty.

Miraweld by Carlisle contains a thermoplastic sheet with welded seams, but does not include the redundancy provided by the modified bentonite layer present in Coreflex 60. Carlisle may allow for use of the Miraweld system in conjunction with their bentonite waterproofing system.

We recommend that the contractor coordinate with waterproofing manufacturers to provide an alternate system that includes performance similar Coreflex 60 (i.e., a thermoplastic sheet with welded seams and bentonite layer).

312 Please provide elevations and details of the bronze lettering needed for the fencing and project. A/E Exterior signage design will be provided as an ASI during construction. Refer to RFI #27 for allowance.

313 P-201 Please provide a detail for the modification of existing opening as required to receive larger piping and mechanical penetration sleeve seal. A/E

A detail is not required. Penetration sleeve submittal shall note required size of core drill.
