About this file

This Request for Proposals solicits offers for the Revitalization of the Hirshhorn Museum Sculpture Garden. Key details include:

  • The Smithsonian Institution seeks a contractor to renovate the Sculpture Garden and repair deteriorating concrete walls, replace the reflecting pool, and improve stormwater management. The project will repair the underground passage between the garden and museum.

  • The redesign will match the Concept Design developed by architect Hiroshi Sugimoto in accordance with the project goals. Construction documents were prepared by Quinn Evans Architects. Renovations must consider the garden's status in the National Mall Historic District.

  • The solicitation includes construction drawings and specifications dated November 2022. The fixed-price construction contract will be awarded to the successful Offeror.

  • The performance period is 927 calendar days from the Notice to Proceed. Cost proposals should divide costs between Fiscal Years 2023 and 2024, as funding will be provided in portions.

  • Technical and cost proposals are due by May 25, 2023 at 3:00PM. The Smithsonian may cancel this RFP without notice.

8 Bird We would like to know a rough LF estimate of bird spikes to be installed. Also, a LF of shock track to be installed? SI Bidders to provide their own takeoffs.

9 Audio-Visual systems Provide missing D link and Gig-Ace wiring plan. And are these standalone from data – the plates don’t tell you what the jacks are for? A/E

The cabling plant is unified, meaning that any Cat cable may be used for the different systems. Different Cat cables can be used to locate the mixer in different place in the Garden.

10 Audio-Visual systems

Provide missing engraving for every Data jack on every plate (If AV has to make the plates, a detailed chart should be provided showing how each Cat 6 jack (provided by data) should be labeled. i.The Plates need to clearly show what connector is for what in the consultants design to understand their intention, given there is no clear console wiring diagram. ii.Provide the correct plate drawings for custom boxes – does the CUB 8G require a special plate?

A/E

The cabling plant is unified, meaning that any Cat cable may be used for the different systems. Per Spec 27 41 00, Article 1.8-C Shop Drawings, Contractor to provide the labeling plan and coordinate final plate details.

11 Audio-Visual systems Provide make and model of desired XLR patch bays. Provide patch labeling detail. A/E

13 Audio-Visual systems Were the conduit fill ratios developed using Aqua seal wire? Is Aqua seal wire required? If so

– Mic wire, Data wire, speaker Aqua Seal wire? A/E Yes, fill ratios were taken into account. Aqua seal is not required.

14 Audio-Visual systems Will Westpenn Aquaseal and/or Windy City Water Warrior wire be accepted. A/E No, refer to 27 10 00 for acceptable Category cable manufacturers.

15 Civil drawing C-105 Drains

Civil drawing C-105 shows sanitary sewer lines connected to (4) drains noted as “Ftn Drn” at the fountain in the center of the page. This sanitary sewer line is labeled as Emergency Drain 50 mm (2”) CIP. Note 27 states as follows: Emergency drain from the waterproofing layer in water feature and is cast iron pipe (see water feature plans). Water feature plan SS220 indicates suction fittings at the locations noted as fountain drains on the civil drawings. SS220 refers to detail J8/SS701 for the suction fittings. J8/SS701 shows the suction fitting connecting to 4” suction piping that runs back to the equipment room. The suction fitting is also at the level of the water feature finish not the waterproofing layer. There do not appear to by any emergency drains indicated on the water feature plans. Architectural drawing A-711 note 22.20 indicated suction fittings/drains and points to 2 items at each location – for a total of 4 items where suction fittings are indicated on the water feature drawings. The drains to which the concrete appears to slope on A-711 do not appear to be indicated on water feature drawings SS220. The emergency drains do not appear to be scheduled nor does there appear to be a detail provided for them. Please clarify.

A/E

Refer to drawing E7/A-711. The suction fittings and emergency drains are both indicated. In a future addendum, the 22.20 note will be split to individually identify the emergency drains and suction fittings. The future addendum will also include a detail for the emergency drains, and a basis of design product for the drain. The referenced civil drawing indicates the 4 emergency drains. In a future addendum the note regarding the 4 locations where FTN DRNs will be changed to clarify that these are EMERGENCY DRAIN(s). The referenced water feature drawings indicate the 4 suction fittings. In a future addendum the "DRAIN LINE - REFER TO C104" note that is on SS-901 will be changed to clarify that the correct sheet reference is C105.

16 Civil drawing C-104 Pipes

Utility manhole MH-502 on C-104 shows (2) 254 mm pipes and (1) 152 mm pipe entering the manhole and (1) 254 mm pipe leaving or flowing out of the manhole. Neither Civil profile 5 on C- 202 nor civil profile 9 on C-203 show the (1) 152 mm indicated on C-104. Please clarify and please update plans/profiles accordingly.

A/E Sizing on the plans are correct. In a future addendum the profile is to be updated. 6” (152mm) pipe from Silva Cell 1-10 added to Profile 5 on C-202 and Profile 9 on C-203.

17 Civil drawings C-104 and C-106

Civil drawings C-104 and C-106 show silva cells at various locations on the site utility drawings.

None of the civil plans appear to show underdrain piping within the footprint of the silva cells.

Civil drawing C-702 includes a cut sheet or diagram for the silva cell system. There does not appear to be any underdrain shown in this cut sheet. Landscape drawing L-702, detail A1 & G1 show underdrain piping under the silva cells and references the civil drawings. As noted above, this piping does not appear to be shown on the civil drawings. Please clarify.

A/E In a future addendum civil drawings will identify underdrain locations that have been coordinated with the landscape drawings for the silva cell locations.

333302-23RF-0010010 Revitalization of the Hirshhorn Museum Sculpture Garden

REQUEST FOR INFORMATION

18 Civil drawing C-104

There do not appear to be any information provided to indicate the details or elevations for outfall piping from the silva cells. For example, C-104 shows Silva Cell 1-10 with a 152 mm pipe outfall on the East side of the silva cells. No elevation is provided indicating where this outfall is to be installed. Landscape sections through silva cells on L-702 and L-703 indicate inflow pipes but no outfall pipes. Silva cell sections also indicate 3” min. ponding depth aeration space at silva cells. Does the outfall tie into the top of this ponding elevation as an overflow? The inflow pipes appear to be above the silva cells. Please clarify the drainage details/elevations for the outflow from the silva cells.

A/E A) Silva Cell 1-10 outfalls via 6" pipe to manhole MH-502. The pipe invert will be added to profile 4 and profile 9, in response to RFI #16.

B) No, the outfall does not tie into the top of the ponding elevations. The outfall invert is at the bottom of the facility, to encourage infiltration through the media layer.

C) The inflow pipes are designed to enter the Silva Cell, above the 6" ponding elevation.

19 L-700, L-701, L-702, L-

Planting details on L-700, L-701, L-702, L-703 provide various planting details and landscape sections. Many of these sections show underdrain piping and reference the civil plans. In some cases multiple lines are shown that would seem to imply underdrain spaced at regular intervals.

This is not supported by the civil plans (C-104, C-105, & C-106) which show specific runs of piping for underdrain, lawn drain, and foundation drainage. Note 12 on C-104 indicates new lawn underdrain pipe and points to the line labeled as “Lawn Drain Pipe” which is immediately adjacent to a run of piping labeled underdrain. The landscape plans do not appear to indicate where underdrain or lawn drain piping is to be installed. Please confirm that underdrain piping should only be installed where indicated on the civil plans. There does not appear to be a detail provided for underdrain piping or lawn drain piping installation. Please provide and confirm the depth to which these items will be installed.

A/E

a) Keynote 12 on C-104 is for Lawn Drain Pipe, this is specifically to drain stormwater at the surface, and directing it to Silva Cell 1-10. This was a DOEE permit review comment in assuring the drainage was counted towards stormwater retention volume.

b) The lawn drain pipe is also noted on a section on Detail 4 on Sheet C-502 Utility Details. This shows how the West Lawn Drain pipe, connects to the Silva Cell.

c) Refer to civil drawings for under drain piping locations. Also, refer to RFI 17 response for additional underdrain locations.

d) Detail 4 on C-502 shows the depth of the lawn drain pipe. This is a shallow installation so it can outfall above the ponding elevation for Silva Cell 1-10. Turf Soil Detail E4 on Landscape plan L-700 shows the depth for the underdrain in the turf soil. This underdrain is piped directly to the Pump Manhole, MH-501.

20 Specification 010000 section 5.6

Specification 010000 section 5.6 – Schedule of Required Unit Prices. This section requests unit prices for specific items. However, the schedule does not provide enough information to provide a unit price for certain items and in some cases the units may not be accurate based on the scope of what is being asked. Please review the following. Existing exposed aggregate concrete repairs – Requested Unit $ per 0.03 cubic meter. A unit of cubic meter would suggest the repair would require a volume of concrete. Please clarify the type of repair or scope of repair upon which this unit price should be based. For example, a unit cost for some sort of surface repair would be very different from a unit cost to make a full depth repair. Not enough information is provided to provide the requested cost. Please clarify. Existing structural concrete repair - Requested Unit $ per 0.03 cubic meter. Similar comment to item above. Please clarify the scope of the repair for which this unit cost would be intended. Repairs involving failing reinforcing steel would be very different than a repair involving chipping spalling concrete.

Repair/provide duct insulation per Section 230713 – Duct Insulation. Requested unit cost is 1 lf.

Specification section 0230713 provides information for multiple types of duct insulation. Please confirm which duct insulation types need unit costs submitted. The requested unit is per lineal foot. This would seem more appropriate as square foot. If lineal foot is required, then please clarify the size duct upon which it will be used.

A/E

1) The "Existing exposed aggregate concrete repairs" are non-structural and it is appropriate to note cubic meters.

2) The "Existing structural concrete repair" is a structural repair that requires patching and handling corroded rebar. The volumetric unit is appropriate.

3) The "Existing structural concrete crack repair" is a repair of a structural crack that would require a crack injection to repair. A linear unit is appropriate.

4) Duct insulation – Provide unit cost for 1.5-inch and 2-inch flexible mineral fiber insulation as specified in 230713-2.2-A. Cost should be per .09 sq meters (1 sq.ft). All units in this schedule will be uipdated to include metric units.

Section 31 – Noise Control of specification section 010000 states as follows: Activities that generate excessive noise or vibration and interrupt museum functions or create public disturbances may be required to be performed during off-hours at the discretion of the COTR.

Please review the following: Please confirm that the expectation is that this does NOT apply to demolition operations within the sculpture garden itself. Demolition operations within the sculpture gardens will be allowed during normal work hours. Please confirm that the expectation is that this does NOT apply to demolition operations within the tunnel, on Jefferson Drive or the plaza area. Demolition operations at these areas will be allowed during normal work hours. Please confirm if there are any specific activities for this project that the Smithsonian is anticipating will need to be done during off hours due to expected excessive noise or vibration, interruption to museum functions or that would create public disturbance as result of normal construction means and methods for activities such as demolition, etc.

SI Confirmed, sculpture garden demolition will be allowed during normal work hours. Confirmed, demolition of the tunnel, Jefferson Drive, and Plaza will be allowed during normal work hours. Contractors will need to coordinate work activities around events, including those on the Plaza and those in the Ring Auditorium.

22 RFP Please advise whether the Small Business Participation Plan should be included on its own USB or on the Price USB submission. OCON Small Business Subcontracting Plan is a separate document, it can be inculed on the Technical USB.

23 Grading Plans Drawing L-205 Overall Grading Plan seems to be missed grading elevations at roadway/ patching areas. Please provide an updated grading plan with existing and proposed contours/elevations for performing dirt takeoffs.

A/E Grading elevations at roadway/patching areas are identified on C101 as the grades to be installed to match existing conditions. Refer to keynote on C103 that states: "1.

New work outside the perimeter walls to match the existing grades shown on existing conditions plan, C-101."

Limits of Disturbance (LOD) are different across Civil, Landscape, and Tree Preservation plans and are not shown on Structural. Please clarify to ensure intent is coordinated and work around existing trees is followed correctly.

A/E (error) The LOD indicated on the tree protection plan (LJ-201) will be updated to match civil, landscape, and architectural placement. There is no LOD shown on the structural drawings.

25 LJ-201, LJ-210

LJ-201 and LJ-210 show walls at the far eastern and western project ends which match those on Landscape plans and appear to represent the top of wall extents, but do not show footings or location of shoring. Note 01.02 on LJ-201 specifies means for excavating and limited root pruning within CRZ near these walls. Structural plans do not show LOD, and LOD on Civil demo are slightly different. Please clarify the intended distance between excavation / shoring for wall work to adjacent trees to be preserved (1199, 1198, 1270, 1271, 1272).

A/E Reference G4/S-105 for distance between excavation/shoring for wall work adjacent to trees. The detail provides a 3' maximum dimension. Drawing G8/S-105 will be updated in a future addendum to note the same dimension.

26 RFP 52.229-S0043

Article indicates the Contractor shall pay all applicable taxes except to the extent that the Contractor obtains tax exempt certificates in Maryland, Virginia, and the District of Columbia.

Please confirm that SI qualifies as a tax-exempt educational organization (501(c)(3)) in the District of Columbia.

OCON

Smithsonian Institution is a trust instrumentality of the United States, created by Congress (20 U.S.C. Section 41 et seq.) By virtue of its federal nature, pursuant to the Supremacy Clause of the U.S. Constitution, the Smithsonian is not subject to state and local sales taxes imposed on purchases. Also, in January 1924, the Internal Revenue Services granted the Smithsonian Institution tax exempt status pursuant to section 501(c)(3) of the Internal Revenue Code.

27 G-004 General note 10 under plan G-004 states: "Refer To Forthcoming Signage Addendum For Signage Design." Please provide the Signage Addendum or confirm that signage should be carried as an allowance for the purposes of the 5/25 bid.

SI Exterior signage should be carried as an allowance of $500,000.

28 07 1700

Specification section 071700 - Bentonite Waterproofing, calls out Cetco's Coreflex 60 as the basis of design product. Due to recent challenges experienced on several projects, such as leaks from this product, and Cetco's inability to honor the warranty provided on this product, a number of the waterproofing subcontractors have pushed back on the use of Coreflex 60.

Please confirm that this product can be substituted with one of the following products: GCP Preprufe or Henry Preseal. Please note that the suggested products are known to perform better than Coreflex 60 and also provide a better warranty. Please also confirm the drain collector and other accessory product can be substituted from Cetco products to other comparable products.

A/E

We understand that subcontractors and CETCO have had recent business disputes related to warranty enforcement; however, CETCO Coreflex 60 has a track record of successful performance where installed correctly. Note that Coreflex 60 is a composite membrane with an APC layer (modified bentonite) and welded KEE layer (a thermoplastic) eligible for a 15 year material and labor warranty. We recommend evaluating proposed substitutions based on technical merit and available warranties.

Both Preseal and Preprufe are single pre-applied sheet products with taped seams. Both proposed products should be evaluated carefully and are not direct substitutions for Coreflex 60. Further, Contractor should clarify proposed warranty length and coverage available for substituted products.

29 A-213 Please provide a specification and basis of design for the storage cabinet and flammable storage cabinet called for in keynotes 12.03 and 12.04 on A-213. A/E Chemical cabinet basis of design to be provided in a specification update in the upcoming addendum. The other cabinets in the CONSERVATION & EXHIBITS and

SMITHSONIAN GARDENS STORAGE are OWNER FURNISHED AND INSTALLED.

30 RFP

Due to subcontractor involvement and project complexity, please consider extending the RFI deadline by two (2) weeks to allow subcontractors enough time to fully review the Contract Documents and submit questions. We propose a revised RFI deadline of May 2nd.

OCON RFI Deadline will be extended until May 23, 2023 at 3:00PM EST

31 A-111 Note 02.50 on A-111 calls for demolition of existing sculpture foundations. However, a glass enclosure was seen at that location during the site visit. Please confirm if the glass enclosure will be removed by the owner prior to the start of Contractor work.

SI The glass enclosure is an artwork which will removed prior to the start of contractor work.

32 RFP Section 13 of the Solicitation, Offer and Award Form in the RFP indicates a 0 day price hold period. Please confirm if this is correct or that a 30 day price hold is acceptable. OCON

45 days after proposal due date

33 RFP Section C

The Description/Specifications portion of the RFP indicates that the stacked stone walls, stainless steel art piece in the passage, and installation of sculpture and exhibit signage will be completed under a separate contract. Please provide a schedule/timeline for when this work will occur so that it can be coordinated with the RFP contract scope of work and incorporated into the schedule.

SI Refer to Project Manual, Volume IV, A7 Construction Schedule. General Contractor is responsible for coordinating the schedules.

Please clarify if the costs for contracting a certified Arborist and the associated work, while in conformance with Notes 2 and 3 on L-000, should be included with the bid or priced as an alternate.

SI Contract Arborist should be included with the bid and subcontracted to the General Contractor.

35 01 0000 - 3.1

Specification 01 0000 section 3.1 calls for a total contract duration of 925 calendar days, but page 56 of the RFP document calls for a total contract duration of 927 calendar days from NTP.

Please clarify if the contract duration should be 925 or 927 and provide an anticipated Notice to Proceed date.

OCON 927 calendar days from the Notice to Proceed

36 P-203 & 01 0000-24.1

P-203 calls out a washer machine and dryer to be not in contract, but specification 01 0000 section 24.1 indicates that the Contractor is responsible for unloading and installation of a washer and dryer that is to be furnished by SI. Please confirm if the installation and final connections for these appliances are to be included in the Contractor's scope of work.

SI Confirmed, installation and final connections for these appliances are to be included in the contractor's scope of work.

37 01 0000-10

The Supplementary Conditions for Construction specification notes that "the Contractor will reimburse the Smithsonian Institution for security and inspection services provided by the Smithsonian when the Contractor chooses to work outside the normal workdays and hours".

How many guards are required to staff the project if the Contractor elects to work outside the normal workday hours? Also - what are the rates for inspection services outside of the normal workday hours?

SI One (1) guard. $150 an hr. for inspection services.

38 A-110, A-111, A-112

Note 0.2.50 on drawings A-110, A-111, and A-112 instructs to "consult owner for extent of foundations and locations at time of demolition". The extent of these foundations will need to be known to accurately price the demolition scope. Please advise the extents and confirm the entire foundation structure is to be demolished and removed.

A/E Future bid addendum will include concrete sculpture foundation sizes shown on the architectural plans.

39 G-007, A-101 G-007 and A-101 indicate a "New Monument" in the Southwest corner of the site. Please confirm that this will be by others in the future and is not part of the base bid scope. A/E This is part of the base bid scope. The "new monument" shown on A101 and A110 will remain. On sheet A203, the existing monument will be added. Sheets G007, A205, A210 will be clarified to note this as the "existing monument".

40 03 3300 – 2.3

Architectural Concrete Specification 03 3300 section 2.3D calls for “White Portland Cement” and section 2.3F calls for “Millennium Pink Granite” aggregate. Based on feedback from subcontractors and suppliers this material cannot be sourced locally and would be cost prohibitive to source elsewhere. Please advise if an alternate design with grey cement or standard aggregate is acceptable.

SI Alternate materials are not acceptable. Concrete must be replaced in-kind to match historic material per the project historic preservation Memorandum of Agreement.

41 C-102 Note 34 on C-102 states "Salvage and Provide to Owner". Please specify what item/s to be salvaged under this note. SI This note refers to the existing granite signage plaque embedded in the cast-in-place concrete wall.

42 G-004 Note 20 on G-004 calls for protection and labeling of any Historic Material being demolished.

Please confirm that the salvaged stone treads and pavers are the only material to be salvaged that is considered Historic.

A/E The note indicates for historic materials that require disassembly, the contractor shall carefully tag and label elements to be reinstalled, not protect and label elements to be demolished. Salvaged materials to be salvaged and reinstalled include, but may not be limited to, stone treads and pavers, curbs, light poles, NPS benches, signage, trash receptacles, manhole covers, and the south booth.

43 C-103 On C-103 please provide a typical detail for the new gravel walk, the concrete strip footing at Apron overlook paving, and the salvaged planter curb installation per keynotes #2, 7, and 11 respectfully.

A/E

C103, Keynote 2: The keynote will be changed to note that the gravel walk will be reinstalled. No new gravel walk detail is required. Refer to gravel walk detail in Addendum #1.

C103, Keynote 7: Refer to B1/S-461 for apron footing.

48 S-461

It is unclear what the depth and extent of the root bulb of trees that are to remain and be protected along the East wall. Please provide a diagram indicating the extent of the tree bulb and the minimum clearance between the unbonded and bonded zones of the Permanent Tiebacks.

A/E

The Tree Protection Area is considered to be the extent of the root zone of trees to remain and be protected on the east wall. Reference the appendix of the specifications for documentation from the existing tree root survey. Analysis from that survey revealed a shallow root structure. Critical root zone can be assumed to extend to 36” depth.

Per G1/S461, the tie backs at face of wall start 4' deep and are angled at a diagonal down, which is assumed to be outside of the root zone.

49 S-108 The West Wall SOE will be installed as close as 3 feet away from the existing 9th St. Tunnel.

Please advise if there are concerns with unbalanced loading on the tunnel. IF so, please provide additional loads that should be considered when designing the SOE system.

A/E The existing DDOT 9th street tunnel drawings indicate that the walls on each side of the tunnel are designed as cantilever walls without the tunnel lid as a brace, therefore the existing tunnel can withstand unbalanced loading. HOWEVER, note the requirements in specification section 315000 to design the excavation support system to resist all lateral and surcharge loads and for monitoring of the system for horizontal and vertical movement.

50 S-231 Please provide As Built Drawings of the Jefferson Drive tunnel showing footing and wall reinforcing details to allow for underpinning design. A/E

Refer to Specifications Volume 2 Appendix for historic drawings. We do not have as-built drawings for the Art Lab tunnel concrete footings and wall reinforcing details. All historic drawings are provided for reference purposes only. The Contractor is responsible for verifying actual existing conditions and dimensions in the field. We will add in the 1971 drawings which include drawings of the tunnel under Jefferson Drive.

51 S-231 Please provide the maximum allowable total and differential settlement of the Jefferson Drive tunnel during underpinning. A/E Refer to the response of RFI #4. In a future addendum, design notes will be added that specify the allowable differential settlement = 3/8".

52 RFP, 01 0000-62.2.6

RFP Clause 52.211-S0025 indicates that there will be a set allotment of calendar days per month allotted for inclement weather based on historical NOAA data over 10 years, but specification 01 0000 section 62.2.6 gives a total project duration of 45 weathers days for the full project schedule. Please confirm if weather days will be tracked on a monthly basis and what the allotment will be or against an overall 45 day allowance.

A/E Reference specification 014339, sub-section 3.1.C, which indicates a minimum 3M mockup length. Refer to seat wall details on A-715.

56 01 8113.13 Please confirm that the wage scale included with the RFP meets or exceeds the wage requirements associated with the SITES certification as outlined in specification 01 8113.13 - 1.8A.

OCON Wage requirements are not associated with the SITES certification. The wage scales inculede in the attachments are in acccorance with the Department of Labor requirements.

57 Concrete, Earth Moving, and paint

Specifications for Concrete, Earth Moving, and paint clearly indicate that the Owner will hire an independent testing agency for testing. Other specifications sections such as metal railings, waterproofing, concrete paving, and stone masonry repointing indicate the Contractor is to hire an independent testing agency. It would seem logical for one agency be hired to perform all independent testing requirements. Please confirm the Owner intends to hire the independent testing agency for all independent testing requirements.

SI Contractor is required to hire an independent testing agency as indicated in the specifications.

58 G-006, A-213 Traffic coating is called out as the floor finish in the pool pump room. However, no base is specified. Please confirm that the traffic coating can be turned up the wall 4” at the base.

Please also advise if the door SG003 should be installed on a curb.

A/E Traffic coating is not indicated as a wall base for the specified room on A-801. The door is not installed on a curb.

59 07 8413

Section 07 8413-2.1A calls for all firestopping used throughout the project to be from the same manufacturer. Can this be broken out so that all firestopping used by one trade is by the same manufacturer (i.e. all plumbing firestopping), or do all trades throughout the project need to coordinate to use a single manufacturer?

A/E Referenced spec section indicates that all firestopping must be from the same manufacturer, it cannot be broken out to have different manufacturers for different trades.

60 L203, L210 Please provide a section near A1-L702 showing the area between soil structural cells which are supported by structural buttress walls and another of the finished condition at the South Overlook.

A/E We do not believe these sections are required. There are no silva cells under the conditioned spaces of the South Overlook or on top of the buttress walls. Refer to A1/S401 that shows the buttress walls.

61 L-101

Please confirm the topsoil to be salvaged is limited to the partial bed (about 62 sq ft) south side of Jefferson Dr SW as noted on L-101 and C-103, and that existing topsoil in the garden area is to be removed and not salvaged. C-102, A-100 and A-101, do not indicate demo status for soils.

A/E Confirmed, salvage soil south of Jefferson Drive only.

REQUEST FOR INFORMATION

62 A-216, A-316 Detail B1/A-216 shows the location of conduits and piping through wall to the duct bank. Please provide a duct bank waterproofing to conduit detail. A/E

Wrap each conduit penetration where it penetrates the plane of the wall with a self-adhered flashing sheet extending out onto the conduit 4 in. min. and wrapping each conduit with waterstop within the depth of the concrete wall. Seal leading edges of the conduit and restrain with a band clamp. Also note that conduit penetrations are encased in concrete. Extend waterproofing on all sides of the concrete encasement 3 ft. as shown on D7 and D10 on Sheet A-701.

63 A-610

Sheet A-610 depicting the stair details shows stainless steel dowels grouted into the concrete stairs and also connected to the salvaged pavers. Hot fluid applied asphalt waterproofing has been called out for use at these stair locations. Please confirm the stainless-steel dowels can be detailed with PMMA or PUMA so that the hot applied waterproofing on the dowels is not displaced by the stone pushing it off the dowels.

A/E Confirmed. Detail J10/A-610 shows the typical waterproofing at a dowel. The detail includes waterproofing (i.e., hot fluid-applied rubberized asphalt) on the deck and dowels detailed with reinforced flashing (i.e., PMMA or PUMA).

64 A-701

Detail D7/A-701 shows the conduit into duct bank detail however, no waterproofing is called out around the conduits. Typically, the waterproofing details into the individual conduits at the face of the wall to stop water from following the conduits to concrete joints into the building. Please provide a conduit waterproofing detail at this location to prevent future leaks.

A/E Refer to response to RFI #62.

65 A-712 Detail H1/A-712 calls out a "stainless steel welded wire mesh on chairs to position mesh at center of grout". Please confirm the chairs are also stainless steel. A/E Yes the chairs are to be CRSI Class 2 Stainless Steel.

66 A-901

Detail A4/A-901 shows the blindside waterproofing detail at the tiebacks. The detail shows the waterproofing terminating around the tieback. Waterproofing cannot be effectively terminated to a cable. Typically, the cable is cut and a boot is installed over the tieback to terminate the waterproofing. Please confirm the waterproofing at the tiebacks should be installed this way.

A/E

SOE is delegated design. A common use of tiebacks is to provide lateral resistance to lagging as part of the support of excavation (SOE) system. When this is the case, a prefabricated boot can be applied over the tieback and tied into the adjacent waterproofing prior to placing the concrete.

For this project, the tieback is designed to provide lateral resistance for the cast in place wall in addition to the SOE and as such must extend to the face of the wall. This configuration does not allow for installation of a prefabricated boot over the tieback. Instead the design intent is to detail the tiebacks with waterproofing as shown in A4/A-

901. The design intent is to provide a waterproofing system. The approach will be dependent on the tieback system identified by the contractor's design.

67 A-712

Detail D1/A-712 shows a waterproofing section detail of the reflecting pool. This detail shows the stainless-steel light housing and stone anchors penetrating the waterproofing. This could lead to future leaks. We recommend moving the line of waterproofing further back so it’s behind the stone anchors and stainless-steel light housing which will prevent it from being penetrated.

A/E We will revise this detail in the upcoming addendum to include fleece reinforced cold fluid applied waterproofing to be applied over the supports and anchors after their installation.

68 L-202, S-222 What is the intended separation distance at east and west ends between structural soil cells supporting the sidewalk and adjacent structural members specified on S drawings? A/E There is not a specified separation distance between the silva cells and adjacent structural members. The contractor needs to ensure that the correct specified silva cell units shown on the Civil drawings are the amount that get installed and this should be shown on contractor submitted shop drawings.

69 A-110 Note 02.32 on A-110 calls for stone walls mock-ups removal. However, the demo drawings do not call for removal of the mock-up stone pavers adjacent to the referenced stone walls. Please confirm that the mock-up stone pavers are to be removed and not salvaged.

SI Confirmed. Pavers to be removed. Per legend on A-110 the hatch shown in the paver area indicates "REMOVE PAVERS, SETTING BED, AND ACCESSORIES"

70 A-111 Note 02.76 on A-111 calls for removal of the south overlook sidewalk. There is a sculpture's foundation located at that sidewalk which is not called out on A-111. Please confirm that the sculpture's footing in the referenced location is to be removed by GC.

SI There is no foundation beneath this sculpture. Sculpture removal is not in scope.

71 Security Camera Please confirm if the Security Camera under the south overlook will be removed and salvaged by SI. SI Confirmed, the security camera will be removed and salvaged by SI OPS. Conduit and wire will not be removed by SI.

72 A-110, A-111, A-112 A-110 and A-112 shows the planted areas south of the north overlook ramps to be removed.

However, these planted areas were not called out to be removed on A-111. Please confirm that plantings in the referenced location are to be removed by GC.

A/E Confirmed, plantings to be removed by GC. QE will adjust sheet A-111.

73 030130, 030130 Specs 030130 and 030130 lists procedures to repair and clean existing concrete surfaces.

Please confirm that the existing-to-remain concrete walls inside the tunnel are the only two locations where the maintenance of concrete procedures are required.

A/E Not confirmed. Maintenance of existing concrete to remain includes, but is not limited to, ceiling joists, beams, bulkheads, and slabs in the tunnel and stair to the museum plaza.

74 A-401 Note 03.23 on A-401 calls for removal of "Biological Growth '' from the existing-to-remain concrete walls. Please define the referenced Biological Growth and provide a cleaning/removal procedure.

A/E The keynote will be corrected to say: "REMOVE crack repair residue, rust staining, brown discoloration along cracks, yellow-brown and brown discoloration and discoloration aligned with the CMU infill wall and concrete beam FROM EXISTING CONCRETE WALLS. " The procedures are included in specification 040140.52.

75 A-114 Please provide the type of concrete finish required for the existing-to-remain Vehicle Barriers.

(Ref note 02.100/A-114) SI The vehicle barriers are standard jersey barriers.
