About this file

This document includes an amendment to a solicitation and responses to requests for information related to a federal contract opportunity for the revitalization of the Hirshhorn Museum Sculpture Garden. Key details include:

  • The solicitation is being amended to include a pre-bid site visit sign-in sheet from April 11, 2023 and responses to seven contractor questions clarifying aspects of the project scope, schedule, and specifications. Proposals are still due on May 25, 2023 by 3:00PM.

  • The project involves renovating the Sculpture Garden surrounding the Hirshhorn Museum of Modern Art to address deterioration, improve accessibility and visitor experience, and restore the original design intent. The work will be designed by Hiroshi Sugimoto and Quinn Evans Architects based on an earlier concept design.

  • Questions addressed aspects of asbestos and lead testing, traffic control plans, required underpinning details, allowable work hours including weekends/holidays, tower crane installation and removal, and applicability of small business price evaluation preferences. Clarifications were provided on each item.

RFI # Drawing/Spec Reference Category Question Response by Response

1 section 028200 Asbestos Abatement

Asbestos Abatement has been provided within Volume 1 of the Specifications. A Survey of Hazardous Materials has not been provided. Please advise if asbestos containing material is anticipated to be disturbed by the work in this project.

SI Refer to Specification 010000, 50.9 for scope of PACM testing.

2 section 028300 lead containing material

Work Activities Impacting Lead-containing Materials has been provided within Volume 1 of the Specifications. A Survey of Hazardous Materials has not been provided. Please advise if lead containing material is anticipated to be disturbed by the work in this project.

SI No known lead containing material is anticipated to be disturbed. Refer to Specification 010000, 50.9.

3 drawing G1/S-432 traffic on Jefferson Drive

Per the RFP, through traffic on Jefferson Drive must be maintained. Per note 3 on drawing G1/S-432, Jefferson Drive is to be closed to traffic during underpinning of the existing tunnel. Please advise timeframes where closure of Jefferson Drive will be permitted in order to comply with the Structural note.

A/E

SI: Full closure of Jefferson Drive not permitted

A/E: Phased closure of Jefferson drive to be coordinated by contractor per civil drawings (C801 and C802) and keynote 9 on S101. Note 3 on G1/S-432 to be clarified as “ALL TUNNEL SLAB AND JOISTS TO BE SHORED DURING UNDERPINNING AND JEFFERSON DRIVE SHALL BE PARTIALLY

CLOSED TO TRAFFIC DURING UNDERPINNING. REFERENCE KEYNOTE 9 ON S101.”

4 underpinning specification

An underpinning specification was not included in the project manual. The underpinning shown in the Structural drawings is also serving as the foundation for the new concrete walls outboard of the existing tunnel. Please advise the Structural Engineer’s intended sequence of underpinning/ foundation construction, including: maximum width of underpinning, minimum width of new footing construction, reinforcing splice requirements between underpinning sequences, minimum proximity between underpinning sequences, minimum compressive strength of required prior to excavating for adjacent underpinning sequence.

A/E

A/E: We agree that more information is required to indicate the contractor's work on underpinning, but do not believe a unique underpinning specification is needed. The concrete mix for the underpinning is included in Specification Section 033000 Article 2.7a. Additional underpinning notes will be added to the Structural Design Notes on S001 or S002. The essence of these notes are that, similar to shoring and bracing, because there are numerous means and methods for design and installation, the Underpinning design and procedures are the sole responsibility of the Contractor. See below for language to be incorporated:

A. UNDERPINNING, UNDERPINNING DESIGN, AND PROCEDURES ARE THE SOLE RESPONSIBILITY OF THE CONTRACTOR.

B. PREPARE AND SUBMIT FOR REVIEW UNDERPINNING DRAWINGS STAMPED, SEALED AND PREPARED BY A PROFESSIONAL STRUCTURAL ENGINEER REGISTERED IN PROJECT JURISDICTION SHOWING PLAN'S, DETAILS OF THE UNDERPINNING SCHEME, WORK

PROCEDURE AND PROPOSED TIME SCHEDULE FOR REVIEW.

C. BOTTOM OF EXISTING FOOTING ELEVATIONS SHOWN ARE PROVIDED FROM AVAILABLE INFORMATION AND MUST BE VERIFIED.

D. EXTEND UNDERPINNING TO ELEVATIONS SHOWN.

E. MINIMUM UNDERPINNING CONCRETE STRENGTH, PER STANDARD FOOTING MIX IN THE SPECIFICATIONS OR GREATER AS

DETERMINED BY CONTRACTOR’S ENGINEER.

F. MINIMUM NON-SHRINK GROUT STENGTH, F'C = 5,000 PS OR GREATER AS DETERMINED BY CONTRACTOR’S ENGINEER.

G. DRY PACK BETWEEN UNDERPINNING AND BOTTOM OF EXISTING FOOTING WITH NON-SHRINK GROUT AFTER UNDERPINNING

CONCRETE IS IN PLACE AT LEAST 24 HOURS.

H. SEQUENCE UNDERPINNING TO PROVIDE A MINIMUM 72 HOURS CONCRETE CURE AND 24 HOURS GROUT CURE PRIOR TO

ADJACENT NEW EXCAVATION OR LONGER AS DETERMINED BY CONTRACTOR’S ENGINEER.

I. CONTRACTOR IS RESPONSIBLE FOR ALL MEANS AND METHODS OF INSTALLING UNDERPINNING AND MUST ADEQUATELY

SUPPORT EXISTING STRUCTURES AS IS NECESSARY TO MAINTAIN STABILITY.

J. LOCATE ALL EXISTING ACTIVE SEWER, WATER, GAS, ELECTRIC AND OTHER UTILITY SERVICES AND STRUCTURES AND PROTECT

AT ALL TIMES.

5 specification section 0100000 section 14 work hours

1. Per specification section 0100000, section 14, work hours for the project are Monday-Friday, 6:00 am until 3:00

pm. Per the same section work is not permitted on holidays as listed in section 14.3. Per the RFP, Section F-Deliveries or Performance, “The Contractor…shall work such hours, including night shifts, overtime operations and Sundays and holidays, as may be necessary to insure the progress and completion of the Work in accordance with the approved and currently updated Progress Schedule.” Please clarify the allowable work hours for the project. Specifically, as it relates to make-up for lost days due to weather during the normal work week and early start/ late finish during concrete operations in order to maintain quality and consistency of the work. It is assumed that after hours work permits as required by the District of Columbia and/or any other AHJ would be a requirement and may or may/not be the same as any restrictions imposed by the Smithsonian Institution.

SI All work hours necessary to keep the project on schedule will be permissible.

6 tower crane

Are there any restrictions on the use of a tower crane to complete the work? If a tower crane is used, would Smithsonian Institution require the foundation be removed at the end of use?

SI There are no restrictions within the Smithsonian property footprint. Requirements for removal of the tower crane base will be contingent on how the foundation is placed within the aesthetics of the final landscape.

7 RFP SDB's Does 19.1307 Price evaluation preference for HUBZone small business concerns apply to this opportunity? SI No, this project is not in a HubZone Area. All contractors are deemed equal on this project. All SDBs have opportunity within our participation goals.
