About this file

This document is a technical specification section for substation control panels prepared by Knoxville Utilities Board (KUB) for a project involving the fabrication and installation of indoor relay control panels. The specification details comprehensive requirements for manufacturing relay control panels, including fabrication standards, submittal processes, delivery instructions, and warranty terms. The panels are designed for installation in an electric substation control building and will be constructed using 11-gauge steel, with specific requirements for wiring, labeling, mounting, and finish.

The specification outlines strict technical requirements for the control panels, including a two-year warranty from shipment date or eighteen months from energization. The panels must be designed for 125VDC power supply, with draw-out type relays and precise wiring and labeling protocols. Manufacturer responsibilities include providing detailed construction drawings, bill of materials, instruction books, and factory testing. The specification emphasizes precise manufacturing standards, including chemical cleaning, priming, and finishing with ANSI No. 61 light gray paint. Shipping terms are FOB Destination, with the manufacturer assuming transit risk and required to provide 48-hour advance notification of equipment arrival.

PART 2 – PRODUCTS

2.01 CONTROL PANEL

A. Description:

1. The relay control panel shall consist of the metal frame, channel, relays, wire-way, copper ground bus, switches, meters, terminal blocks, fuse holders, fuses, diodes, control wiring, and other required accessories all assembled into a one-piece unit for installation in an electric substation control building. The relay panels and all auxiliary equipment shall be wired by the Manufacturer and factory tested.

REVISED 08/28/24 33 72 33.16 - 3

2. All relays are to be in draw out type case for semi-flush mounting except as otherwise noted, and for use on a 125VDC supply only.

B. Materials:

1. See Attachments for Bill of Materials. No substitutes will be allowed except as approved by Owner.

2. Mounting hardware, DIN Rail, or other items necessary to build a finished panel as described in this specification and shown on the drawings shall be provided in sufficient quantities as required at no additional cost to Owner.

C. Assembly or Fabrication:

1. The panel, rack, and base of each shall be as shown on the Contract Drawings. Panels and rack shall be formed of steel sheet of 11-guage thickness and shall be mounted on a structural steel, 6-inches,

8.2 pound channel section to serve as a vertical wiring gutter. The front channel sections will not be used as wiring gutters. The rear channel sections shall be joined to the front channel sections by bolts. Both of the front channel sections shall be provided with holes for fastening to adjoining racks of similar design. The panels rack shall be attached to the structural steel channel by welding and the base section shall be furnished with mounting and grouting holes.

2. Labeling: Panel wiring shall be labeled on both ends of the conductor. Consistent with the point-to-point wiring diagrams, each end of each conductor shall be labeled to indicate the destination of the opposite end. Each label shall also include, in parenthesis or braces, the wire node name whenever it is shown on supplied drawings.

3. Nameplates: Front nameplates shall be attached to the panels using screws and rear nameplates shall use adhesive. The name plates shall be black phenolic with white core letters. Nameplates shall be furnished on both the front and back of the panels. Front nameplates shall be as noted on the Front View drawings, while the rear nameplate shall carry the short name designation (i.e. AA, AB, AC, BA, BB, BC, etc.) as used on the wiring/connection diagrams. Permanently label all devices on the back of the panels to correlate with wiring diagram nomenclature.

4. Wiring Practices: Panel wiring shall be logically grouped at terminal blocks for termination of external cables. All terminal blocks shall be clearly identified for proper external connections.

Indicating lights shall be wired at the end pf daisy-chained circuits. Use cable ties on multiple wire runs and panduit on multiple cable runs. Size the panduit for maximum fill of 60%, taking into account external cables. No more than two wires shall terminate on any same terminal. Where more than one terminal block on the same panel is part of a daisy-chained circuit, such terminal blocks shall be daisy-chained directly to each other and then to the other devices on the panel.

This shall be done such as to permit future disconnecting of devices on a panel without interrupting continuity that passes through the panel.

5. Assembly Drawings: See list of drawings found in Appendix B of this Section.

D. Finishes:

1. After fabrication, and before assembly, the panels, rack, and all associated parts shall be chemically cleaned, neutralized, prime-coated, and finished-coated with ANSI No. 61 light gray paint. One (1) quart of touch-up paint (ANSI No. 61 light gray) shall be included with the shipment.

33 72 33.16 - 4 REVISED 08/28/24

2.02 SOURCE QUALITY CONTROL

A. All equipment shall be tested in accordance with the latest applicable standards of ANSI, IEEE, and NEC.

If any test performed fails, corrections shall be made, and the test shall be performed again at the Manufacturer’s expense.

B. Complete relay wiring shall be tested prior to shipment. Problems shall be brought to Owner’s attention and resolved prior to shipment.

C. All wiring shall be performed by skilled electricians to guarantee good, tight connections at terminal points, and they do not touch adjacent bare wires. An excessive number of loose wiring connections will disqualify the Manufacturer from future opportunities to bid. Owner shall be the sole judge as to how many loose connections shall be deemed excessive.

D. Manufacturer shall furnish a factory certified test report for each relay control panel.
