The program encompasses approximately 457 active full-time employees and 129 retired employees, along with their eligible dependents and the employees of related constitutional offices, including the Sheriff, Tax Collector, Property Appraiser, Clerk of Courts, and Supervisor of Elections. Suwannee County BCC currently offers three plan options through Florida Blue consisting of one PPO HDHP option, one Traditional HMO option, and one Traditional PPO option. The county requests that proposers match the Proposed Plan Designs provided in downloadable files and clearly notate any differences from the suggested designs. Proposers are required to bid on fully-insured plans only and must comply with all applicable Florida Statutes. The county reserves the right to negotiate benefit levels and plan deviations annually, including deductibles, copayments, out-of-pocket maximums, eligibility requirements, and formulary composition.
Gallagher Benefit Services, Inc. (GBS) will provide brokerage and consulting services to Suwannee County BCC throughout the RFP process, and the county will contract directly with insurance companies and Health Maintenance Organization providers. The county may award additional points to proposers offering all requested plans. A three-year history of the county's plans, rates, and claims experience is available in downloadable files to inform bidders' proposals. The document does not specify response deadlines, award dates, contract term length, or renewal options, nor does it detail specific pricing requirements or set-aside provisions for disadvantaged enterprises.
