About this file
This is a Request for Proposals (RFP) information and instructions document issued by the Suwannee County Board of County Commissioners in Live Oak, Florida, for Group Medical Benefits coverage. The solicitation seeks proposals from qualified providers to offer group medical benefits to employees and eligible retirees of the Suwannee County Board of County Commissioners and five related constitutional offices: the Sheriff, Tax Collector, Property Appraiser, Clerk of Courts, and Supervisor of Elections. The RFP was released on April 29, 2026, with a deadline for questions on May 18, 2026, at 5:00 PM. Proposals must be submitted by June 1, 2026, at 10:00 AM either as sealed paper submissions (one original and three copies) to the Clerk of Court or through the county's digital procurement portal at suwanneecountyfl.bonfirehub.com. The RFP opening is scheduled for June 1, 2026, at 10:05 AM at the Suwannee County Administration building. The initial contract period begins October 1, 2026, or the date of award, whichever is later, and continues through September 30, 2027, with the potential for renewal extensions in one-year increments at the discretion of the Board, with possible 180-day extensions if needed.
Evaluation will be conducted by designated county personnel in collaboration with consulting broker Gallagher Benefit Services using three criteria: Experience and Qualifications (35 points), Scope of Services (30 points), and Cost of Services (35 points). Proposers must be licensed in Florida and, if insurance carriers, maintain an AM Best rating of A- or better with a financial size category of VIII or larger, though lower ratings may impact scoring rather than result in disqualification. The county requires proposers to carry General Liability Insurance ($1,000,000 per occurrence), Professional Liability Insurance ($1,000,000 per occurrence), Auto Liability Insurance ($1,000,000 per person and per occurrence), and Workers Compensation insurance in accordance with Florida statutory limits. All proposers must acknowledge a cone of silence provision prohibiting communication with county commissioners or employees from the advertisement date until contract award and must submit sworn statements regarding public entity crimes. Proposers must also comply with E-Verify requirements for all employees and subcontractors. The county reserves the right to reject any or all proposals, negotiate with qualified respondents, cancel the solicitation, or re-advertise as deemed in the county's best interest.
