About this file

This is a Claim of Business Confidentiality Form issued by the Utah State Archives and the Office of the Government Records Ombudsman, applicable to the Salt Lake City School District's Invitation for Bid for a bathroom remodel project at the Transportation Department. The form provides guidelines for vendors submitting proposals to claim trade secrets or commercial financial information as confidential under Utah Code 63G-2-305 and 63G-2-309. A mandatory pre-bid site visit is scheduled for Thursday, July 16, 2026, at 10:00 A.M. at 1745 West 1700 South, Salt Lake City, Utah 84104, with attendance required for bidders to be eligible to submit proposals. All questions must be submitted in writing through the Bonfire/U3P electronic platform or posed at the site visit, with responses posted exclusively through that system. Bids must be submitted electronically through Bonfire/U3P and include base bids, alternate bids, and all required supporting documentation such as bid bonds and licensing.

Vendors submitting confidential information must provide both redacted and non-redacted versions of their proposals, with the Division of Purchasing declining to redact proposals on behalf of claimants who fail to submit redacted copies. The form requires claimants to include a concise statement of reasons supporting any confidentiality claim and specifies that the claim applies to specific pages and paragraphs within submitted documents. Making a confidentiality claim does not guarantee protected classification if the government receives subsequent records requests under the Government Records Access and Management Act. All changes to the procurement effort will be made only through officially authorized addenda issued by the Salt Lake City School District, and discrepancies between documents obtained from sources outside Bonfire/U3P will be resolved in favor of documents contained within that official platform.

Business Request for GRAMA Business Confidentiality Claim

Note: Utah Code § 63G-2-305(1) states that trade secrets can be protected if the person submitting the trade secret provides the governmental entity with a confidentiality claim. Likewise, Utah Code § 63G-2-305(2) states that commercial financial information can be protected if disclosure could reasonably be expected to result in unfair competitive injury to the person submitting the information, and that person has provided a confidentiality claim. Confidentiality claims are described in Utah Code § 63G-2-309. A claim must include a concise statement of reasons supporting the claim and must be submitted with the information requested to be protected. A claimant MUST submit a redacted and non-redacted version of their proposal. The entire proposal may NOT be redacted. The Division of Purchasing will not redact a proposal on behalf of a claimant if they fail to upload a redacted copy of their proposal.
