About this file
This is a Byrd Anti-Lobbying Certification form required for RFP #269-2026-2001 for Blue Line Track Reprofile and Alignment Services in North Carolina. The certification document serves as a required submission form for bidders on this rail grinding contract, which aims to restore rail profile, remove surface defects, improve wheel-rail interface performance, extend rail life, and reduce noise and vibration along the Authority's rail network. The contractor selected will be responsible for providing all labor, equipment, tools, materials, supervision, planning, and documentation necessary to perform the rail grinding services.
The certification requires the undersigned to affirm that no federal appropriated funds have been paid or will be paid to influence government officials in connection with this federal contract award. If non-federal funds are used for lobbying contacts, the submitter must complete and submit Standard Form-LLL in accordance with established guidelines. All subrecipients and subcontractors must be required to provide the same certification. Failure to submit the required certification subjects the bidder to civil penalties ranging from $10,000 to $100,000 for each violation. The form requires the authorized representative to provide company name, printed name, signature, address, city/state/zip, and date of submission.
