About this file
This is a Scope of Work document for the City of St. George's Slick Rock Substation Construction project, which involves site preparation, concrete foundation installation, transformer containment pads, a control building, access gates, and a precast perimeter wall. The project encompasses multiple construction phases including structural excavation, backfilling, concrete foundations and piers, chain link fencing with gates, a precast concrete decorative wall, and a control building. The bid schedule includes thirteen line items: mobilization, site earthwork and over excavation, structural fill material, concrete foundations (three items), concrete piers (three items), chain link gates (two items), precast concrete wall, and control building. Concrete specifications require a minimum 28-day compressive strength of 4,500 psi, Type V Portland cement, and strict quality control testing protocols. The contractor is responsible for all labor, materials, equipment, temporary facilities, utilities, safety and traffic control, stormwater pollution prevention planning, and site restoration.
Bid requirements include a 5% bid bond naming the City of St. George as obligee, issued by a surety company licensed in Utah, along with 100% payment and performance bonds upon award. Payment for mobilization is structured in five installments based on contract completion percentages, with remaining costs to be included in lump sum or unit price bids for other line items. The contractor must secure all necessary permits and bonds, provide compaction and materials testing (at contractor's expense if tests fail), and comply with City of St. George Standard Specifications for Design and Construction and applicable ASTM standards. Non-payment items include costs for items not properly inspected at installation, construction watering and dust control, punch list items, repairs due to faulty materials or workmanship, and costs associated with removal and replacement of materials failing testing or warranty requirements. The contractor bears all costs for traffic control, damage to existing utilities or facilities resulting from negligence, and restoration of existing surface improvements.
