About this file

This is a bid specification document issued by the Town of East Lyme and East Lyme Public Schools for roof replacement and associated work at the East Lyme High School-Aquatic Center located at 30 Chesterfield Road, East Lyme, Connecticut. The project involves removing the existing standing seam metal roof system, metal deck, and purlin framing, then providing a new standing seam metal roof system, acoustic metal deck, and steel channel purlins. All work includes removal, reinstallation, and temporary support of interior and exterior items connected to the existing roof, such as ductwork, lighting, fire suppression systems, and pool equipment. Bidders must be prequalified by the Connecticut Department of Administrative Services for roofing work. A mandatory pre-bid site visit is scheduled for February 19, 2026, at 11:00 a.m. The deadline for bid submission is March 17, 2026, at 2:00 p.m. EST, with bids to be opened and read aloud at that time. Construction is anticipated to commence by April 6, 2026, with substantial completion required by December 4, 2026, and final completion by December 18, 2026. The contract will be awarded to the lowest responsible qualified bidder based on objective criteria including past performance and financial responsibility.

The project compensation is structured as a lump sum price with unit prices for possible additional work identified during construction and allowance amounts for work with costs to be determined. Bid security of ten percent of the total bid amount is required, submitted either as a bid bond or certified check. The selected contractor must provide performance and labor and material payment bonds each in the amount of the total contract price. This project is subject to Connecticut prevailing wage law requirements with wage rates current as of July 1, 2025, and the contractor must comply with Connecticut General Statutes Section 31-53. The contract is subject to state contract compliance requirements including spending allocation goals of twenty-five percent for small businesses and 6.25% for minority-, women-, and disabled-owned businesses. Retainage of five percent will be withheld from progress payments and the final contract price for ninety days after final acceptance. The project involves significant coordination with the owner's occupied adjacent building spaces, and the contractor is responsible for protecting pool equipment, the pool tank and deck, diving boards, and other facility components during construction.
