About this file

This Addendum No. 1, issued March 10, 2026, by the Town of East Lyme and East Lyme Public Schools, provides clarifications and modifications to the contract documents for the High School Aquatic Center Roof Replacement project located at 30 Chesterfield Road, East Lyme, Connecticut. The addendum addresses general questions from bidders regarding overhead protection and temporary fencing (referenced in revised sketch SK-A002.1), construction barrier specifications at exterior locations, and electrical receptacles requiring ground fault protection upgrades. The scope includes 200 linear feet of gypsum wallboard partition cutting and patching where new roof systems, purlins, and equipment pass through existing partitions, with work extending to the underside of the new roof deck and including proper fire stopping in compliance with Connecticut Building Code. The addendum updates critical project timelines: Requests for Information (RFI) are due March 19, 2026, at 3:00 p.m., Addendum No. 2 is scheduled for issuance March 24, 2026, at 3:00 p.m., and sealed bids are due March 31, 2026, at 2:00 p.m. (revised from the original March 17, 2026, deadline). The addendum also requires acknowledgment of receipt on bid proposal forms and mandates establishment of a field office at the construction site for the duration of construction.

The addendum includes a comprehensive prevailing wage rate schedule effective February 27, 2026, as established by the Connecticut Department of Labor under General Statutes Section 31-53, applying to all workers performing work on-site regardless of ownership status or contractual relationships. Wage classifications range from general laborers at $35.70 hourly with $28.85 benefits to specialized trades such as asbestos/heat and frost insulators at $48.81 hourly with $34.05 benefits, with hourly rates for roofers (composition) at $45.15 and additional premiums for hazardous material removal work. The document specifies that prevailing wage rates are subject to annual adjustments each July 1st, with contractors responsible for obtaining updated rates from the Connecticut Department of Labor website. All certified payrolls must document hours worked and wages paid to all persons performing on-site work, and apprentices registered under Commissioner of Labor regulations may be paid appropriate percentages of journeyperson rates with corresponding fringe benefits, provided work-site ratios maintain one full-time journeyperson per apprentice in specific trades.
