Addendum Summary: East Lyme High School-Aquatic Center Roof Replacement

This addendum document is related to the Town of East Lyme, Connecticut's sealed bid solicitation for roof replacement services at the East Lyme High School-Aquatic Center. The project scope encompasses the removal and replacement of the existing standing seam metal roof system, structural purlins, and acoustical insulation covering approximately 12,771 square feet on Roof Area A with a 4-in-12 pitch. The work includes removal and reinstallation of all interior and exterior items connected to the existing roof, including lighting, ductwork, piping, bleacher assemblies, scoreboards, record boards, lap clocks, diving equipment, and pool-related fixtures. The new roof system shall consist of standing seam metal roofing with R-30 thermal insulation, 1/2-inch cover board, and 1.5-inch acoustic metal deck over existing steel structural members. A mandatory pre-bid site visit was scheduled for February 19, 2026, at 11:00 a.m., with vendor questions accepted through March 5, 2026, at 3:00 p.m. EST. Sealed bids were due on March 17, 2026, at 2:00 p.m. EDT, with construction anticipated to commence by April 6, 2026, substantial completion required by December 4, 2026, and final completion by December 18, 2026.

The contract will be awarded to the lowest responsible qualified bidder based on objective criteria including past performance and financial responsibility. Bidders must be pre-qualified by the Connecticut Department of Administrative Services in the roofing prequalification classification and must provide bid security of ten percent of the total bid amount as either a bid bond or certified check. The selected contractor must provide performance and labor and material payment bonds each in the amount of the total contract price. The project is subject to Connecticut prevailing wage law requirements with wage rates current as of July 1, 2025, and contractors must comply with Connecticut General Statutes Section 31-53. Spending allocation goals are set at twenty-five percent for small businesses and 6.25 percent for minority-, women-, and disabled-owned businesses, though no specific set-asides are designated. Retainage of five percent will be withheld from progress payments and the final contract price for ninety days after final acceptance.
