About this file
This is Addendum 1 to Invitation to Bid 27-ITB-26 issued by the City of Palm Bay, Florida, for Storm Structures inspection and cleaning services. The addendum updates critical contract deadlines, with the bid due date extended from March 3, 2026, to Tuesday, March 17, 2026, at 9:00 AM, and the bid opening scheduled for 10:00 AM on the same day. The scope of work requires vendors to provide inspection, cleaning, and documentation services for stormwater management structures, including baffle boxes and vault systems, with monthly inspections of an initial sixteen structures and full annual cleanouts regardless of debris volume. The contract term is twelve months with four optional twelve-month renewal periods, and all pricing must remain firm throughout the contract term, adjustable only through written amendment. Vendors must submit unit price bids for four service line items: monthly inspection of baffle boxes, removal of debris from debris chambers as needed, full cleanout removal from entire baffle boxes and sediment chambers, and annual required full cleanouts.
The addendum clarifies essential contract requirements through responses to eleven bidder questions. Pricing submissions must be provided on a per-structure basis, and debris weights may be combined across all structures on a single weight ticket issued from any licensed and permitted disposal facility. The City does not require pre- or post-storm inspections or cleanouts, nor will emergency services be compensated separately. Contractors are responsible for developing their own inspection and cleanout reporting templates subject to City approval and must ensure compliance with OSHA standards and familiarity with National Standard Baffle Box (NSBB) permit requirements. Site inspections with city representatives for interior structure viewing will not be provided; however, two city-owned structures have viewing lids for visual inspection. There are no specified certifications or licenses required for contractor personnel, and the contractor bears responsibility for selecting disposal facilities and developing appropriate work blocking methods while maintaining safety standards.

Addendum 1
TO ALL PROSPECTIVE BIDDERS
The purpose of this addendum is to provide the following changes, modifications and/or additions to the contract documents and technical specifications.
CLARIFICATIONS:
The following dates and times have been updated as follows:
Due Date: Tuesday, March 17, 2026 @ 9:00 AM Opening Date: Tuesday, March 17, 2026 @ 10:00 AM
QUESTIONS RECEIVED:
1. QUESTION: In the Bid table should, should the pricing be submitted on a per-structure basis, or should pricing reflect the total combined for all listed structures?
RESPONSE: Please submit pricing for each individual structure.
2. QUESTION: Can we request a site inspection with a city representative to view the interior conditions of select storm structures. During our preliminary visit, all structures were secured, and interior access was not available. If approved, we request access to inspect the interior of at least three (3) to four (4) representative structures to better understand debris levels and internal conditions.
RESPONSE: Because this doesn’t require a mandatory site visit, we will not be able to do this. Two of the city-owned structures do have education viewing lids so you can see inside of those.
3. QUESTION: Is a separate weight ticket required for each individual structure, or may debris weights be combined across multiple structures?
RESPONSE: Weights can all be combined across all structures.

4. QUESTION: Are weight tickets required to be issued from a certified scale?
RESPONSE: Contractor can utilize any licensed and permitted disposal facility that provides acceptable weight tickets.
5. QUESTION: Is there an approved or preferred method for temporarily blocking or diverting incoming water to storm structures during cleaning activities to minimize additional water intrusion?
RESPONSE: There is no preferred or required method. Contractors should always ensure safety and compliance with OSHA standards when performing work for the city.
6. QUESTION: Are there any specific certifications, licenses, or training requirements required for Contractor personnel performing storm structure inspections
RESPONSE: No, none that we require currently. Contractors should be familiar with how the NSBB box is supposed to function per permit requirements.
7. QUESTION: Does the City have historical inspection and cleanout data for these structures (e.g. average debris volumes, frequency of full cleanouts, or prior contractor quantities?)
RESPONSE: Yes, information available is provided through attached reports.
8. QUESTION: For the required annual cleanout, does the City define a minimum debris threshold that constitutes a “full cleanout”, or is a full cleanout required regardless of debris volume if the structure has not been cleaned within the prior 12 months?
RESPONSE: Each structure needs a full cleanout once a year regardless of debris volume.
9. QUESTION: Will emergency or post-storm inspections and cleanouts be issued under this contract, and if so, will they be compensated at the bid unit prices or under separate work authorization?
RESPONSE: There will be no pre- or post- storm inspections or cleanouts needed.
10. QUESTION: Is there a specific disposal facility required for removed debris, or may the Contractor utilize any licensed and permitted disposal facility that provides acceptable weight tickets?
RESPONSE: Contractor can utilize any licensed and permitted disposal facility that provides acceptable weight tickets.
