About this file
This is a Best Management Practice (BMP) inspection report prepared for the City of Palm Bay, Florida, documenting the inspection of stormwater structures at 2749 School Drive NE, Palm Bay, Florida, conducted on March 20, 2025, by inspector Aaron Kimmell. The report covers 16 separate BMP inspections comprising a mix of Oldcastle NSBB vault/tank systems, detention/storage structures, and other stormwater treatment systems. The inspections documented system dimensions, access cover conditions, internal component assessments, chamber information including water depth and sediment accumulation, and trash/debris present within each structure. Systems inspected included models NSBB-612 and NSBB-1020 vaults, concrete detention structures, and specialized systems such as a Stormceptor unit. Access to all inspected systems was confirmed as available, with most locations requiring rigging distances of 10-125 feet and no traffic control assistance needed. The majority of systems were in good condition with no visible damage to key components; however, maintenance was recommended for two units (BMP Inspection 6 and BMP Inspection 9) based on debris accumulation and water levels observed.
The inspection findings indicate that floatable materials and organic debris were present in most trash racks across the vault and tank systems, with concentrations ranging from 0-75 percent full, while 98-100 percent of debris material was organic in composition. Water depths across chambers ranged from 2 to 72 inches, with minimal sediment accumulation noted in most units, though sediment depths up to 12 inches were recorded in specific systems. All access covers examined were in good condition, and most systems with upflow filters showed locked and properly functioning components. The inspection report includes comprehensive photographic documentation of all 16 systems and represents the baseline condition assessment necessary for the City of Palm Bay's stormwater structure maintenance and management program.
