About this file
This is a Stormwater Best Management Practice (BMP) inspection report prepared by Oldcastle for the City of Palm Bay, Florida, documenting comprehensive assessments of sixteen stormwater management structures conducted on March 20, 2025. The inspection, performed by Aaron Kimmell with contact person Brant Hoffman, evaluates vault/tank systems and detention/storage structures located at 2749 School Drive NE, Palm Bay, FL 32905. The scope encompasses detailed assessments of baffle box units (NSBB-612 and NSBB-1020 models), access covers, internal components including trash racks, floating skimmers, and upflow filters, and chamber-by-chamber evaluations documenting water depth, sediment depth, and debris material composition. All sixteen inspected structures were confirmed as accessible for inspection with good-condition access covers, and rigging distances ranged from no rigging needed to 10-125 feet, with no traffic control assistance required at any location.
The inspection reveals that fourteen of sixteen structures required no maintenance recommendations, while two units (FVSD02 and 3SD05B) were flagged for recommended maintenance. Water depths across chambers ranged from 2 to 72 inches, with sediment depths varying from 0 to 12 inches. Debris composition consisted predominantly of organics (leaves, sticks) and standard trash (cups, bags), with one unit (KSSD41) containing standard hydrocarbons and another (TRSD43, a Stormceptor system) containing 12 inches of sediment. All vault systems with upflow filters were documented as locked. The inspection included 119 time-stamped photographs documenting each unit's condition, internal chambers, and debris materials, providing comprehensive documentation consistent with the City of Palm Bay's stormwater structure maintenance and monitoring requirements under Invitation to Bid 27-ITB-26.
