About this file

This is a Consent of Surety form required by Stafford Township, New Jersey for the Dredging & Popular Point Restoration Project—Phase 2 (Bid #2026-045-TWP). The document establishes the framework for performance bond requirements that all bidders must submit with their bids. The project involves hydraulic dredging within Stafford Township to an elevation of -5.0 feet mean low water for Beach Haven West, with an estimated dredging volume of approximately 13,260 cubic yards for the base bid. Hydraulically dredged materials will be transported via conveyance pipeline to Popular Point Wetlands for thin layer restoration, with additional operations including installation and maintenance of perimeter controls and placement of compost material and plantings.

All bidders must submit a Consent of Surety form along with a Bid Bond, both as PDF uploads to the online submission portal. Surety bonds must be issued by companies listed on the New Jersey Department of Environmental Protection Circular 570 per N.J.A.C. 7:22-3.17(g). If documents are electronically verifiable with a verification code or QR link, no originals are required; otherwise, bidders must deliver original wet-signed and sealed documents, along with a certified or cashier's check, to the Stafford Township Purchasing Department, 260 East Bay Avenue, 2nd Floor Room 276, Manahawkin, New Jersey 08050, Attention: Nicola Reid, Qualified Purchasing Agent, on or before the bid opening date and time. Failure to provide both the required PDF upload and verifiable security constitutes a fatal defect under N.J.S.A. 40A:11-23.2 and will render the bid proposal unresponsive.
