About this file

This is a Technical Specifications document for Bid #2026-045, a dredging and wetland restoration project for the Township of Stafford, Ocean County, New Jersey, prepared by ACT Engineers, Inc. The project involves hydraulic dredging within Stafford Township to an elevation of -5.0 feet mean low water (MLW) at Beach Haven West, with an estimated base bid dredging volume of approximately 13,260 cubic yards including an allowable 1.0-foot overdredge. Dredged materials will be transported via high-density polyethylene (HDPE) pipeline to the E.B. Forsythe National Wildlife Refuge Popular Point wetlands restoration area, where approximately 5,000 cubic yards of organic material will be placed in mounds and planted with spartina patens. The project encompasses installation and maintenance of perimeter controls, drainage channel blocks, and associated restoration activities. The contract duration extends from Notice to Proceed (anticipated September 14, 2026) through May 14, 2027, with critical regulatory restrictions prohibiting active dredging and discharge after December 31, 2026, and requiring full demobilization by the contract end date. The Contractor must submit a comprehensive Construction Work Plan 14 days prior to construction commencement, including detailed plans for dredging operations, environmental protection, surveying, wetland restoration, health and safety, and project management. Weekly construction progress meetings are required throughout the project duration, with the Contractor's Field Superintendent required to attend all meetings.

The specifications establish that the Contractor is responsible for all labor, materials, equipment, mobilization, demobilization, utility locating within 200 feet of the site, environmental compliance, waste management, and site restoration. The Contractor must comply with all applicable New Jersey Department of Environmental Protection (NJDEP) and U.S. Army Corps of Engineers (USACE) permits, with copies provided as Appendix A, and obtain any additional permits required at the Contractor's expense and risk. Normal working hours are 7:00 AM to 6:00 PM, Monday through Friday, with any overtime inspection costs reimbursable to the Owner by the Contractor. Payment for dredging operations will be based on pre-dredge and post-dredge hydrographic surveys conducted by the Owner's Representative using 200 kHz frequency transducers, with pay volumes calculated on an in-situ basis above the Allowable Overdredge Line elevation. The Contractor must engage a licensed New Jersey Professional Land Surveyor with minimum five years of experience to perform all topographic and orthoimagery surveys for the wetland restoration area, with survey accuracy requirements of 0.1 foot horizontal and vertical positioning and maximum 50-foot survey spacing. All required notifications to the U.S. Coast Guard regarding a Local Notice to Mariners must be submitted a minimum of 30 calendar days prior to in-water work commencement, and resident notifications by door-hangers must be provided at least 48 hours in advance of construction activities. Cost of submittals, environmental monitoring, water quality testing, turbidity monitoring, and incident reporting are included within bid item pricing.
