About this file
This is a technical specifications document for the Charles County VanGo Transit Operations and Maintenance Facility construction project in Waldorf, Maryland, prepared as part of a 90% design submission dated June 26, 2023, under Contract AE-19-001-A, Task 30. The specifications document, titled Volume 1: Division 00-33, establishes comprehensive technical requirements for construction materials and methods across 33 divisions, including concrete forming and accessories, concrete reinforcing, cast-in-place concrete, unit masonry, structural steel, thermal and moisture protection, openings, finishes, specialties, equipment, furnishings, fire suppression, plumbing, HVAC, electrical systems, safety and security, earthwork, exterior improvements, and utilities. The project involves construction of an approximately 180,000-square-foot facility designed to support approximately 50 transit buses, including approximately 20,000 square feet of administration, operations, and maintenance space and approximately 82,000 square feet of commuter-bus parking, located on approximately 6.72 acres on Tax Map 24, Grid 22, Parcel 169 in Waldorf, Maryland. The scope encompasses the operations and maintenance building, bus parking and circulation, VanGo Way and access-road improvements, bus wash and chassis wash facilities, fare-collection facilities, fueling infrastructure, trash enclosure, parking areas, utilities, grading, drainage, stormwater management, landscaping, and related improvements.
The specifications establish detailed performance and material requirements for all construction elements, including concrete mixtures (Classes A through E) with specified compressive strengths ranging from 3,500 to 5,000 psi at 28 days, masonry units including concrete masonry units and clay face brick, reinforcement specifications, finishing requirements, and quality assurance and field testing protocols. The document mandates compliance with applicable ACI, ASTM, TMS, and other industry standards, requires independent testing and inspection agencies qualified in accordance with ASTM C1077 and ASTM E329, and establishes comprehensive field quality control procedures including slump and air content testing, compressive strength testing of concrete cylinders at seven and 28 days, and surface flatness and levelness measurements for floors. The project is funded in part with Federal and State transit funds administered through the Maryland Transit Administration (MTA), and the Contractor and all subcontractors must comply with all applicable County, State, MTA, Federal Transit Administration, labor, environmental, quality, reporting, and recordkeeping requirements incorporated into the Contract Documents.
