About this file

This document is a revised specifications submittal for the Charles County, Maryland Board of Commissioners' VanGo Transit Operations and Maintenance Facility construction project, Contract 1368A Task 54, with a bid submission date of October 2, 2026. The project encompasses the complete construction of an approximately 180,000-square-foot transit facility on approximately 6.72 acres in Waldorf, Maryland to support approximately 50 transit buses. The facility includes an operations and maintenance building (approximately 20,000 square feet), commuter-bus parking (approximately 82,000 square feet), bus wash and chassis wash facilities, fare-collection facilities, fueling infrastructure, trash enclosure, road improvements, utilities, grading, drainage, stormwater management, landscaping, pavement markings, and signage. The contract term is 547 consecutive calendar days from Notice to Proceed to Final Completion, with liquidated damages of $500 per day for schedule delays. A non-mandatory pre-bid meeting and site visit is scheduled for October 1, 2026, with bids due October 29, 2026 at 11:00 a.m. Questions from bidders are due October 14, 2026 at 8:00 a.m.

The specifications document details construction requirements across 33 divisions, including concrete forming and accessories, concrete reinforcing, cast-in-place concrete, and unit masonry, with multiple concrete mix classes (Class A through E) specified for different applications and exposure conditions. Bidders must submit a five percent bid bond, completed bid forms with fully populated cost columns, experience documentation demonstrating at least ten years of active engagement in construction with a minimum of five completed representative projects, vendor disclosure forms, non-collusion affidavits, detailed schedules of values by division, subcontractor lists, lobbying certifications, and Buy America certifications. Performance and Payment Bonds equal to 100 percent of the contract price are required upon contract execution. The project is funded in part with Federal Transit Administration and State transit funds administered through the Maryland Transit Administration, requiring compliance with Davis-Bacon prevailing wage rates and Buy America requirements. Five percent retainage will be held from progress payments and released upon Final Completion and submission of acceptable warranty security. Award will be made to the lowest responsive, responsible bidder based on the sum of Base Bid Items plus Contingency Items.
