About this file
This document is a Technical Special Provisions (TSP) document for Bay County, Florida's Advanced Transportation Management System (ATMS), revised September 2026, and serves as expanded guidance on the Florida Department of Transportation's Standard Specifications for Road and Bridge Construction. The TSP establishes detailed equipment and installation requirements for traffic signal systems, intelligent transportation systems (ITS), and associated field equipment at signalized intersections throughout Bay County. The specifications cover a comprehensive range of components including traffic control cabinets, controllers, fiber optic systems, UPS battery backup systems, managed field Ethernet switches, CCTV cameras, video detection systems, signal equipment, flashing beacons, and remote power management units. The document requires contractors and vendors to schedule final acceptance inspections at least 48 hours in advance and to submit final as-built plans, fiber location GIS ERSI shape files, and FDOT Form 700-010-22 upon project completion. Contractors must provide a minimum of 24 hours of training for Bay County Traffic Engineering Division and Florida Department of Transportation personnel within 60 days of equipment delivery, and must respond within two hours to any malfunctions during the post-installation burn-in period.
Bay County mandates that all traffic signal controllers be Q-Free NEMA TS2-Type 2 ATC Controllers compatible with the county's ATMS system, and all new traffic signals installed with fiber, cellular, or radio connectivity require a one-time Q-Free Kinetics license fee paid by the contractor or developer to ensure interoperability. The document specifies that fiber optic cable must be Corning ALTOS Dry Dielectric with single-mode specifications, and all splices must be Corning Certified. Detection loops are identified as the preferred method of vehicle detection, though video detection systems using Iteris Vantage Next equipment are permitted as alternatives. All cabinets must be powder-coated white inside and natural aluminum exterior, mounted 20 inches above grade, and include dual thermostatically controlled ventilation fans, LED lighting with door-activated switches, and comprehensive labeling and documentation. The specifications require all signal heads to use LED technology, all pedestrian push buttons to be Polara Engineering Bulldog III LED Illuminated models, and any new traffic signal approach to include two 6-foot by 6-foot Type B advanced detection loops at no additional cost to the county.

General Notes
1. Final Acceptance Inspections: Upon completion of all planned signalization and ITS work, the contractor or developer must contact Bay County and schedule a final acceptance inspection at least 48 hours in advance. Partial inspections are generally rejected, unless special circumstances arise where FDOT has requested the consideration of a partial inspection. The county will also require: final As-Built Plans for signalization and ITS work, fiber location GIS ERSI shape files and applicable spreads sheets and FDOT projects will require the completion and submission to the county of the FDOT construction form 700-010-22: Final Acceptance of Traffic
Signal Installation(s) & Transfer of Maintenance.
2. Traffic Control Assemblies: All Traffic Controller Assemblies SHALL meet the conditions of these
Technical Special Provisions for use within the Bay County Traffic Signal Systems.
3. Electrical Services: Any Signalized Intersection(s) within Bay County that requires a new electrical service to be built or replaced SHALL require the Contractor to secure all permits. The
Contractor shall be required to coordinate with the County and set up the utility account that is to be transferred to the City or County. After FINAL acceptance and the maintenance turned over to the City or the County, the City or County shall be responsible for payment of electrical power consumed.
4. Controller phasing of the intersection: The controller phasing of the intersection(s) shall conform to the following phasing. On a roadway that the major street is in the north-south orientation, then controller phase 2 SHALL be north bound as the traffic flows. On a roadway that the major street is in the east-west orientation, then controller phase 2 SHALL be west bound as the traffic flows. Any roadway that has one leg of the major movement in more of a north-east or north-west orientation, then that roadway shall be deemed to be a north-south roadway. Likewise, if one leg of the major movement is more in a north-west to south-west orientation, then that roadway shall be deemed to be an east-west roadway.
