About this file

This is Addendum No. 1 to the specifications for BID NO. 267059, issued by the City of Salem, Oregon Finance Department Contracts & Procurement Division on July 2, 2026, for exterior painting services at Parkway West and Parkway East residential apartment complexes. The addendum establishes a comprehensive exterior paint color assignment schedule for six residential building types and garage buildings comprising the project scope. Bids must be submitted electronically via Equity Hub's Bid Locker by July 14, 2026 at 2:30 p.m. All bidders are required to acknowledge receipt and acceptance of Addendum No. 1 by signing and submitting the acknowledgment form with their bid submission. The addendum supersedes any conflicting provisions in the original specifications and is binding on all bidders.

The paint color assignment schedule specifies four paint colors—Winter Walk (SW 9628), Ellie Gray (SW 7650), Westchester Gray (SW 2849), and Iron Ore (SW 7069)—with detailed application instructions for residential building types A, A-1, B, C, D, and E, as well as garage buildings. The general instructions address paint assignments for garage buildings, dormer stairwells, first-floor trim boards, roof fascia and gutters, downspouts, windows and doors, signage, and natural wood elements across all residential building types. Building-specific instructions provide unique color assignments based on architectural features such as projecting dormers, flat-roof stairwells, and mixed-use elements, with an order of precedence clarifying that building-specific instructions control over general instructions when conflicts arise.
