About this file

This is Addendum 04 to Invitation to Bid 26078 for the Tuluksak Bulk Fuel Upgrades Project issued by the State of Alaska through the Alaska Energy Authority. The addendum clarifies and modifies specifications for bulk fuel storage and handling improvements including gravel pad, aboveground fuel storage tanks, steel containment dikes, fuel dispensing systems, fuel piping, and electrical work. The bid due date and time remains May 19, 2026, at 2:00 PM AKST, with telephonic bid opening conducted by calling 1-469-810-0642 and entering Conference ID 366 083 693#. The addendum does not change the previously announced non-mandatory pre-bid meeting on May 1, 2026, at 10:00 AM AKST or the public bid opening scheduled for May 21, 2026, at 2:00 PM AKST. Bidders are required to acknowledge receipt of this addendum by email prior to the bid due date.

The addendum addresses two key technical questions regarding material specifications and sourcing requirements. First, it clarifies that regional pipe bedding material sources are acceptable with a Micro Deval value of 25% maximum, allowing for utilization of regional materials as intended. Second, it confirms that manufactured products such as PBV valves may qualify for the Multi Agency Public Interest Waiver under Section 00 90 12, part 1.8, which permits the use of non-Build America Buy America (BABA) compliant manufactured products regardless of Federal Financial Assistance amounts. This waiver provision applies to products that qualify as manufactured goods under BABA regulations, providing bidders flexibility in sourcing options while maintaining compliance with federal funding requirements administered by the Environmental Protection Agency.

QUESTIONS AND ANSWERS:

1. Question: The pipe bedding specs reference D-1 AKDOT highway specs. Tied to this item’s specs is a micro-deval requirement that regional sources will not meet.

In the AKDOT highway specs current micro-deval requirements for D-1 is 15% max.

For regional sources, 25% max micro-deval would need to be accepted for the pipe bedding on this project. Please confirm this is acceptable.

Answer: The intent is to utilize regional material sources to the extent possible. A Mico Deval of 25% would be acceptable.

2. Question: I was reviewing the specification sheet you sent along with the Build America Buy America sheet, and I noticed the spec calls out a PBV valve. PBV is in Houston and I know they source castings for their valves from a variety of different countries.

PBM has a domestic source for our valve castings but as with most domestic products they are more expensive than our foreign sourced castings, which are from Taiwan.

PBM only sources rough castings from Taiwan. They are then cleaned, machined, assembled and tested domestically in our factory outside of Pittsburgh Pa.

PBM wants to be as price competitive as we can and we can source the castings from our domestic source as well as our foreign source. The issue will be the cost.

As PBV is specified as the valve in the Data sheet are they using their foreign sources for some of their materials to keep costs lower or are they using all domestic materials?

Answer: Review the specification Section 00 90 12, part 1.8, “Multi Agency Public Interest Waiver for Manufactured Products”. This waiver allows for the use of non-BABA-compliant Manufactured Products, regardless of the Federal Financial Assistance amount. If the PBV valve qualifies as a manufactured product, this waiver would apply.
