About this file

This is Addendum No. 1 to an Invitation to Bid issued by the School Board of Lake County, Florida (Procurement Services) for grease interceptor, septic tank, and wastewater treatment plant pump-out services. The addendum clarifies that the district intends to select one vendor per lot to provide these services, with the same vendor potentially eligible for award of both Lots 1 and 2. Service hours are established as 7:30 AM to 3:30 PM, Monday through Friday, with accommodation for after-hours work if needed; the district will consider alternative schedules, including nighttime or after-hours pumping to enhance safety and minimize operational disruptions during instructional hours. The addendum confirms that vendors providing only grease trap services are eligible to bid, and prior bid tabulations from the previous solicitation are available in Vendorlink for reference. The sealed bid deadline is February 18, 2026 at 2:00 PM EST, with award recommendations scheduled for February 20, 2026 and final board action on March 23, 2026. The initial contract term is three years with two optional one-year renewal periods.

The addendum addresses vendor inquiries regarding disposal manifests and residuals classification, clarifying that no special documentation beyond standard vendor requirements applies to residuals from septic tank and wastewater treatment facilities. All bidders must acknowledge receipt of Addendum No. 1 on the Proposal Acknowledgement Form, and this acknowledgement becomes an integral part of the solicitation document. Pricing must be firm throughout the initial three-year contract term, with any increases during renewal periods requiring documented manufacturer price increases submitted with minimum 30-day advance notice. The addendum maintains all other bid terms, conditions, and specifications as originally issued in the base ITB document.

ADDENDUM NO. 1

February 9, 2026

#26-0129-ITB-KF949

Grease Interceptors, Septic Tank and Wastewater Treatment Plant Services

The original ITB documents shall remain in full force and effect, except as modified herein, which shall take precedence over any contrary provisions in the prior documents.

This addendum is being issued to address questions received, make revisions to the original solicitation document and release attachments. Questions contained herein are written exactly as submitted. No changes or edits to the verbiage have been made:

The following are questions and answers regarding the above-mentioned solicitation:

1. Question: Would we still be considered for this bid if we can only provide Grease trap services and unable to service the Septic?

Answer: Yes. The intent of this solicitation is to select one vendor PER LOT to provide these services. (Note: Same vendor may be awarded Lots 1 & 2)

2. Question: From a scheduling perspective, what are the hours and days of service for these locations? (Exact question listed 2x in Vendorlink) Answer: Hours are 7:30am to 3:30pm, Monday – Friday. If there is a need for after hour work, we can accommodate.

3. Question: Can you please share the bid tabulation and award information from the previous solicitation for these services, including the list of bidders and final totals?

Answer: Yes. Document “Prior Bid Tabulations - Final” is available in Vendorlink.

4. Question: For Lot 2 services involving Septic Tank and/or Wastewater Treatment Plant Facilities, will contractors be required to provide disposal manifests or other documentation for residuals removed from these systems, and if so, are there specific manifest types or submittal requirements the District expects?

Answer: None, other than what you as a vendor are required to submit.

5. Question: For Lot 2 services involving Septic Tank and/or Wastewater Treatment Plant Facilities, can the District clarify how the residuals from these on-site treatment facilities are classified for disposal purposes (e.g., septage, wastewater residuals, biosolids, or other), and whether any special handling, treatment, or disposal requirements apply beyond standard septic or grease waste disposal?

Answer: None, other than what you as a vendor are required to submit.

6. Question: Can we get what the previous winning bid was for the last contract? Or where we can go to find that information?

Answer: Yes. Document “Prior Bid Tabulations - Final” is available in Vendorlink.

7. Question: Would the District consider allowing pumping services to be performed during nighttime or after normal school hours, where feasible, to enhance safety for students and staff, reduce campus traffic congestion, and minimize operational disruptions related to odor, noise, and on-site activity during instructional hours, while maintaining compliance with all ITB requirements?

Answer: Yes, we would consider alternative hours.
