About this file
This is Addendum 2 to the bid documents for the Parrott Creek Culvert Replacement project (25PW15) issued by the City of Roseburg, Oregon, prepared by i.e. Engineering, Inc. on February 24, 2026. The project involves the replacement of corrugated metal pipe culverts with precast reinforced concrete three-sided structures at four locations (Eddy Street, Kane Street, Giles Street, and Ichabod Street as an additive alternate). The scope includes furnishing and installing approximately 145 linear feet of culvert structures ranging from 14 feet wide by 6 to 7 feet tall, 500+ feet of storm and sanitary sewer pipe, 3,000 cubic yards of structure excavation, 2,250 square feet of MSE retaining walls, erosion control measures, waterline installation and connections, and site restoration with permanent seeding and vegetation. This addendum modifies quantities for multiple bid items including storm sewer pipe (reduced from 500 to 370 linear feet for 12-inch pipe), structural backfill (increased from 2,000 to 2,300 tons), aggregate base, and HMAC paving, while adding 13 new pay items related to sanitary sewer bypass, pipe installation, manhole construction, and waterline connections. The original bid submittal deadline remains unchanged; the completion date for all work is November 1, 2026, with liquidated damages assessed at $500 per day for delays.
The addendum significantly expands the special provisions and material specifications, particularly for sanitary sewer and potable water infrastructure. Key modifications include detailed requirements for sanitary sewer bypass pumping plans with noise restrictions and emergency response protocols, specifications for PVC and ductile iron pipe materials with strict dimensional and coating requirements, comprehensive testing procedures for sanitary and water lines including air testing for PVC pipe with zero pressure drop tolerance, and extensive provisions for potable water line installation with American-manufactured materials only, minimum 36-inch cover requirements, restrained joint specifications, and multiple testing and disinfection protocols coordinated with City of Roseburg Public Works Department. The contract requires compliance with Oregon's Prevailing Wage Law and the federal Davis-Bacon Act, with workers paid the higher of the two applicable rates, employee drug testing programs, and a $30,000 Public Works Bond filing requirement unless the contractor qualifies as a certified disadvantaged, minority, women, disabled veteran, or emerging small business. All waterline materials must be American-made, and specific approved manufacturers are listed for ductile iron pipe, valves, and tapping sleeves. The addendum includes revised plan sheets for all four locations showing utility relocations, detailed construction sequences, and modified asphalt replacement depths of three inches.
