About this file
This is Addendum No. 1 to the contract documents for the Parrott Creek Culvert Replacements project issued by the City of Roseburg Public Works Department on February 19, 2026. The addendum modifies the original bidding documents by adding the "Geotechnical Design Report Parrot Creek Culvert Replacements Roseburg Oregon," prepared by the Galli Group in 2025, to the contract documents. Bidders must acknowledge receipt of this addendum on their bid forms; failure to do so may result in disqualification. Sealed bids for the project are due by 2:00 p.m. on March 3, 2026, with project completion scheduled for November 1, 2026. The scope of work includes replacement of corroded metal pipe culverts with precast reinforced concrete three-sided structures across multiple locations in southeast Roseburg, encompassing 145 feet of culvert structures ranging from 14 to 6-7 feet tall, 500 feet of storm sewer pipe, 3,000 cubic yards of excavation, 2,250 square feet of MSE retaining walls, erosion control measures, and site restoration with native planting.
Bidders must be licensed with the Oregon Construction Contractors Board or State Landscape Contractors Board and must provide bid bonds, performance bonds, and payment bonds equal to ten percent of the bid amount. Contractors are required to comply with Oregon prevailing wage law and the federal Davis-Bacon Act, paying the higher of the two applicable wage rates. Environmental compliance is mandatory, including turbidity monitoring, fish salvage coordination, and adherence to NPDES 1200-CA permit conditions with in-water work restricted to June 1 through September 15. Contractors qualifying as disadvantaged, minority, women, disabled veteran, or emerging small businesses under ORS 200.055 are exempt from filing a $30,000 Public Works Bond; all other contractors must file this bond prior to work commencement. Asbestos-containing materials may be present in existing underground pipe systems and must be handled by DEQ-licensed contractors in accordance with Oregon Department of Environmental Quality regulations. The contract uses a unit-price bid structure with the base bid covering three culverts and an additive alternate for a fourth culvert, with final contract award value dependent on bidder pricing and quantities of work performed.
