About this file

This document outlines performance measures for a state contract opportunity from the Massachusetts Department of Elementary and Secondary Education (DESE) for vendors to provide expertise and support services to enhance safe and healthy learning environments in schools and districts. The contract seeks vendors with high-quality experience and expertise to deliver services aligned with DESE's educational vision, meet established deadlines and work product requirements, provide cost-effective solutions, and demonstrate effective communication and flexibility in working with DESE staff. The contract term is for multiple years with the goal of maintaining an updated vendor list accessible to DESE offices and districts.

Regarding pricing and contract details, the document specifies that budget rates must be cost-effective, with vendor systems in place to ensure on-time and on-budget delivery of requested services. The total costs are required to fall within pre-established limits, and vendors must demonstrate the ability to meet established performance goals and outcomes on an annual basis.

Agency Staff Use Only (This document will be used to evaluate the performance of each awarded vendor) Performance Contracting: Performance contracting is the process of identifying and measuring the results, outcomes or products obtained from a contract through the use of measurable indicators. All procurements are expected to contain quantifiable and clearly defined performance expectations.

Program Outcomes
Are the results or accomplishments that occur because of the service provided through the contract.
Program Outputs
Are the quantity of services or work conducted (i.e., the # of participants or the # of training sessions provided).
Program Efficiency
Examine the cost of an outcome or output (i.e., cost per participant or cost per training session). An efficiency measure makes it possible to begin evaluating “reasonable” costs for the requested service.
Program Effectiveness
Examine whether the outcomes achieved were worthwhile and contained long-term benefit. Effectiveness measures determine the extent to which the program yielded the desired outcomes.
