About this file

This document is an amendment to a Departmental Master Agreement (MA) solicitation issued by the Massachusetts Department of Elementary and Secondary Education (DESE) for services to support safe and supportive learning environments. The amendment revises the required qualifications for the Program Evaluation and/or Research and Program and/or Initiative Evaluation service categories. Specifically, it requires the vendor to be an academic institution, independent non-partisan research organization, or individual researcher affiliated with one of those, and to demonstrate impartiality and lack of advocacy or stake in the research outcome. The contract opportunity aims to support schools, districts, community partners, and state efforts to promote high-quality, safe and supportive learning environments for students and families.

The solicitation does not provide details on pricing, set-asides, incumbents, funding sources, or other commercial terms. It focuses on clarifying the required qualifications and evaluation criteria for the research and evaluation services being procured under this Departmental MA.
