Statement of Work – Building HP275 Paint and Flooring Repairs

This Statement of Work (SOW) covers paint and flooring repair services for Building HP275, a Barracks for Enlisted Quarters (BEQ) located at Hadnot Point on F Street, main side MCB Camp Lejeune. The building tested negative for lead in all surfaces tested. The contractor must provide all material, labor, equipment, and supervision to prep, paint, and replace flooring systems according to specified requirements. All measurements are reference only and must be field-verified by the contractor. Access coordination is required through John Higgins at 910-451-1415.

Paint Requirements: The contractor shall paint all previously painted interior and exterior surfaces including walls, doors, door frames, and window frames. Work includes repairing cracks, holes, and damaged surfaces; cleaning and treating mold and mildew areas; replacing damaged or rotten trim boards, siding, and moldings; and replacing loose or damaged caulking and glazing. Finish specifications vary by surface type: interior walls receive two coats of eggshell/satin latex; wood trim and doors receive two coats of semi-gloss latex; metal surfaces receive two coats of latex direct-to-metal semi-gloss; exterior masonry receives two coats of Loxon masonry coating; EFIS finishes receive two coats of semi-gloss latex; and bathroom areas receive KILZ 2 primer and two coats of mildew-resistant semi-gloss latex. All repaired surfaces are primed with latex KILZ 2 or equivalent. Additional requirements include electrical panel and expansion joint spray painting, stenciled signage replacement, piping repainting with proper markings, furniture removal and protection using on-site storage, and careful cleanup of all overspray and drips. Special scheduling is required with approximately one-quarter of work areas available at any given time. The intent regarding lead paint is scraping and incapsulation only, not full abatement.

Flooring Requirements: The contractor shall remove existing flooring in all sleeping rooms and install new LVT (Luxury Vinyl Tile) flooring where like-type systems were removed. In all shared/common spaces and lounges, existing flooring systems and stair tread/stairwell surfaces are removed and replaced with Epoxy Resinous Flooring. All flooring surfaces must be free of previous adhesives before new installation. LVT flooring surfaces must be sealed with Ardex floor sealer or equivalent prior to installation. All existing flooring transition strips and rubber cove base are removed and replaced with new materials. All products must be installed per manufacturer specifications with details provided in attached specifications and finish documentation.

Submittals: Contractor must submit manufacturer's product specifications and technical data for all materials, provided as electronic copies on two CDs/DVDs marked "Complete Submittal Package" and including contract numbers. A hazardous materials plan is required for all lead work. Contract Number 25-0409, Project Number 25MO26CN, dated 04/11/25.
