About this file
This document is a Question and Answer Update dated 8.27.2025, providing details for a Design/Build project. The project involves constructing a facility with a fire tower, with bids to be opened on September 3, 2025, at 12:00 p.m. in Tioga 505. The project will be procured through Oregon buys, with bids accepted via email or in-person submission. The project is being broken into phases due to ongoing fund securing efforts, and will utilize a Pre-Engineered Metal Building (PEMB) supplier for foundation plans. The project is under the 3-million dollar threshold, which exempts it from certain Oregon Revised Statute (ORS) provisions.
Parking logistics include using Parking Lot 3 as the main site parking area, with ADA parking to be located near the building's tree line. The PEMB supplier will provide preliminary design build parameters for the slab, allowing bidders to submit proposals. A previous survey map from Estrabrook for the fire tower site is referenced, and contract and insurance documents are expected to be available on the Oregon buys platform. The project represents a phased approach to construction, with funding still being secured and bids to be evaluated based on preliminary design specifications.

Question and Answer Update 8.27.2025
1. See Oregon buys – the contract and insurance documents should be there now.
2. Design/Build – yes
3. We are required to list out all provisions of the ORS. As the project will be under the 3-million threshold, we will not need to comply with it.
4. We have a previous survey map (Matt – can you confirm that this was in the docs I sent you from Estrabrook on the site for the fire tower?)
5. Parking lot 3 will be the main parking area for the site. We will need ADA parking at the building area – which could be located near the tree line.
6. We are breaking the project into phases as we are still securing funds for the project.
7. The PEMB supplier will have plans for foundation (slab) etc. Bids should be able to be given based on premilitary design build parameters for the slab.
8. We will be closing on September 3, 2025, to coincide with the bid opening at 12:00 p.m., the corrected form was for Addendum No. 1, which is superseded by Addendum No. 2
9. Bids can be submitted via email or in person. We will open all bids in person on
September 3rd in Tioga 505 at 12:00 pm.
