About this file

This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) in California for the procurement of Apple iPad Mini and RAM Mounts Mounting Hardware. The solicitation invites bids from authorized resellers to provide these items on an as-needed basis with no guaranteed usage over a twelve-month contract term. The document establishes general procurement rules requiring clear and concise scopes of work that do not impose unreasonable requirements, identify all characteristics and specific tasks, and specify expected quality and performance standards. The form requires Project Managers to certify that the scope of work was independently prepared to invite competition and does not reference brand names or contain unreasonable restrictions that favor specific vendors or products.

The Authority's budget allocation for this project is $296,222. The verification form includes two certification options: the first certifies that the SOW was independently prepared without brand name references or vendor favoritism, while the second acknowledges that brand name or equal descriptions were used because it was determined impractical or uneconomical to write alternative technical requirements, in which case specific features and salient characteristics that equivalent products must meet are clearly stated. The form was signed by the Information Systems Department on April 7, 2026, with the requisition number R002017. This verification process ensures compliance with Federal Transit Administration regulations and procurement standards that promote fair competition and cost-effectiveness.

FA-CAMM-071.docm (03/16/18) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
