About this file

This is an internal email exchange among Orange County Transportation Authority (OCTA) procurement personnel regarding the processing and expedited procurement timeline for a Palo Alto Firewall and Panorama Annual Maintenance Renewal contract. The request encompasses nine line items totaling $153,379.00, including premium support renewals for Panorama and PA-series devices (PA-5220, PA-3220, PA-850, and PA-220), along with advanced security subscriptions including WildFire, Advanced URL Filtering, and Advanced Threat Prevention services. The contract term runs from January 14, 2026 through January 13, 2027. Due to an approaching service expiration that would impact OCTA's internet firewall protections, the procurement team pursued an expedited bidding schedule with the IFB issuance on December 9, 2025, a second public notice on December 15, 2025, questions due by 11:00 a.m. on December 16, 2025, responses to questions on December 17, 2025, bids due at 11:00 a.m. on December 23, 2025, and PO execution targeted for January 9, 2026. The IFB will be posted on OpenGov, though procurement staff noted the system had functionality issues since September 2025 and requests were being processed via email.

The purchase request totaling $153,379.00 was submitted on September 23, 2025, by Long Leu, Senior Section Manager for IS Online Systems & Network Administration at OCTA. All nine line items are classified under the same GL account (GL 1284 7612) at 100% allocation. The renewal items cover multiple Palo Alto Networks security devices with various serial numbers, with quantities ranging from one to five units depending on the line item. An extension had already been requested from the vendor prior to this email exchange due to the critical nature of the firewall services, as their expiration would eliminate the organization's ability to filter malicious internet content, though the devices themselves would remain functional.

Hi Rhea, The schedule looks good. If there are any questions, I’ll take care of them right away, no worries. Thank you.

Morning Long, That’s helpful information, thank you for explaining. I’ll let CAMM management know that we already asked for an extension, so this needs to be expedited. Would the below schedule work? I’ll need to submit the IFB for review today to get it issued next Tuesday. Sorry, I know responses are due just a day after the questions, but hopefully we won’t get too many.

December 9 Issue IFB, First Public Notice December 15 Second Public Notice December 16 Questions Due by 11:00 a.m.

December 17 Responses to Questions December 23 Bids Due 11:00 a.m.

January 9 PO Executed

Thank you, Rhea

Hi Rhea, We did already ask for an extension (see attached) and our account rep expressed his concern about asking their leadership for extensions. Normally extensions are not too difficult to get for 30 days or so, but this particular renewal is for our firewall services that protects us on the internet. If it expires the firewall will still function, but the services will stop, and we will not be able to filter all the “bad” stuff coming from the internet. That’s the best I can explain it. Any help you can provide in expediting is greatly appreciated. Thank you.

Thank you, Long.

The IFB will be posted on OpenGov. We were originally supposed to request docs under the “New Intake” section there, but we were informed back in September that it wasn’t working properly and to revert to requesting them via email. Not too sure when it’s expected to be fixed.

Regarding the term, is the 1/14/26 start date firm? I’ll draft the schedule and will try to expedite, but I’m wondering if we have any flexibility with the timeline.

Hi Rhea, Please see attached. So are we not using opengov for this project? I only ask because I thought we were suppose to upload documents to opengov now.

Hi Long, Just wanted to let you know that I’ll be processing this req. When you get a chance, could I please get the ICE, SOW, and SOW verification form?
