About this file

This Scope of Work Verification form pertains to Heating, Ventilation, and Air Conditioning (HVAC) preventative maintenance and repair services for the Orange County Transportation Authority (OCTA) in California. The project, identified as Requisition No. R000555, establishes the framework for soliciting qualified contractor bids to provide these essential services. The contract is structured as a two-year term engagement, with the scope explicitly defining all characteristics, specific tasks, and functions required to meet the Authority's HVAC service needs.

The contract carries a total budget of $490,000 over the two-year period and is designated as a prevailing wage contract, indicating that wage and benefit requirements complying with prevailing wage standards apply. The Scope of Work Verification form certifies that the attached specifications were independently prepared to invite fair competition and do not restrict bidding to specific vendors or brand products, or alternatively, that any brand name references included are accompanied by clear identification of salient characteristics to allow evaluation of equivalent alternatives. The form was verified by the Maintenance Department on July 11, 2025, and requires signature certification by both the Project Manager and appropriate department management to ensure compliance with Federal Transit Administration regulations and procurement best practices.

FA-CAMM-071.docm (05/16/16) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
