The contract encompasses comprehensive preventive maintenance and repair services for all OCTA-owned HVAC equipment and auxiliary systems across seven facilities in Orange County, including maintenance bases in Anaheim, Garden Grove, Irvine (two locations), Santa Ana, Laguna Hills Transportation Center, and the newly constructed OC Streetcar facility with its associated traction power substations. The contractor must submit a detailed Annual Preventive Maintenance Plan requiring a minimum of six full inspections and services annually with no less than one inspection every sixty calendar days, with the first inspection completed within fourteen days of contract start. The scope includes filter and belt replacement, component inspection and lubrication, semi-annual condenser cleaning, temperature control equipment maintenance with annual calibration requirements, paint booth testing in accordance with SCAQMD regulations, and twenty-four-hour emergency response services with a maximum two-hour response time. The contractor must maintain an active California Contractors State License Board C-20 license, comply with prevailing wage requirements under California Labor Code Division 2, Part 7, Chapter 1, and provide adequate staffing to service a minimum of three separate properties simultaneously with at least one English-speaking employee at each site.

The contractor must supply all necessary labor, materials, and equipment, maintain a clearly defined escalation procedure with senior-level technician involvement, and ensure one hundred percent operational reliability of all HVAC systems. Corrective maintenance activities require prior written approval from OCTA Facilities Maintenance Supervisors, with belts and filters identified as deficient replaced at no additional cost to OCTA. For refrigerant handling, reusable refrigerants must be recovered and reused, while non-reusable refrigerant replacement costs require written estimates and OCTA approval. The contractor must comply with Environmental Protection Agency Section 608 regulations and South Coast Air Quality Management District Rule 1415 for refrigerant management and provide comprehensive documentation of all work performed, including verification forms, equipment serviced details, parts used, chemical and refrigerant quantities, and technician 608 certification numbers. Failure to adhere to documentation requirements may result in non-payment of invoices.
