About this file
This is a Price Summary Sheet Instructions document for the Orange County Transportation Authority (OCTA) in California, establishing requirements for bid submission and pricing terms for HVAC preventative maintenance and repair services under Invitation for Bid (IFB) 250132. The contract carries a budget of $490,000 over a two-year term and is classified as a prevailing wage contract. Bidders must complete Section IV of the Bid Package by electronically entering unit prices for each line item, with all required fields mandatory to avoid non-responsive designations.
All pricing must be firm-fixed throughout the entire contract term, incorporating direct costs, indirect costs, freight, and profit as outlined in Exhibit A, Scope of Work. The Authority explicitly prohibits price increases during the Blanket Purchase Order term; any price decreases will automatically apply to the Authority. Contractors must provide itemized invoices with supporting documentation for parts exceeding $500 and substantiate actual replacement part costs, with payment contingent upon such proof. The net dollar amount of profit remains firm and cannot be adjusted upward. Contractors must guarantee that bid prices are equal to or less than those provided to any other local, state, or federal government entity for equal or lesser scope services, with no price increases permitted during the contract term. A minimum of ninety days advance written notice is required before any price adjustment consideration, and no retroactive adjustments are permitted.
