About this file

This Justification and Approval (J&A) document details the Naval Surface Warfare Center, Port Hueneme Division's (NSWC PHD) intent to award a single firm-fixed price contract for ServersCheck branded environmental monitoring sensors (part numbers ENV-TEMP, PWR-AC-FAIL, and BASE-WIRED). The procurement is for specialized sensors designed to monitor environmental conditions such as temperature, humidity, and air quality within a specific naval configuration. The Navy determined these specific ServersCheck sensors are the only brand that meets critical requirements, including Supply Chain Risk Management standards, Functional Qualification Testing (FQT), and Environmental Qualification Testing (EQT) for use in naval ship systems.

The document justifies a non-competitive procurement under 10 U.S.C. 2304(c)(1), citing that no other brand meets the necessary technical and safety standards. The Navy conducted extensive due diligence, including testing against industry standards like SAE AS5553 and SAE AS6171 to prevent counterfeit materials. They estimate that procuring an alternative brand would incur approximately $75,000 in additional costs for re-testing and qualification. A sources sought notice was posted on NASA SEWP and SAM.gov from 04/29/2025 - 05/08/2025, which received no responses on NASA SEWP and four responses on SAM.gov, further supporting the unique nature of the required sensors.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD)

2. Description of the Action Being Approved.

NSWC PHD plans to award a single firm-fixed price contract on a brand name basis for ServersCheck branded environmental monitoring sensors in support of

3. Description of Supplies/Services.

Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) has a requirement to procure ServersCheck branded sensors, part numbers ENV-TEMP, PWR-AC-FAIL, and BASE-WIRED for use within the configurations.

These ServersCheck sensors make up the environment monitoring system to collect data on the temperature, humidity, air quality, and other conditions in the

. These sensors report back to the monitoring software, giving administrators the ability to see and respond to changes.

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

Estimated Dollar Value

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 2304(c)(1). The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency IAW FAR 6.303-2(b)(4).

5. Rationale Justifying Use of Cited Statutory Authority.

Environmental monitoring sensors, part numbers ENV-TEMP, PWR-AC-FAIL, and BASE- WIRED, are required in order to monitor and collect environmental data, such as temperature, humidity, air quality, and other environmental conditions, within the in order to ensure administrators are able to see and properly respond to environmental changes to prevent system issues.

In support of Supply Chain Risk Management and counterfeit avoidance, the Navy conducted due diligence on the ServersCheck branded environmental monitoring sensors, part numbers ENV- TEMP, PWR-AC-FAIL, and BASE-WIRED, to ensure that the ServersCheck specific brand of sensors adequately met the industry and government standards to be approved for use within the and ensure that no altered and/or potentially counterfeit materials are placed within a critical weapons system onboard ships. This process leveraged a combination of industry standards and government procedures, including: SAE AS5553 (Counterfeit Electrical, Electronic, and Electromechanical (EEE) Parts; Avoidance, Detection, Mitigation, and Disposition), SAE AS6171 (Test Methods Standard; General Requirements, Suspect/Counterfeit, Electrical, Electronic, and Electromechanical Parts), SAE ARP6328 (Guideline for Development of Counterfeit Electronic Parts; Avoidance, Detection, Mitigation, and Disposition Systems), and NAVSO P-7000 (DON Counterfeit Material Process Guidebook). The ServersCheck brand of sensors were determined to meet all of the industry and government standards and significantly reduce the risk of counterfeit materials within as required.

Additionally, the Navy conducted Functional Qualification Testing (FQT) on the ServersCheck branded Environmental monitoring sensors in accordance with requirements to ensure that these parts perform according to specification and meet the functional requirements. The ServersCheck branded Environmental monitoring sensors passed the FQT and were determined to be functional matches for use within the

Finally, after ensuring that these ServersCheck parts meet the counterfeit avoidance and functional requirements, the Navy conducted Environmental Qualification Testing (EQT) on the ServersCheck branded Environmental monitoring sensors. In accordance with regulations in the

, any fielded weapons system that is to be installed must first pass EQT using the same configuration of components, assembled in the same manner in order for that configuration to be approved for installation onboard U.S. Navy ships. Therefore, after ensuring that these ServersCheck parts meet the above stated requirements, the Navy then conducted EQT on the using ServersCheck branded environmental monitoring sensors ENV-TEMP, PWR-AC-FAIL, and BASE-WIRED to verify the equipment can perform reliably under specified environmental conditions throughout its intended operational life. EQT involves exposing components or systems, in this case the to various stresses like temperature, vibration, and humidity, and evaluating their performance and functionality to ensure each component, and the overall configuration, can maintain functionality while the ships are underway within harsh conditions. The rack passed EQT with a configuration including the ServersCheck branded Environmental monitoring sensors and no other brand of sensors. Therefore, the ServersCheck branded were approved and required for use onboard U.S. Navy ships within the

The ServersCheck branded environmental monitoring sensors ENV-TEMP, PWR-AC-FAIL, and BASE-WIRED are the only brand of sensors that meet the Supply Chain Risk Management and counterfeit avoidance standards, that have passed FQT, and that have passed EQT and are approved for use within the No other brand of environmental monitoring sensors meets all three of these requirements and has therefore been authorized for use within the

If the Navy were to procure a different brand of environmental monitoring sensors, the Navy would incur a substantial duplication of cost of approximately $75K that is not expected to be recovered through competition. This cost estimate is based upon the extensive due diligence, FQT, and EQT that would be required to authorize and approve a part for use within the onboard U.S. Navy ships.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Based upon the statements above, no other brand meets programmatic requirements for the configuration. However, numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements), obtain pricing information, and obtain product availability. We looked at product, price, and availability information for all required items from all Mandatory Sources first. While no other brands of material meet our requirements or have the requisite material compatibility, based on research through GSA Advantage, Internet searches and previous suppliers, several companies are capable of providing the ServersCheck branded Environmental monitoring sensors.

Contract specialist posted a sources sought to NASA SEWP and SAM.gov from 04/29/2025 – 05/08/2025 and received no responses from capable sources on NASA SEWP, and four responses from capable sources on SAM.gov.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
