About this file

This document is a Justification and Approval (J&A) for a sole-source contract issued by the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). The Navy plans to award a single firm-fixed price contract for an FSP Technologies branded ATX Flex Power Supply (part number FSP500-50FBD), specifically designed for converting Alternating Current (AC) to Direct Current (DC) electricity and delivering up to 500 watts of continuous power for use in U.S. Navy ship configurations.

The justification emphasizes that this specific power supply is the only ATX Flex Power Supply that has passed Environmental Qualification Testing (EQT) and is listed on the approved NAVSEA drawing. The Navy conducted extensive due diligence, including Supply Chain Risk Management, counterfeit avoidance assessments, and functional qualification testing. A sources sought notice was posted on NASA SEWP and SAM.gov from 04/29/2025 to 05/08/2025, which yielded no responses from capable sources on NASA SEWP and four responses on SAM.gov. The contract is being awarded under 10 U.S.C. 2304(c)(1) authority, with the Contracting Officer certifying the cost as fair and reasonable.

As stated above, the FSP Technologies branded ATX Flex Power Supply part number FSP500- 50FBD is the only ATX Flex Power Supply that has passed EQT and is listed on the approved NAVSEA drawing, and, therefore, FSP Technologies is the only brand of ATX Flex Power Supply authorized for use within the using the new motherboard. The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
