About this file

This document is a Justification and Approval (J&A) for a non-competitive procurement by the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). The acquisition involves procuring IXI Technology branded NTDS-A and NTDS-E Circuit Card Assemblies (CCAs), splitter boards, and cables for a specific naval system. The Navy requires these proprietary hardware and software components, which are 100% compatible with the existing system and essential for simulated data testing, tactical shipboard operations, and missile alignment/launch functions.

The document details extensive market research, counterfeiting prevention efforts, and qualification testing conducted by the Navy. Only IXI Technology branded parts are approved, as alternative brands would require hundreds of hours of additional testing and potential system redesign. The procurement is a firm-fixed price contract with quotes obtained through NASA SEWP, covering parts with specific military-grade requirements like MIL-STD-1397C interfaces. The contract specialist posted sources sought notices and received responses, with NSWC PHD committed to conducting ongoing market research to potentially expand the vendor base in future procurements.
