About this file

This is a Justification and Approval (J&A) document for a non-competitive procurement by the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). The document justifies a firm-fixed price contract for Sealevel Systems branded Synchronous and Asynchronous serial interface cards (part numbers 5102ES and 7106ES) in support of a specific configuration. The Navy determined these specific branded serial interface cards are the only ones that meet their technical requirements after extensive testing and market research, including Supply Chain Risk Management, counterfeit avoidance, Functional Qualification Testing (FQT), and Environmental Qualification Testing (EQT).

The contract specialist conducted market research by posting sources sought notices on NASA SEWP and SAM.gov from 04/29/2025 to 05/08/2025, receiving no responses from NASA SEWP and four responses from capable sources on SAM.gov. The use of alternative brands would require additional costly testing and new drawing approvals. The Contracting Officer has determined the anticipated cost to be fair and reasonable, and NSWC PHD's Contracts Office will continue to conduct market research to potentially expand the vendor base for future requirements. The document was approved and digitally signed by the Contracting Officer on 06/05/2025.

7106es and are therefore listed on the approved NAVSEA drawings . The use of another brand would require the to undergo additional testing and a drafting of new approved drawings to account for the new brand of serial interface cards. This process would result in a substantial duplication of cost of approximately that is not expected to be recovered through competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Based upon the statements above no other brand meets programmatic requirements for this configuration. However, numerous sources were contacted to assess material requirement compatibility (i.e., does the material meet our requirements), obtain pricing information, and obtain product availability. We looked at product, price, and availability information for all required items from all Mandatory Sources first. Based on research through GSA Advantage, Internet searches and previous suppliers, several companies are capable of providing this brand.

Contract specialist posted a sources sought to NASA SEWP and SAM.gov from 04/29/2025 – 05/08/2025 and received no responses from capable sources on NASA SEWP, and four responses from capable sources on SAM.gov.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
